Whereas a fine ranging from Rs 1,000 to Rs 500 is imposed on common people.<\/p>\n<p>However, the amount of fine imposed on AAS, APS, IFS officers and other officers for not wearing seat belts while traveling in a car has not been disclosed. In this campaign run by the State Traffic Branch across the state, fines were imposed on more than 1.88 lakh motorists, including government officials and employees, and a total of Rs 5.21 crore was recovered from them.<\/p>\n<p>Fines or challans were issued for violating helmet rules. However, despite thousands of candidates, workers and people riding without helmets during the last local government elections, no one was fined that time.<\/p>\n<p>Before this,<br \/>\nThe Home Department had launched a special campaign against government employees in February 2025. In just three hours, 3,192 employees were fined for riding without helmets and Rs 15.96 lakh was recovered. After this action, there was a discussion in the assembly regarding the implementation of helmets.<\/p>\n<p>Gujarat Road Safety Authority has set a target of 75% helmet and seatbelt compliance by 2030. The state government in the Assembly has described the implementation of helmets as an important tool to reduce road accidents. The government has increased the use of AI cameras and e-challan system to detect helmet violations.<\/p>\n<p>Every year in Gujarat, around 3,000-4,000 people lose their lives due to not wearing helmets or seat belts.<br \/>\nCurrently, the typical fine for not wearing a helmet in Gujarat is Rs. 1,000 and there is also a rule to suspend the driving license. It is a shame for the driver and passenger to wear a helmet and seatbelt.<\/p>\n<p>Ahmedabad<br \/>\nThe fine in 2023 will be Rs. 11.15 crores<br \/>\nIn 2024 the fine will be Rs. 21.69 crore and 10 lakh challans were issued. On average, one helmet violation was reported every 30 seconds.<\/p>\n<p>In 2025, 26.9 lakh people will earn Rs. \u20b9134.4 crore fine was collected, half of which came from traffic fines for not wearing helmets. This shows an increase of 166%.<\/p>\n<p>Surat<br \/>\nIn Surat, 7.97 lakh helmet cases were registered in 2025 and Rs 39.85 crore (including Rs 500 fine) was recovered. In 2024, 13,379 helmet cases were registered and around Rs 66.9 lakh fine was collected. In Surat, 7.97 lakh helmet cases were registered in 2025 compared to 13,379 cases in 2024, which is almost 60 times more.<\/p>\n<p>Vadodara<br \/>\nIn Vadodara, 1.15 lakh helmet cases were registered in 2018 and Rs 1.15 crore fine was collected.<\/p>\n<p>In 2018\u20132022, a total fine of Rs 127 crore was collected from e-challan. Out of this, Rs 365 crore was pending.<br \/>\nAccording to assembly details, Rs. Fines worth Rs 415.29 crore (for e-memos from 2020-21 to 2022-23) were outstanding.<\/p>\n<p>what happened in other states<br \/>\nIn 2025, 1.46 crore helmet violation challans were issued across India. Helmet violations accounted for the largest share (28.2%) of all traffic challans.<br \/>\nIn 2025, out of 5.16 crore traffic challans in India, 3.31 crore challans were outstanding and fines worth about Rs 5,714 crore were pending. Since helmet violation is one of the biggest traffic offense categories in the country, it is believed to account for a large portion of this outstanding fine.<\/p>\n<p>Telangana<br \/>\nIn Hyderabad, Cyberabad and Rachakonda areas, 1.17 crore traffic challans were issued during 2025, with a fine of Rs 492 crore and Rs 67 crore recovered.<\/p>\n<p>Kerala<br \/>\nDuring the special helmet campaign in one week of March 2026, 51,604 cases of helmet breaking were reported and a fine of Rs 2.70 crore was collected.<\/p>\n<p>Haryana (Gurgaon)<br \/>\nA fine of Rs 32 crore imposed for driving without helmet during 2025.<br \/>\nAction was taken against more than 4.38 lakh pillion riders.<\/p>\n<p>outstanding amount in the country<br \/>\nState\/City Delinquent Fines<br \/>\nRs 415.29 crore in Gujarat (e-memo for 2020\u201323)<br \/>\nIn Telangana, challans worth more than Rs 683 crore were outstanding on 8.17 lakh vehicles.<br \/>\nRs 248.19 crore in Maharashtra (Nagpur)<\/p>\n<p>&#8230;traffic fines amounting to a significant sum were outstanding (2021\u2013June 2025).<br \/>\nIn Odisha, over 31 lakh e-challans were pending, with outstanding fines exceeding \u20b91,265 crore. In Gurugram (Haryana), only \u20b917.5 crore was collected against a total of \u20b9126.83 crore due by 2025; the majority of the fines remain unpaid.<\/p>\n<p>In Nagpur, violations related to not wearing helmets were a major category among the more than 30 lakh challans issued between 2021 and 2025, and fines exceeding \u20b9248 crore remain outstanding.<br \/>\nIn Odisha, e-challan dues total \u20b91,265 crore. Helmet and seatbelt violations have been cited as the primary reasons for these challans.
