They are protesting. They have gone to Gandhinagar on a tractor and protested. Then the history of farmer movements in Gujarat under BJP rule is worth seeing.

300 movements every year
When the prices of potatoes, onions, tomatoes, vegetables, fruits, milk etc. are not met, the farmers get angry and throw them on the road and protest. Farmer leaders estimate that an average of 300 such movements are taking place every year for the last 28 years. These include small and big, local and state level movements.

The root of this sorrow is the crisis of agriculture. However, the impact of bad weather further increases the severity of this crisis. Actually, farming was once a profitable business, but now it has become a loss-making business. The policies of Modi government are responsible for this condition.

There have been an average of 14 major farmer movements every year in Gujarat in the last 25 years. Out of these, 3 atrocities like Black Act movement have been committed by Modi, Rupani and Anandiben governments.

In the war of 1947, the saffron British had won more than the white British.

punjab

Fighting against Modi, the farmers of the country have won after 14 months. 300 farmers have lost their lives. But in Gujarat, in the 20 years of BJP’s Modi rule, there have been an average of 80 major agitations and 300 minor agitations and protests every year. In this way, farmer groups have conducted 6000 demonstrations, agitations and protests.

There are 4 farmer movements that affect the entire Gujarat every year.

In which farmers have also won in big movements. The previous victory was in the 30-year-old movement for compensation for the Ahmedabad-Vadodara Expressway, which was won just a few days ago.

This is against Modi’s bullet train. Farmers have received 4 times the compensation as per law.

Movement against Sir, movement against construction of port, movement against bullet train, hundreds of movements to acquire land for companies have been won by farmers.

There was a movement to acquire land for India’s No. 1 Ahmedabad-Vadodara Expressway. Farmers’ movement has been going on in Kevadiya for 50 years.

Most of the farmers’ movements in Gujarat under the Modi government are related to acquiring land.

There have been movements against non-payment of agricultural produce. How can farming and animal husbandry land be given to industry?

A farmer’s land is between Reliance in Jamnagar. It is a bigger provider than Reliance. He fights for the rights of farmers.

There have been protests against non-payment of milk prices.

The protest against non-availability of crop insurance, non-availability of water from Narmada and re-survey of land has been successful.

There have been protests against the crop insurance scam.

Protest in Kevadiya

The protest against Narmada has now become a protest for getting water.

Why was the farmers’ protest crushed in Gujarat?
Modi brought the farmers to their knees.
BJP is crushing the farmers’ protest in Gujarat.
They have committed atrocities against the movement.
Neither Modi nor Rupani have ever apologized to the farmers. The oppression of farmers will be heavy in the 2022 Gujarat elections.

Farmers of Gujarat organized many movements under Modi government
Farmers in Gujarat faced injustice on many issues including irrigation water.
Movement regarding compensation for land acquisition for Ahmedabad-Vadodara Express
The country’s longest farmers’ movement for compensation and justice for land acquisition.
BJP government supported American company instead of farmers in Gujarat
American company PepsiCo files cases against farmers growing potatoes
Court supported the farmers, BJP supported the American company
The farmers’ movement in North Gujarat in 2019 received support from farmers across the country.
Farming laws were very harmful for farmers and the public
Farming laws gave license to big companies to make profits
The laws were made not for the benefit of farmers but for corporate companies
Farmers of 10 villages protested against the mining of Ultratech company near Mahuva.
The company government ordered lathicharge on farmers protesting against mining.
Farmers from 20 villages protested against pollution by Nayara Energy Company in Dharka.
Farmers also protested against Essar Company due to pollution
There is no pasture in 2800 villages, 491 crore sq.m. land was given to industrialists
BJP government in Gujarat has continuously done injustice to the farmers.
3 thousand farmers of Gujarat have committed suicide under Modi’s rule.
Rupani government committed Gujarat’s biggest scam in land survey.

With these laws, cheap prices for farmers were going to become a thing of the past. Farm produce was about to be looted at the cost of water. Profiteering and inflation were going to increase continuously. It was a rule that big companies would cheat the farmers. Small businessmen were about to become unemployed. The jobs of the farm laborers were about to be taken away.

In Gujarat, on June 18, 2013, 10 thousand farmers from 44 villages of Gujarat took out a tractor rally and left for Gandhinagar. Under the leadership of Kalsariya against Nirma…

On January 12, 2020, Congress had agitated in the entire state regarding black laws.

Movement against American company

American Pepsi-Co company had registered a case against 12 farmers growing potatoes in North Gujarat. Farmer organizations of Gujarat shook

A movement was launched on April 24, 2019, to fight against the company. The court ruled in favor of the farmers, but the BJP did not. PepsiCo has filed similar claims against hundreds of farmers worldwide; many farmers in the US and Canada have even faced imprisonment. However, the farmers of Gujarat achieved victory by defeating this major American corporation. Farmers from North Gujarat received support from across the country.

Rupani has also enacted three controversial laws detrimental to farmers, concerning private APMCs and land acquisition compensation.

Manmohan Singh’s government had implemented independent India’s first farmer-friendly land acquisition law in 2013, amending the colonial-era Land Acquisition Act of 1894. This law included provisions to acquire farmers’ land at four times the market price, provide land-for-land and house-for-house compensation, and ensure employment.

In 2016, the Vijay Rupani government in Gujarat amended this legislation, effectively making it anti-farmer. Farmers are now receiving very low compensation for acquired land; notably, compensation for the bullet train project has been inadequate. Consequently, both farmers and non-farmers launched a fierce protest. The Rupani government and Revenue Minister Kaushik Patel have been unwilling to offer fair compensation to the affected farmers. Meanwhile, land acquisition for the project has stalled, putting the bullet train project itself on hold.

Victory in the Protest Against the Bullet Train

In the region where land and homes belonging to farmers and non-farmers were slated for acquisition for the Ahmedabad-Mumbai bullet train, a massive protest erupted. Led by figures like Jayesh Patel, the agitation involved 1,100 farming families across 192 villages and a 378-kilometer stretch. The land acquisition process was eventually completed only after the authorities agreed to pay four times the market price plus an additional 25 percent. The movement began in April 2018. JICA, an agency of the Japanese government, is involved in the project. A ‘Kisan Sangharsh Committee’ (Farmers’ Struggle Committee) was formed, with 23 farmers’ and workers’ organizations from Gujarat joining it. Approximately 14,000 people were affected. A march was organized from Ahmedabad to Vapi.

Jayesh Patel and his organization—which has spearheaded 120 farmers’ movements—are active in South Gujarat.

Sanat Mehta has been working for farmers since 1972.

Sir, issues concerning farmers include the expressway, pollution, and land acquisition.

Lathi-charge on farmers
On January 2, 2019, the police committed atrocities at the behest of the government. Near Mahuva in Bhavnagar, the police lathi-charged farmers who were protesting against mining operations by UltraTech Cement. Farmers from ten surrounding villages had turned out in large numbers to oppose the mining.

Lathi-charging thousands of farmers just to pander to an industrialist?

Such lathi-charges have occurred repeatedly at the government’s behest.

Stone-pelting began. Farmers were subjected to lathi-charges in a manner similar to military action against stone-pelters in Kashmir. Small children and women were injured.

900 protests against chemical companies
In Gujarat, approximately 900 small-scale local protests have taken place against chemical companies over the last 28 years.

Farmers from 20 villages staged a protest for 23 days, starting November 13, 2018, against the pollution caused by Nayara Energy in Dwarka. A similar protest had previously been held against Essar as well.

The land of lakhs of farmers in Gujarat has been ruined due to pollution.

Farmers should receive compensation annually for crops damaged by chemical-laden water. Chemical waste is being pumped directly into the ground through boreholes.

Protests by farmers fail to stir the system, the companies, or the government. One is forced to launch massive, relentless protests—akin to the legendary slumber of Kumbhakarna—to wake up the dormant system, companies, and government. Representations regarding these issues are submitted to the Delhi-Gandhinagar Human Rights Commission, the Chief Minister, the Governor, and the Prime Minister, yet no solution is found.

Narmada
There was once opposition to the construction of the Narmada Dam; now, the protest is about securing access to Narmada water.

In 2018, farmers from 12 villages in Morbi’s Maliya Taluka were deprived of water from the Narmada canal and irrigation water from the Maliya Branch Canal. Farmers from these 12 villages marched to the canal from Khakhrechi village and launched a hunger strike there. Suicides over water
Farmers from Tharnesda and Tadav villages submitted a petition threatening mass suicide because they were not receiving Narmada water for irrigation in the border villages of Vav Taluka. They staged a hunger strike outside the Narmada Department’s head office, even bringing mattresses to sleep there overnight.

Protest against insurance issues

A farmers’ conference was held on August 23, 2018. A massive farmers’ rally was organized under the leadership of Harshad Ribadiya—President of the Gujarat Congress Kisan Cell and MLA from Visavadar—to ensure that farmers deprived of crop insurance coverage received their due.

Dwarka Protest
Numerous protests have taken place in the Dwarka-Jamnagar region against various entities, including Reliance Petroleum, Reliance Insurance, Tata, windmill companies, road construction firms, land surveying agencies, and power companies. These companies have been accused of oppressing the farmers.

Google Protest
Farmers exposed the Rupani government’s massive land survey scam—touted as India’s largest—with the help of Google Maps. The issue concerning the land of 5.2 million (52 lakh) farmers was raised, sparking a state-wide agitation.

In 2019, the All India Kisan Sabha (Karamsad unit) launched a farmers’ awareness march from Sardar Patel’s residence in Ahmedabad to the Gandhi Ashram.

Protest against UltraTech
In the Mahuva and Talaja talukas of Bhavnagar

When UltraTech Cement began mining operations, affected residents from ten villages arrived at the site and launched a protest led by social activist Dr. Kanubhai Kalsaria. Following police lathi-charges ordered by officials on two occasions, the situation today has become volatile, akin to a raging fire; police and protesters were pelting stones at each other.

**Protests Related to Wild Animals**
Minor agitations have taken place regarding crop insurance and the issue of wild boars damaging standing crops.

This is a battle that must be fought by farmers—the providers of the world’s sustenance. **Kodinar Protest**
Villagers had been protesting against the Shapoorji Pallonji Group’s Seemar Port jetty near Kodinar since 2008. Despite a decade of protests, their demands went unheeded.

Work on a gas pipeline stretching from Jafrabad to Chhara is set to begin in Kodinar; consequently, notices have been issued to acquire farmers’ land.

Protests are also underway regarding the construction of an 11-kilometer-long bypass road near Junagadh.

**Bypass Protest**
Farmers opposed the 11-kilometer bypass road project, which required the acquisition of 250 acres of land across ten villages, as the government intended to offer meager compensation.

**Dhoraji Protest**
For years, farmers from over 60 villages across the Manavadar, Kutiyana, and Dhoraji talukas have been protesting against the textile industry for polluting the Bhadar River.

**The ‘Saffron British’**
The BJP’s saffron government has suppressed farmer leaders in Gujarat to prevent them from protesting. Reminiscent of the ‘White British’ colonial rulers, these ‘Saffron British’ officials have jailed and threatened farmers, using the law as a tool of intimidation; a farmer leader was even beaten inside a police station.

The Bharatiya Janata Party government had unconstitutionally passed three laws aimed at enriching a handful of industrialists.

**Farmers’ Market (Mandi) Protest**

There was opposition to the legislation concerning the sale of market yards valued at ₹20,000 crore. Gujarat Laws
In the coming days, if the government retains even a shred of conscience, it must immediately repeal the laws enacted in Gujarat that are detrimental to farmers.

Modi-BJP: Above the Supreme Court

When farmers from Gujarat approached the judiciary, the Supreme Court ordered on July 6, 2017, that a policy be formulated by December 31, 2017, to prevent farmer suicides. Neither the Gujarat government nor the Government of India has formulated such a policy to date; nor have they even filed an affidavit with the Supreme Court regarding the matter. The Government of India has failed to comply with the Supreme Court’s order.

Farmer Suicides

Under Modi’s rule, 5,000 farmers have committed suicide in Gujarat. Following Narendra Modi’s ascent to the Prime Ministership, 600 farmers and agricultural laborers committed suicide in Gujarat in 2014, followed by 301 in 2015 and 408 in 2016. On average, 433 farmers commit suicide annually. By this calculation, 3,000 farmers have taken their own lives over the seven years leading up to 2021. By the time Modi’s tenure concludes—spanning ten years—5,000 farmers in Gujarat will have committed suicide. How can this be termed ‘good governance’?

Fewer farmers committed suicide during Manmohan Singh’s government compared to Modi’s tenure. During Modi’s seven-year rule, 1.25 lakh farmers across the country have committed suicide.

Gujarat Ranks Fourth in Farmer Suicides

Vehicle Rally
Farmers from 100 villages in Keshod organized a ‘Kisan Vedna Rally’ (Farmers’ Anguish Rally)—featuring bullock carts, camel carts, tractors, and motorcycles—to demand that the region be declared drought-hit (due to erratic seasonal rainfall) and to seek full crop insurance payouts.

Modi Is Not a Patriot

If BJP leader Narendra Modi is a true patriot, his first priority should be to formulate an agricultural policy—specifically, one that implements support prices based on the Swaminathan Commission’s recommendations.

In Hebatpur village (Dholera, Ahmedabad), farmers staged a protest against the government by performing yoga on World Yoga Day. They are attempting to draw the government’s attention by holding similar yoga protests in other parts of the state as well. Missed Call Movement
Starting February 21, 2020, a mobile “missed call” campaign was launched in Gujarat regarding six demands of the farmers; 10 lakh (one million) farmers gave missed calls to leader Sagar Rabari.

Farmers’ Movements
Several movements have taken place in Gujarat demanding the formulation of an agriculture policy, the establishment of an agricultural commission, the allocation of 60 percent of the budget for rural populations, the waiver of all types of agricultural loans, and the payment of dues to Agricultural VMOs.

Farmer Leader Tied to a Tree
On May 21, 2020, farmer leader Palbhai Ambalia was beaten in police custody in Rajkot, the constituency of Chief Minister Vijay Rupani. He was subsequently hospitalized. The police treated him as if he were a terrorist from Pakistan. He has been repeatedly agitating against the injustices inflicted upon farmers by the BJP government. Rupani’s police tied him to a tree and beat him.

The Shanta Kumar Committee report states that only six percent of farmers benefit from the Minimum Support Price (MSP). Consequently, the area under cultivation is shrinking every year.

The Plight of Farmers
Farmers’ protests have been on the rise in the state over the past few years. On one hand, farmers faced difficulties due to heavy monsoon rains this year; prior to that, their condition had already been worsened by three cyclones that struck the state. Unseasonal rains and escalating global warming are pushing farmers toward ruin. On the other hand, the administrative landscape reveals that governments are increasingly mired in debt. Whether it concerns crop insurance or support prices, farmers are left in distress regarding these issues.

What are the main demands of farmers in Gujarat?

Agricultural loans in Gujarat have not been waived.

Adequate compensation for crop insurance has not been provided.

Pensions and fodder for livestock rearers.

Insurance coverage is not available

Support prices and accidental death insurance are not provided

No share in the profits from grain-based products

Loans at zero percent interest are not available to farmers

Zero-interest loans for the higher education of farmers’ Protest at Gandhi Ashram against the hike in MLA salaries, starting October 3rd. Congress meeting, rally, and clashes during the *Gherao* (siege) of the Legislative Assembly; leaders arrested. The plight of farmers is dire not just in Gujarat but across the entire country; this is not a recent phenomenon—it has persisted for years. Governments change and leaders change, but the farmers’ struggles remain the same. If you come from a farming family or are connected to agriculture, you would know that this is nothing new. For years, farmers have been fighting for fair prices for their crops—whether it is cotton, paddy, or seasonal produce. You may have seen farmers protesting on news channels when they fail to get a fair price for onions. You might have witnessed them dumping ripe tomatoes and vegetables—crops into which they had invested significant money—onto the streets because they didn’t get a good price during the season. It is a travesty. On the other hand, you have also seen that even when farmers don’t get a fair price, market rates skyrocket later—be it for onions, tomatoes, or any other crop. Naturally, the question arises: why is this happening? The straightforward answer is that middlemen exploit the farmers’ hard work; this is an old issue, not a recent one. Governments come and go, making promises to do this or that for farmers, but it all amounts to nothing more than empty, unrealistic assurances. Administrations change, yet policies concerning farmers never improve; in fact, they often become increasingly anti-farmer. Recently, the Gujarat government announced a policy allowing non-farmers to purchase agricultural land. What do you think will happen as a result? Farmers will once again be pushed into a state of servitude, as industrialists and the wealthy buy up their land at high prices, only to employ the very same farmers as farm laborers on that same land. Some might question this scenario; if so, they should recall history—or seek the help of “Google Baba” to see that before independence, a handful of landlords owned all the land, allowing farmers to cultivate it under terms involving crop-sharing or other conditions. Back then, the farmers did not own the land. Farmers could not bring home the grain or other crops grown with their own sweat without first handing over their share. If they wanted to bring the produce home, they had to steal the very crops they had harvested. However, after independence, the government of the time enacted a historic law titled “The Farmer is the Owner of His Land,” granting ownership of the land to the farmers who had cultivated it for generations….and the exploitation that had persisted for centuries came to an end. Until then, under existing land tax and revenue laws, non-farmers could not purchase and own agricultural land. Simply put, one had to be a farmer by lineage—inheriting the status from one’s maternal grandparents—to qualify as a farmer. The current government has amended this rule, deciding to allow non-farmers to own agricultural land as well. Now, do you think this decision benefits farmers, or does it favor industrialists and black marketeers? In 2016, the Gujarat government amended the central government’s Land Acquisition Act of 2013, removing provisions that protected farmers’ interests and tilting the law in favor of industrialists and builders. On one hand, the government speaks of doubling farmers’ income by 2022; on the other, instead of taking concrete steps to achieve this goal, it is making a series of anti-farmer decisions. These amended rules open the door for wealthy individuals to purchase land, likely causing a sharp spike in agricultural land prices. Meanwhile, recurring natural disasters and the nature of government insurance schemes have left farmers burdened with debt—victims of policies that, whether through incompetence or design, exploit them. Faced with this situation, farmers are often compelled to sell their land for a higher price. Consequently, agricultural land will once again end up in the hands of a handful of owners, reducing farmers to mere agricultural laborers. Once a farmer becomes a laborer, they can never regain ownership of their land; they remain laborers for life. This is because the industrialist who has invested their ‘black money’ in the land is unlikely to prioritize the farmer’s welfare, focusing instead solely on their own capital and profits. All in all, the poor farmer will become poorer, while the rich will grow richer. The government spoke of doubling farmers’ income, but it was not known at the time that they would achieve this by turning industrialists into farmers. It is time for every farmer engaged in agriculture to reflect on this.
