\nGujarat’s new cabinet comprises five cabinet ministers, three ministers of state (independent charge), and 12 ministers of state.<\/p>\n

The announcement of the new cabinet is both a political undertaking and a risky one. The previously large cabinet consisted of 17 ministers, and now consists of 26 ministers. Maintaining balance will pose a challenge to the ministers’ efficiency. Ten former ministers have not been included.<\/p>\n

Rishikesh Patel (Visnagar), Kunwarji Bavaliya (Jasdan), Parshottam Solanki (Bhavnagar Rural), and Kanu Desai (Pardi) were not sworn in as their ministerial positions were to be retained. Harsh Sanghvi has been promoted to Deputy Chief Minister. The new cabinet includes Chief Minister Bhupendra Patel and Deputy Chief Minister Harsh Sanghvi, along with eight cabinet-level, three state-level (independent charge) and 13 state-level ministers.<\/p>\n

\nThe actions of several ministers have tarnished the BJP government’s reputation. Three ministers have lost their positions due to scandals and controversies. Bachchu Khabad, Mukesh Patel, and Bhikhusingh Parmar have been embroiled in controversy.
\nInstead of providing labor to poor tribals in Dahod district, Minister Bachchu Khabad’s sons earned millions and crores by delivering materials only on paper. This scam had been ongoing for the past ten years. When the scam was finally exposed, the opposition created an uproar and tarnished the BJP government’s reputation. Bachchu Khabad was ordered not only to attend the Secretariat but also government events.<\/p>\n

Controversies involving other leaders
\nCongress President Amit Chavda has also leveled numerous allegations of corruption against Balwant Singh Rajput (in the alleged GIDC scam) and Raghavji Patel. However, the official reason behind the BJP’s dismissal of these ministers lies within the organization.<\/p>\n

It is being said that work is being done or new faces are being given a chance.<\/p>\n

Mukesh Patel<\/p>\n

The government was also embroiled in a scandal over the highly publicized fake arms license scandal, as Vishal Patel, son of Forest and Environment Minister Mukesh Patel, obtained a revolver license in Nagaland by submitting forged documents. Furthermore, Mukesh Patel was also embroiled in a land acquisition scam in the Vij Substation area. He was removed from his ministerial position for these reasons.<\/p>\n

BZ Scam
\nThe BZ scam, which involved multi-crore rupee embezzlement, reached Gandhinagar after the minister’s son’s involvement with the mastermind was revealed. The minister’s son, Karan Singh Parmar, has close ties to Ponzi scheme scamster Bhupendra Jhala. Bhupendra Jhala was also accused of giving large sums to the BJP. This has embroiled these three ministers in controversy.<\/p>\n

Regional Location<\/p>\n

Central Gujarat
\nSeven leaders, including Chief Minister Bhupendra Patel (Ghatlodia), have been allocated seats from Central Gujarat, a number higher than in other regions. These include Darshanben Vaghela, Kamlesh Patel, Jaisingh Mahida, Ramesh Katara, Manisha Vakil, and Raman Solanki.<\/p>\n

North Gujarat
\nFour leaders from North Gujarat have been included, including Swarupji Thakor, Praveen Mali, Rishikesh Patel, and P.C. Baranda.<\/p>\n

Patil’s Influence in South Gujarat
\nSix leaders from South Gujarat have been included, including Ishwar Singh Patel, Praful Pansaria, Harsh Sanghvi, Jairam Gamit, Naresh Patel, and Kanu Desai.
\nWith the departure of Gujarat BJP State President C.R. Patil, South Gujarat has also dominated the new Gujarat cabinet. The previous cabinet had five ministers from South Gujarat, and this number remains the same. Surat has also received the post of Deputy Chief Minister for the first time.
\nWhen C.A. Patil was the State President of the Gujarat BJP, South Gujarat dominated the cabinet. However, after his departure, a new cabinet was formed, and C.R. Mukesh Patel, considered close to Patel, was not included. Halpati Mandvi, MLA from Kunwarji, was also excluded. However, Jairam Gamit from Nizar has been included in the new cabinet. MLA Naresh Patel has replaced Mukesh Patel.
\nFinance Minister Kanu Desai, who previously held the number two position in the Gujarat government, has been retained, as has Prafull Pansaria, MLA from Kamrej. The inclusion of Majura MLA Harsh Sanghvi in \u200b\u200bthis cabinet has further strengthened Surat’s position in the Gujarat government. Rajkot cut in Saurashtra
\nFrom a regional perspective, the Saurashtra-Kutch region dominates the cabinet. Saurashtra-Kutch has the highest number of leaders, nine, reflecting their dominance in the cabinet. Trikam Chhanga (Anjar), Kanti Amrutiya (Morbi), Kunwarji Bavaliya (Jasdan), Rivaba Jadeja (Jamnagar North), Arjun Modhwadia (Porbandar), Dr. Pradyumna Vaja (Kodinar), Kaushik Vekaria (Amreli), Purushottam Solanki (Bhavnagar Rural), and Jitu Vaghani (Bhavnagar West) have been included.
\nSaurashtra’s influence has increased, but no minister has been appointed in Rupani’s Rajkot constituency.
\nThis time, Saurashtra has eight ministers, compared to the previous five. This is being seen as an echo of the ruling party’s defeat in the Visavadar by-election. This decision was taken to address the discontent of Saurashtra voters.
\nThe defeat in Visavadar was not just a loss of a single seat for the ruling party. It was a clear indication of the political climate in Saurashtra. Factors such as farmer issues, lack of local leadership, and discontent over caste equations played a major role in this outcome. This defeat was proof that Saurashtra voters could no longer be taken for granted. Following this defeat, it became imperative for the party leadership to focus on Saurashtra. Increasing the size of Saurashtra in the cabinet is considered the first and most powerful step in this ‘damage control’ strategy.<\/p>\n

Due to the expansion,<\/p>\n

the political situation is becoming increasingly unstable. People alienated from the BJP are now looking towards the opposition. In light of this, the BJP has been forced to undertake political surgery in the cabinet. Ultimately, the BJP has had to try to alleviate public anger by allocating ministerial positions based on caste equations.

Gujarat Cabinet Reshuffle<\/p>\n

The BJP believes that the reason behind the Gujarat cabinet reshuffle is that there has long been a significant rift between the government and the organization. BJP MLAs and MPs have cultivated an anti-government image. People feel that other regions have been disadvantaged by giving greater representation to South Gujarat, leading to local resentment.<\/p>\n

Will Gujarat get a Deputy Chief Minister?<\/p>\n

Furthermore, Patidars, Kolis, OBCs, SC-STs, and other castes have not received adequate representation. Given this, the political equations are not in sync. The current ministers have performed abysmally. They have completely failed to address people’s problems. Given this, it has become necessary to give ministerial positions to young and new faces to improve the government’s efficiency. Given this, in Gujarat, as in Maharashtra, too,<\/p>\n

it would not be surprising if the idea of \u200b\u200ba Chief Minister is also considered. Top BJP leaders<\/p>\n

Leaders had to rush to Gandhinagar to resolve the situation.<\/p>\n

Koli Community
\nKunwarji Bavaliya (Jasdan) and Purushottam Solanki (Bhavnagar Rural) are both prominent leaders of the Koli community. The Koli community holds a large and decisive vote bank in Saurashtra politics. By giving these two leaders ministerial positions, the Koli community has been given a clear message that their importance in the government remains intact.<\/p>\n

What are the caste equations?<\/p>\n

Patidars and OBCs have been prioritized in the new cabinet. To maintain social balance, various castes have been represented in the cabinet.<\/p>\n

OBC (Other Backward Class) voters have been given special consideration by including the highest number of OBC leaders, eight. Meanwhile, seven leaders from the Patidar community, considered a key pillar of the ruling party, have been included in the cabinet. Four leaders from the Scheduled Tribes (ST) and three from the Scheduled Castes (SC) have been included in the cabinet.<\/p>\n

Women’s Representation and Opportunities for Young Leadership<\/p>\n

The cabinet has attempted to address the lack of women’s representation by inducting three women. These include Rivaba Jadeja (Jamnagar North), Manisha Vakil (Vadodara City), and Darshanben Vaghela (Asarwa). Pravin Mali (Disa) is the youngest leader in this cabinet, reflecting the party’s policy of encouraging young leadership.<\/p>\n

By forming the new cabinet, Chief Minister Bhupendra Patel has successfully maintained a balance between experienced and new leaders, as well as representation from different regions and castes.<\/p>\n

Patidars
\nThe selection of Jitu Vaghani (Bhavnagar West), Kanti Amrutiya (Morbi), and Kaushik Vekaria (Amreli) is an attempt to protect the Patidar community. The party is seeking to strengthen its hold there, especially by appointing Kaushik Vekaria, a minister from Amreli, a Congress stronghold. By re-inducting a veteran leader like Jitu Veghani, the party has also maintained the importance of its old guard.
\nInducting a veteran opposition leader like Arjun Modhwadia (Porbandar) into the cabinet can be considered a masterstroke. This sends a positive message not only to the Porbandar region but also to the entire Mer community and other backward classes. Similarly, by including Kodinar MLA Dr. Pradyumna Singh Waja, the Dalit community has also gained representation.<\/p>\n

By appointing Rivaba Jadeja (Jamnagar North) as a minister, the party has achieved several goals simultaneously.<\/p>\n

The real test of the strategy will now begin. Will these new ministers merely enhance the prestige of their positions or truly address the problems of Saurashtra’s farmers, youth, and ordinary citizens? Simply increasing the number of ministers will not allay discontent; only concrete work and ground-level results will win the voters’ trust in the upcoming elections.<\/p>\n

Parshottam Solanki
\nFour chief ministers and numerous cabinet changes have changed, but Parshottam Solanki remains unchanged. Narendra Modi, Anandiben Patel, Vijay Rupani, and Bhupendra Patel have changed Chief Ministers four times, but Parshottam Solanki has been included in the cabinets of all the Chief Ministers. Over the years, the cabinet has also changed several times, although Parshottam has remained a minister.
\nHe has been a minister since the 1998 BJP government. Parshottam Solanki, a leader of the Koli community, is an MLA from the Bhavnagar Rural constituency. This time, he has been given the Fisheries and Industries portfolio.
\nParshottam Odhavjibhai Solanki has a strong hold in the Koli-dominated constituencies of the coastal Saurashtra region, including Bhavnagar and Amreli. He has represented the Bhavnagar Rural constituency since 1998. He has consistently won from the rural area, first from the Ghogha seat and then from the Ghogha seat, which was merged into Bhavnagar Rural.
\nHe first became an MLA from the Ghogha seat in 1998.<\/p>\n

Purushottam Solanki contested the Lok Sabha elections from the Bhavnagar constituency as an independent in 1996. In 1997, the then-state BJP president, Rajendra Singh Rana, invited him to join the BJP. After joining the BJP, Purushottam Solanki contested the assembly elections from the Ghogha constituency for the first time in 1998 and became an MLA. Subsequently, he was elected in 2002, 2007, 2012, and 2017. However, after delimitation, the Ghogha seat was merged with Bhavnagar Rural. Consequently, Purushottam Solanki won the election from Bhavnagar Rural in 2012, 2017, and 2022, becoming an MLA for the sixth time.<\/p>\n

Purushottam Solanki was appointed Minister of State for Fisheries and Animal Husbandry for the first time in 2007. Thus, in his political career, he has been a part of the Gujarat government’s cabinet continuously since 2007.<\/p>\n

Proceedings are underway in a special court in Gandhinagar following a complaint alleging that Purushottam Solanki, during his tenure as Fisheries Minister in 2008, awarded contracts worth \u20b9400 crore. In this case, Solanki, while serving as Fisheries Minister, was accused of awarding fishing contracts for 58 reservoirs without following the prescribed procedure.<\/p>\n

Harsh Sanghvi
\nFormer Minister of State for Home Affairs, Harsh Sanghvi is the state’s youngest Deputy Chief Minister.
\nEducated till 9th \u200b\u200bGrade, Diamond Merchant
\nHarsh Sanghvi, who hails from a Marwari Jain family, was born on January 8, 1985. He studied till 9th \u200b\u200bgrade. He is a diamond merchant from Surat. He became active in politics from a young age.
\nIn 2008, he became the State General Secretary of the Bharatiya Janata Party Yuva Morcha.<\/p>\n

In 2010, he was appointed State Vice President of the Yuva Morcha. In 2011,<\/p>\n

In 2012, he served as the state vice-president of the BJP’s Yuva Morcha. Subsequently, in 2013, he was appointed the national general secretary of the National Yuva Morcha by the BJP, and in 2014, the national vice-president.<\/p>\n

Three-time BJP MLA
\nIn 2012, Harsh Sanghvi was given a ticket by the BJP from the Majura assembly constituency. At the age of 27, he was the youngest candidate in Gujarat. He won the election by securing 73 percent of the vote. Subsequently, he won the 2017 and 2022 assembly elections. Thus, he has been elected as the BJP MLA from the Majura seat for three consecutive terms. Harsh Sanghvi, who became the Deputy Chief Minister of Gujarat, held portfolios such as Home Department, Transport, Border Security, Industry, Cultural Activities, Sports, and Youth Services in the state.<\/p>\n

Since the formation of Gujarat in 1960, there have been a total of six Deputy Chief Ministers, with the most recent Deputy Chief Minister being sixth on this list. Previously, Chimanbhai Patel was the first Deputy Chief Minister of Gujarat. He served as Deputy Chief Minister from 1972-73 on behalf of the Congress Party. Subsequently, Kantilal Ghiya served as Deputy Chief Minister from 1972-73 on behalf of the Congress. Subsequently, the BJP appointed Keshubhai Patel as Deputy Chief Minister in 1990. The Congress appointed Narhari Amin as Deputy Chief Minister from 1994-95, and the BJP appointed Nitin Patel as Deputy Chief Minister from 2016-21.<\/p>\n

Saurashtra
\nPreviously, the government had five ministers from Saurashtra Kutch, which has increased the number of ministers in the Bhupendra Patel cabinet to nine.<\/p>\n

Political and public challenges have been ignored. Farmers, the growing presence of the Aam Aadmi Party, the problems of small businesses, displacement, the poor condition of roads and basic amenities, and the rising cost of education and health have all disheartened BJP voters, impacting the Visavadar by-election. Factionalism in the cooperative sector is at its peak across the state, including North Gujarat. Government officials refused to even answer calls from MLAs, forcing the Chief Minister to issue written orders. In such a situation, how the new ministers will participate in public welfare work will remain a challenge.
\nWith local self-government elections approaching, the Patidar, Koli, Kshatriya, and tribal communities are disgruntled for various reasons. Delays or failures in addressing local public issues could prove costly for the government.
\nControversy
\nNames that have long been at the forefront of cabinet expansion discussions have been left out. Jayesh Radadiya from Saurashtra, Shankar Chaudhary from Banaskantha, C.J. Chavda from the Congress, and Thakor youth leader Alpesh Thakor have been excluded from the new cabinet, surprising party workers.
\nIn the cooperative sector, Jayesh Radadiya is leading in Saurashtra and Shankar Chaudhary in North Gujarat. Despite the BJP winning the elections for cooperative institutions over the past few years, voting has been contrary to the party’s mandate. Internal factionalism, disputes, and allegations of corruption within the party have also contributed to its exclusion from the cabinet.
\nThe absence of Union Home and Cooperation Minister Amit Shah, who has visited various regions of the state, including Ahmedabad, from the swearing-in ceremony of the newly appointed cabinet has become politically significant.
\nThe ongoing protests in the tribal areas of South Gujarat and allegations of corruption in government schemes in Dahod, Bharuch, and Mahisagar pose challenges for the BJP in the upcoming elections. If the Congress in South Gujarat and the Aam Aadmi Party in Central and Saurashtra challenge the BJP in the local body elections, a cabinet reshuffle may be discussed.<\/p>\n

3.0 Government
\nBhupendra Patel’s 3.0 government has nine more ministers in the cabinet than before. To alleviate the anger of the Patidars in the state, seven ministers have been given ministerial positions, up from the previous four. Earlier, the OBC community was given six positions, but now eight ministers have been appointed from the OBC community. Three ministers have been appointed from the Scheduled Castes, while four new ministers have been appointed from the tribal community. Saurashtra Kutch has received the highest representation in the cabinet, while North Gujarat has received the lowest representation with four ministers.<\/p>\n

The newly appointed cabinet has three women ministers, compared to one. The name of Jamnagar’s Rivaba Jadeja, wife of renowned cricketer Ravindrasinh Jadeja, has emerged.<\/p>\n

Of the 26 ministers, 12 are first-time MLAs. The special thing is that these ministers are first-time MLAs. The newly appointed cabinet has made some divine and some divine on Diwali. This is the BJP’s political engineering.<\/p>\n

Women
\nThe cabinet of Bhupendra Patel, which came to power after the 2022 assembly elections, had low female representation, with the only female minister being Bhanuben Babaria. Now, there are three women. In reality, this should be 33 percent.<\/p>\n

Manisha Vakil: MLA from Vadodara City (reserved seat). She holds an M.A., B.Ed. (English Literature), and a Ph.D. Before entering politics, she worked as a teacher and supervisor at Bright Day School. She has won three consecutive elections in 2012, 2017, and 2022. She won the 2022 election by a landslide margin of 130,705 votes. After becoming Minister of Women and Child Welfare for the first time in 2021, she has been reinstated in the new cabinet for 2025.<\/p>\n

Darshan<\/p>\n

Vaghela: MLA from the Asarwa constituency, reserved for the Scheduled Caste (SC) community in Ahmedabad. She completed her B.Com. She played a key role in the Ahmedabad Municipal Corporation (AMC) and served as the Deputy Mayor of Ahmedabad for two terms.<\/p>\n

Her representation has strengthened.<\/p>\n

Rivaba Jadeja: MLA from Jamnagar North. She holds a Bachelor of Science (B.E.) in Mechanical Engineering from Gujarat Technological University (GTU). Her father, Hardev Singh Solanki, is a businessman and social worker. He started an NGO called the Matrushakti Charitable Trust.<\/p>\n

Joined the BJP in 2019. Was the head of the women’s wing of the Karni Sena.
\nMarried Indian cricketer Ravindra Jadeja in 2016 and has a daughter.<\/p>\n

Richest Minister
\nThe youngest minister in the new cabinet is Rivaba Jadeja, at 35 years old. The oldest minister is Kanu Desai, at 74 years old. Rivaba Jadeja also tops the list of ministers with the highest assets, with \u20b997.36 crore. The minister with the least assets is Jairam Gamit, with \u20b947 lakh. The most educated ministers are Manisha Vakil and Jairam Gamit, and the least educated minister is Harsh Sanghvi.<\/p>\n

\nVishwakarma said that the demographic strength of 162 MLAs is strong. However, until 10:00 a.m., I hadn’t received any calls from Ratnakar or the Chief Minister asking for a recommendation.
