There are about 15 lakh lorries, ferries and stone lorries in Gujarat. But the government has given a loan of Rs 700 crore to 6 lakh hawkers. In this way the rotation of thirds is shown. 9 to 10 lakh people have gone missing from the streets. The Congress challenged the details of Amit Shah’s announcement the next day without taking Shah’s name, but as usual the Congress spokesperson did not dare to take Amit Shah’s name. However, no one in the entire Gujarat Congress dares to take Amit Shah’s name and challenge him.
Earlier the government used to provide free umbrellas to the street vendors and hawkers working on the streets. There are 16 lakh Lari Galla across the state. Rakesh Mehriya is the president of Gujarat Lari Galla Patharana Sangh. According to him.
Amit Shah
On December 25, 2023, Union Home Minister Amit Shah said that Ahmedabad city ranks first in the country in distribution of benefits of Feria Swanidhi Scheme. As against 1 lakh 55 thousand 106 street fares, 1 lakh 49 thousand fares were paid in the city. Loan of Rs 187 crore was given. Of which 45 percent are women. Today 40 lakh vendors in the country are connected to digital payments.
Rs. 6 lakhs were given to street vendors and hawkers in Gujarat. A loan of Rs 700 crore has been given. 5 lakh 80 thousand in Gandhinagar. Interest subsidy of Rs 3 crore 25 lakh has been given in Ahmedabad. Shah said.
Congress
The police and pressure department of the corporation are running a network of illegally collecting installments from poor people through lorry, galla, khuchha, patharana, of which poor and general class citizens are becoming victims. Congress will protest everywhere. This will be fought so that all people including Lari Galla and Khuchchawala can earn livelihood with dignity and without any fear.
Bribes of 600 crores
Monthly installment of Bribes Rs 500 to 900 is collected in big cities and Rs 100 to 400 in small cities from 16 lakh ferries. In which installments are taken by Health Department, Food and Drug Department, Pressure Account and Police. If we look at the different accounts of the 4 agencies, on an average Rs 50 crore is recovered from each lorry or cart in Bribes installments of Rs 300 per month. Bribes worth Rs 600 crore are taken annually. However, this is not the case everywhere. 10 to 25 percent interest is charged on diary practice.
Trails and Roads
Footpaths are rare in Ahmedabad. They are very narrow and are only 50 centimeters wide in some places, forcing people to walk on the road. So not only boats come in the way of pedestrians. In fact, there are no walkable, proper footpaths in Ahmedabad.
The then Congress government at the Center brought the Livelihood and Street Vendors Protection Act. On the other hand, the poor and the common class are becoming victims of the arbitrariness and dominance of the BJP government, corporation and municipal corporation officials.
Disappeared
Nothing much happened for ferias in 8 municipalities and 157 municipalities. Ahmedabad Municipal Corporation conducted a survey of street vendors in the city since 2016, in which a total of 67,197 street vendors were registered. Then, when revisited, 28,819 ferias were missing. Applications for 32,426 ferries have been approved.
Among the 10 cities of Gujarat, Ahmedabad city is at the forefront in terms of extinction of fairs. It ranks third in the country. The fairies will have to be accommodated by allotting them space. Their employment rights will have to be protected. But, till date no concrete steps have been taken in this direction.
Ahmedabad failed
Till date, Ahmedabad Municipal Corporation has not surveyed the fairs and given its information and has not formed the Town Vending Committee. Town Street Vendor Scheme not made, Town Vending Scheme not implemented, space not allotted to street vendors. No decision has been taken in the interest of street vendors in Ahmedabad city for a decade. No street vendors have been given their rights. BJP’s mentality is to force people. The mindset of Congress is to empower people through livelihood with dignity. Congress spokesperson said this.
Gave loan and took the lorry
The central government gives loans and in 8 metros the hawkers are being deprived of employment, the hawkers are harassed daily. Their lorries are snatched. They are harassed and discriminated against. Loan has been given for one lakh fairs in Ahmedabad.
The hawkers believe that if a lorry is lifted by giving a loan of Rs 10,000 then how will they do business. Why run a house?
Only 11 percent benefited
75% of sellers surveyed in the country in 2021 were in the weak C and D category and only 11% of respondents spent Rs. Loan of Rs 10,000 has been received. The study included 1,600 respondents from 15 cities spread across 10 states and was conducted just before the second wave of the pandemic, which threatened livelihoods for people working in the informal sector. ‘Svanidhi Se Samriddhi’ was launched in 125 urban local bodies on January 4, 2021.

Under the PM Street Vendors Atmanirbhar Nidhi (PM SVANidhi) scheme, vendors will get Rs. 10,000 as working capital loan, followed by second and third installments of Rs. 20,000 and Rs. You can take a loan of Rs 50,000.
Committee
Nearly two years after Parliament passed the National Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act-2014 in November 2016, the state Urban Development and Urban Housing department enacted the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act-2014. Passed 2014. …Eight municipal corporations, all municipalities and other urban development authorities are to constitute ‘Town Vending Committees’. In which there will be 8 member feria.
Status paper
Each local authority was to prepare a ‘status paper and street vending scenarios’ with maps giving details. The map should indicate the estimated number of vendors, information about profitable and unprofitable areas for vending, and the types of items sold in the area. Street vendors will determine the zone. Vendors in each zone are to be allotted an area with a registered number. Everyone was to be given a vendor certificate (license).
They are losing their livelihood due to the raids. An important law has been made to protect the employment of hawkers driving lorries or rickshaws who do business on the streets in cities in order to get respectable employment.
After 4 years
After 4 years, Gujarat is at 20th position in implementing the Street Vendors Act, while Delhi is the best in the country. Cities have not conducted surveys and prepared the space. Delhi government is most road friendly. Should not be removed from the roads completely. Now roads and ghats will have to be designed keeping them in mind.
5000 street vendors were eliminated from Ahmedabad city. Years ago there were 38 vendors in the city.
A temporary Town Vending Committee of 18 members was formed in Surat. 18 thousand people were identified in Surat. 45 to 50 thousand street fairs are organized on the streets of Surat. In which only 2800 hawkers were given licenses.
In the survey, 11 thousand ferias were found in Vadodara. In which only 724 people were given permits.
In 2022
In Gujarat, 2.35 lakh street vendors benefited from the Swanidhi scheme from June 2020 to July 2022. In Ahmedabad only 50 per cent got loans worth Rs 263 crore against 1.07 enrolments. 25 percent (applications) were rejected.
2023
Gujarat currently ranks fifth among major states in terms of loans given to street vendors in July 2023.
In three years
In Gujarat, 4,33,266 applications were received for the three-year period from 2020-21 to 2022-23, out of which 3,20,328 applications were approved. Loan applications for 1,12,938 rounds have been rejected in three years. In three years, a loan of Rs 350 crore has been given to Fairia-Patharna owners in Gujarat, whereas after the loan, Fairia has till now repaid the loan of Rs 100 crore.
Responsibility to the police
Every police station was asked to obtain Larigalla’s details. He was entrusted with the responsibility of finding the needy people and bringing them all to the Lok Darbar.
Major closure
300 Laris, Pathrama, Gaila of tribal villagers from 6 villages were uprooted near the Statue of Unity near Sardar Sarovar Narmada Dam in Gujarat. Employment has been taken away and made useless. In the name of tourism, the government has taken 1100 acres of land out of 1700 acres of land in 6 villages. They can run food courts but they are not provided.
