Four major link based schemes were prepared in Saurashtra. The plan was made in 2012 and all the schemes were announced in 2013.<\/p>\n<p>7 years ago, Prime Minister Narendra Modi had launched \u201cSauni\u201d scheme in Rajkot to bring Narmada Neer to Saurashtra dam to win elections. Saurashtra Narmada Landfall Irrigation Scheme has been made a vote-ballot-landfill scheme in the last 6 elections. Gujarat and the central government know that the Narmada dam does not have enough water for everyone&#8217;s plan and the cost of electricity to deliver water through the pipeline could be Rs 1,000 crore. However, as the Lok Sabha elections are approaching, BJP&#8217;s Bhupendra Patel government has once again started manipulating this scheme.<br \/>\n2024 was fooled again<br \/>\nWhen Lok Sabha elections are coming, Irrigation Minister Kuvarji Bavaliya announced a plan to fool the people of Saurashtra once again on 16 February 2024. He became a minister as soon as he switched sides from Congress to BJP. Narendra Modi brought him to BJP.<br \/>\nWater Resources Minister Kunwarji Bavaliya announced on 16 February 2024 that the \u201cSoni\u201d scheme heralds a new destiny for Saurashtra. The land of Saurashtra has become green, farmers are becoming rich. There is a resolve to enrich Annadata with irrigation facilities. The work of 73 km long pipeline of Package 9 of Link 4 of \u201cSauni\u201d scheme has been completed. Rupee. It will cost Rs 181 crore.<br \/>\nSecretary of Water Resources and Water Supply Department. A Patel said that under Link 4 phase 3 of \u201cSauni\u201d scheme, 12 lakes will be linked up to Pani Dharai village by constructing a feeder pumping station near Asalpur village of Vinchia taluk. Out of which 10.22 lakh hectares of land was to get irrigation water. Narmada water was to be delivered by motor vehicle to 5 thousand villages and 87 rivers. Water had to be pumped through 1126 km of pipelines. Not getting 30 percent. Whatever is available, they are dumping the water from the fields into rivers and ponds.<br \/>\nThe scheme is worth Rs. The price was fixed at Rs 10 thousand. Then in 2016 it increased to Rs. It had become Rs 12 thousand crores. Later Rs 18 thousand crores, and now more than Rs 20 thousand crores are going to be spent.<br \/>\n2023<br \/>\nIn March 2023, Minister of State for Water Resources Mukesh Patel announced that 95 of the 115 lakes in Saurashtra have been piped. The remaining 20 will now be completed. Under the scheme, 25 main pumping stations, 8 feeder pumping stations have been provided and a total of 33 stations have been completed.<br \/>\nWhose electricity bill is to be crores of rupees.<br \/>\nAn area of 8.25 lakh acres of 972 villages in 11 districts of Saurashtra was irrigated. 31 cities and 737 villages were to get the benefit of drinking water. 9,371 keys. At the same time, the minister announced that 10 lakh acre feet of water will be taken for Kutch.<br \/>\n2021<br \/>\nTill 2021, Rs 16 thousand 148 crores have been spent. After getting administrative approval, the government had estimated the cost at Rs 18 thousand 563 crore.<br \/>\n2020<br \/>\nAll the link pipe schemes for filling the dams of Saurashtra through Narmada Canal were to be completed in the year 2017-18.<br \/>\nThe scheme was launched in February 2013 at Rs. 10 thousand 900 crores were approved. Later, during April-2013, the further revised administrative approval was Rs 18,600 crore. In December-2018 Rs. 15 thousand 300 crores were spent.<br \/>\nOn 30 September 2020, the government announced that the first phase of \u201cSAUNI\u201d scheme has been completed in 2017\u201318. Work on Phase-2 and 3 was going on.<br \/>\nThe final phase of the works was estimated to cost around Rs 6,000 crore.<br \/>\n2019<br \/>\nTill July 20, 2019, a huge expenditure of Rs 13 thousand crores had been incurred. Two out of three phases were completed.<br \/>\n2017<br \/>\nIn May 2017, the Central Water Commission, Directorate of External Assistance of the Central Government refused to provide funds. The Gujarat state government had asked for money from the Centre. A demand of Rs 6,399 crore was made. Prime Minister Modi inaugurated the first phase of the scheme in Rajkot on 30 August 2016, ahead of the 2017 Gujarat Assembly elections. Link-2 of Phase-1 was dedicated to the nation by Prime Minister Modi on 17 April 2017 at Botad. Besides, Link-2 of Phase-2 was also completed. When Modi inaugurated the project, he knew that water could not be obtained from Narmada for the scheme. But, after spending Rs 18 thousand crores, the water which was supposed to go to the fields, was drained into the rivers. To fill the pond, water was not allowed to enter the canals.<br \/>\nThree states were kept in the darkMadhya Pradesh utilizes its share fully. The Gujarat government has not mentioned in the plan how additional water will be provided.<br \/>\nGujarat government did not negotiate with other states for the \u201cSauni\u201d scheme. The Gujarat government also said that it did not take the Narmada Control Authority and other states like Madhya Pradesh, Rajasthan and Maharashtra into confidence for this scheme. In such a situation, before announcing the scheme, Modi needed to discuss with these three states. However, former Chief Minister Narendra Modi did not do this. Therefore the people of Gujarat had to bear the cost of the scheme. Thus the plan proved to be a white lion.<br \/>\nA negative report on the feasibility of this project was given by the Central Water Commission (CWC), the technical authority of the Central Government. According to officials, Gujarat&#8217;s proposal has been rejected because the detailed project report (DPR) submitted by the Gujarat government to the Center does not contain sufficient technical details about the feasibility of the project.<br \/>\nmore water visible<br \/>\n50% of water requirement is dependent on other sources. The CWC said the excess water was to be diverted into the Narmada during monsoon, but 1 MAF was more than the 9 MAF (million acre feet) given to Gujarat.<br \/>\nthere is not enough water in the dam<br \/>\nIt is alleged that CWC also questioned the water storage capacity shown under the \u201cSauni\u201d project. The original capacity of the dam and lake has been mentioned in the survey. However, nothing has been said about its current capacity. Modi planned even when there was not enough water and now water does not reach the lakes and rivers.<br \/>\nShortcoming<br \/>\nThe CWC said the project should be implemented by specifying the share of each state as determined by the Narmada Control Authority in the project DPR and then calculating the water quantity of Gujarat&#8217;s share. The Commission once again asked the Gujarat government to correct duplication and other statistical information in the DPR.<br \/>\ngovernment will spend<br \/>\nAfter the Central Government rejected this project on technical grounds and refused to provide funds, the Gujarat Government is funding this project 100 percent by itself. Thus, Chief Minister Modi&#8217;s wrong plan was exposed by his own government as Prime Minister.<br \/>\n2014<br \/>\nThe work of all four links and long pipe canal was started from March 2014.<br \/>\nModi&#8217;s ridiculous plan<br \/>\nPlan was made in 2011-12. Whose objective was to get votes in the 2013 assembly elections. Then it was used to win the Lok Sabha elections in 2014. Then the scheme was exploited to garner political votes in the 2017 Gujarat Assembly and 2019 Lok Sabha elections. When the plan was made, Modi knew that Narmada water could not be given in the pipeline of all the schemes. Still he resorted to all schemes to win 6 elections.<br \/>\nWhy did the cost increase?<br \/>\nA preliminary survey of the length of the pipeline was conducted while obtaining preliminary administrative approval for all the schemes. Additionally, the length of the pipeline increased during detailed survey map estimation of Phase I and II. Thus, there was a flaw in the Modi government&#8217;s plan. Electricity costs were not taken into account. The cost of the right of use and the cost of electricity connection and power line were not taken into account. Due to delay in planning, the cost has now doubled.<br \/>\n27 years late<br \/>\nTo prevent excess water from flowing over the Narmada Dam during monsoon, the government has released 10 lakh acre feet of water in North Gujarat, 10 lakh acre feet in Saurashtra and 10 lakh acre feet in Kutch to fill the dams, lakes and rivers of Gujarat. The state government approved a pipeline project worth Rs 10,000 crore in the year 2013 to utilize this water over 27 years and implement the \u201cSauni\u201d pipeline scheme for Saurashtra, the scheme was named \u201cSauni\u201d scheme. Just as the Narmada scheme has failed for irrigation, similarly the \u201cSauni\u201d scheme is also proving to be a failure.<br \/>\nCow herders at work:-<br \/>\nWhich was the SOR of the pipeline, although there was no increase in the price, but the contractors were given Rs. VGMEV of Rs 2,000 crore. With this, this scheme of Rs 10,000 crore became Rs 18563 crore. Which has almost doubled in 2024. Despite the expenditure of Rs 20 thousand crores, even today the parts of Saurashtra which were to be filled with water through this pipeline could not be filled.<br \/>\nNo water given, pond empty<br \/>\nIt is very important to know from the 115 demos of Saurashtra how much water was actually filled during the last two years.<br \/>\nCongress MLA Punjabhai Vansh asked a question in the assembly. In which the government admitted that 4,871 MCFT water was made available in 2017-18, while 6,789 MCFT water was made available in 2018-19. In two years, 11,660 mcft of water was released into the reservoirs of Saurashtra. Actually 43,500 MCFT water should have been filled. Even 30 percent amount of water is not enough. The lakes of Saurashtra were not filled under this scheme.<br \/>\nTo hide this fact, the Irrigation Department has not published data after 2013 on its website. In Saurashtra, the Narmada scheme has increased cotton crop by 370 per cent and groundnut crop by 600 per cent in recent years. In the coming days, farmers of Saurashtra will get 3 crops in one season.<br \/>\nAtal Bihari Vajpayee&#8217;s plan to interlink the rivers of the country will also be implemented and the central government and BJP ruled states will leave no stone unturned to prevent rain water from flowing into the sea.<br \/>\nPrime Minister Modi started his speech with the slogan &#8216;Narmade, Sarvade&#8217;.<br \/>\nEveryone&#8217;s plan is to extract gold from the ground. All the schemes have the potential to produce gold from the ground.<br \/>\nWork started in February 2014. Saurashtra is like an inverted saucer. Jasdan and Chotila are at the top and rest of Saurashtra is at the bottom. This achievement of water technology and engineering is a matter of pride for every Gujarati and all the countrymen who understand the importance of water.<br \/>\nNarmada Maiya has taught us how much change a river can bring.<br \/>\nFor five or seven years we focused on water.<br \/>\n115 dams will change Saurashtra<br \/>\nThe land is the same, the farmers are the same. Still production has increased. Because the water has reached here.<br \/>\nImagine, if 115 dams are filled with water, Saurashtra will change, the landscape will change. Modi said this. But it did not happen.<br \/>\nWhat is the plan<br \/>\nSaurashtra Narmada Irrigation Scheme (All Schemes: 2013-14)<br \/>\nA total of 1126 km long flood water is transported to the rivers and dams of Saurashtra region through Narmada Main Canal and Saurashtra Branch Canal. 115 reservoirs in 11 districts of Saurashtra were to be transported through four pipeline links. In which 10 lakh 22 thousand acres of fields were to be irrigated.<br \/>\nLink-1<br \/>\nThere is a link from Machhu-2 in Morbi district to Sani in Jamnagar district. Its water carrying capacity is 1200 cusecs. Through this pipeline, water was to be supplied to 30 reservoirs in Rajkot, Morbi, Devbhoomi Dwarka and Jamnagar districts. In which 2 lakh 2 thousand acres area was to be irrigated.<br \/>\nLink-2<br \/>\nThere is a link from Limbdi Bhogavo-2 Dam in Surendranagar district to Raidi Dam in Amreli district. Its water capacity is 1050 cusecs. Water was to be supplied to 17 reservoirs in Bhavnagar, Botad and Amreli districts through the link. In which 2 lakh 75 thousand acres of fields were to be irrigated.<br \/>\nlink-3<br \/>\nThere is a link pipeline from Dholidhaja Dam in Surendranagar district to Venu-1 in Rajkot district. Whose capacity is to carry 1200 cusecs of water. Water was to be delivered through pipes to 28 reservoirs in Rajkot, Jamnagar, Porbandar, Devbhoomi Dwarka, Morbi and Surendranagar. In which 2 lakh acres of fields were to be irrigated.<br \/>\nLink-4<br \/>\nThere is a link from Limbdi Bhogavo 2 dam in Surendranagar district to Hiran 2 irrigation scheme in Junagadh district.<br \/>\nThe capacity of the pipe is 1200 cusecs. Through which water was to be supplied to 40 lakes of Rajkot, Surendranagar, Junagadh, Gir Somnath, Porbandar, Botad and Amreli districts. Due to which 3 lakh 50 thousand acres of fields were to be irrigated.<br \/>\nNature is upset<br \/>\nThere are 185 rivers in the state. 55,608 million cubic metres. Out of which 38100 million cubic meters is surface water. India&#8217;s water is only 2%. Out of the total water of Gujarat, 89 percent is in Gujarat region, 9 percent in Saurashtra and 2 percent in Kutch.<br \/>\nThe groundwater resource of the state is 17,508 million cubic metres. 80 percent of water is used in agriculture.
