Gujarat ranks second. Industrialists from Gujarat have surpassed those from Mumbai, Chennai, and Kolkata in political donations. This has led to the belief that Chief Minister Bhupendra Patel&#8217;s BJP government is supporting industries by bringing them under the legal framework and facilitating their operations. During Narendra Modi\u2019s 12-year tenure as Chief Minister, Bhupendra Patel had already allocated the most land to industries. This could be one of the major reasons.<\/p>\n<p>According to Forbes India\u2019s 2024 list of top philanthropists, Delhi-based Shiv Nadar tops the list with a wealth of \u20b91.25 lakh crore. Despite this, he has donated more than Gujarat&#8217;s top industrialists like Adani, Ambani, Mehta, and Tata. However, Gujarat\u2019s industrialists are relatively less generous in donating to public causes and even hesitate to publicly donate to the BJP. It is believed that they are making large private donations to the BJP.<\/p>\n<p>According to the <strong>Association for Democratic Reforms (ADR)<\/strong>, political parties received over \u20b92,544.28 crores in donations in 2023-24, an increase from the previous year.<br \/>\nFrom Delhi alone, national parties received \u20b9990 crores, from Gujarat \u20b9404 crores, and from Maharashtra \u20b9334 crores.<\/p>\n<p>The <strong>BJP received the highest amount<\/strong> of donations. Even the Congress saw an increase.<\/p>\n<p>In the last fiscal year, the BJP received \u20b92,343.947 crores in donations, while the Congress received \u20b9281 crores.<br \/>\nThe BJP&#8217;s donation total was six times more than the combined donations received by four other national parties (Congress, AAP, NPEP, and CPI(M)).<\/p>\n<p>Details of donations above \u20b920,000 were submitted to the Election Commission. BSP has consistently declared for 18 years that it has not received any donation above \u20b920,000.<\/p>\n<p>BJP\u2019s donations increased by <strong>212%<\/strong>, while Congress donations increased by <strong>252.18%<\/strong>.<\/p>\n<h3><strong>Donations from Gujarat<\/strong><\/h3>\n<p>In Gujarat, political parties received \u20b9404 crores in one year, of which <strong>\u20b9402 crores went to the BJP<\/strong>, and the <strong>Congress received just \u20b92.45 crores<\/strong>.<\/p>\n<p>The BJP received most of this money from corporate groups and individuals.<\/p>\n<ul>\n<li>Of the \u20b9404 crores in Gujarat, \u20b9365 crores came from <strong>corporate\/business houses<\/strong>.<\/li>\n<li><strong>90% of the \u20b9365 crores<\/strong> was donated by <strong>business and corporate groups<\/strong>.<\/li>\n<li>Congress received \u20b92.027 crores from just <strong>6 corporate groups<\/strong>.<\/li>\n<li>The BJP received <strong>736 individual donations<\/strong>, whereas Congress got money from just <strong>30 individuals<\/strong>.<\/li>\n<li><strong>Builders and contractors<\/strong> were among the top donors.<\/li>\n<\/ul>\n<p>In 2016-17, after Modi became Prime Minister, the BJP received \u20b9174 crores in donations. Within 9 years, this amount has more than <strong>doubled<\/strong>.<\/p>\n<p>Some donors without PAN cards donated \u20b91.33 crores to the BJP. Companies like <strong>Narayan Realty<\/strong> and <strong>Sairuchi<\/strong> alone donated \u20b950 lakhs.<\/p>\n<h3><strong>Electoral Bonds and Gujarat Donors<\/strong><\/h3>\n<p>Between April 1, 2019 and February 15, 2024, <strong>22,217 electoral bonds<\/strong> were purchased, with <strong>50% going to the BJP<\/strong> and only <strong>11% to the Congress<\/strong>.<\/p>\n<p>Some major companies that bought bonds include:<\/p>\n<ul>\n<li><strong>Torrent Group<\/strong> \u2013 \u20b9184 crores<\/li>\n<li><strong>Welspun Group<\/strong> \u2013 \u20b955 crores<\/li>\n<li><strong>Lakshmi Mittal<\/strong> \u2013 \u20b935 crores<\/li>\n<li><strong>Intas<\/strong> \u2013 \u20b920 crores<\/li>\n<li><strong>Zydus<\/strong> \u2013 \u20b929 crores<\/li>\n<li><strong>Arvind<\/strong> \u2013 \u20b916 crores<\/li>\n<li><strong>Nirma<\/strong> \u2013 \u20b916 crores<\/li>\n<li><strong>Alembic<\/strong> \u2013 \u20b910 crores<\/li>\n<\/ul>\n<p>Notably, companies owned by <strong>Adani, Tata, or Ambani<\/strong> are not listed as buyers of electoral bonds.<\/p>\n<p>Total electoral bond fund received by parties:<\/p>\n<ul>\n<li><strong>BJP<\/strong> \u2013 \u20b96,061 crores (47% of total)<\/li>\n<li><strong>TMC<\/strong> \u2013 \u20b91,610 crores (12.6%)<\/li>\n<li><strong>Congress<\/strong> \u2013 \u20b91,422 crores (11%)<\/li>\n<li><strong>BRS<\/strong> \u2013 \u20b91,215 crores (9.5%)<\/li>\n<li><strong>BJD<\/strong> \u2013 \u20b9776 crores (6%)<\/li>\n<\/ul>\n<p>Other parties like AIADMK, Shiv Sena, TDP, YSRCP, DMK, JDS, NCP, JD(U), RJD, AAP, and SP also received bond donations.<\/p>\n<h3><strong>Black Money and Political Donations<\/strong><\/h3>\n<p>In the past 3 years, 90,000 taxpayers who claimed tax exemptions under <strong>Section 80GGC<\/strong> (political donations) were issued <strong>notices<\/strong>.<\/p>\n<p>These taxpayers donated large sums (\u20b91.5 lakh to over \u20b910 lakh) and claimed tax deductions on those. The total tax-exempt donation was about \u20b91,075 crores. Several programs were <strong>cancelled or investigated<\/strong> as a result.<\/p>\n<p>In Gujarat, many taxpayers were <strong>raided or received notices<\/strong> for declaring lesser donation amounts in returns than what was recorded.<\/p>\n<h3><strong>Earlier Malpractices<\/strong><\/h3>\n<p>Three years ago:<\/p>\n<ul>\n<li>Parties used to <strong>return cash through hawala (angadia)<\/strong> networks while keeping a commission of 10% or more.<\/li>\n<li>In 2020-21 and 2021-22, the IT department sent notices to <strong>5,000 individual and corporate donors<\/strong>.<\/li>\n<li>Some donations were alleged to be a method for <strong>money laundering<\/strong> and <strong>tax evasion<\/strong>.<\/li>\n<\/ul>\n<p>About 20 political parties received donations but were not recognized parties. In many cases, donors\u2019 declared income did not match the donation amount.<\/p>\n<p>Donors could claim <strong>100% tax exemptions<\/strong> on donations to unverified parties registered with the Election Commission but not officially recognized or active.<\/p>\n<h3><strong>Regional Parties and Donations<\/strong><\/h3>\n<p>In 2022\u201323, <strong>57 regional parties<\/strong> received \u20b9200 crores in donations, but only <strong>18 submitted details on time<\/strong>.<\/p>\n<ul>\n<li><strong>BRS<\/strong> (Telangana) got the most: \u20b9154 crores<\/li>\n<li>Followed by YSR Congress, JJP, TDP, and TMC<\/li>\n<li>Samajwadi Party and Shiromani Akali Dal saw sharp declines in donations (99% and 89% respectively)<\/li>\n<\/ul>\n<p>Out of 57 parties, <strong>7 received no donations<\/strong>, while <strong>28 parties shared incomplete donor data<\/strong> (e.g., no PAN or address).<\/p>\n<h3><strong>Hidden Donor Data by BJP (2019\u201320)<\/strong><\/h3>\n<p>In FY 2019\u201320:<\/p>\n<ul>\n<li><strong>BJP alone received \u20b9786 crores<\/strong>, which was more than 3x the total received by 5 other major parties combined.<\/li>\n<li>Congress, TMC, NCP, CPI, and CPM received \u20b9228 crores.<\/li>\n<li>The BJP did not disclose donor details for large chunks of these funds.<\/li>\n<li>Even <strong>Amravati Municipal Corporation<\/strong>, a government entity, donated \u20b95 crores to BJP.<\/li>\n<\/ul>\n<h3><strong>Why Are Gujarat\u2019s Industries Donating to BJP?<\/strong><\/h3>\n<ol>\n<li><strong>Political and policy stability<\/strong> in Gujarat under BJP for over 20 years.<\/li>\n<li><strong>Business-friendly governance<\/strong>, including land allotment and regulatory ease.<\/li>\n<li><strong>Strong central-state alignment<\/strong> under Modi.<\/li>\n<li><strong>Dominance of BJP<\/strong> with little effective opposition in Gujarat.<\/li>\n<li>Use of <strong>electoral bonds for secrecy<\/strong>, encouraging large donations.<\/li>\n<li><strong>Tax benefits and money laundering<\/strong> concerns under scrutiny.<\/li>\n<li>Donations seen as <strong>strategic investments<\/strong>, not just support.<\/li>\n<\/ol>\n<p><\/p>","protected":false},"excerpt":{"rendered":"<p>Why Are Gujarat\u2019s Industrialists Donating to the BJP After Delhi?
