Jamnagar-Amritsar Expressway –  road incomplete, farmers protest, Modi’s plane did not land

Jamnagar-Amritsar Expressway (NH-754) has become operational from 08 July 2023. Cars and trucks can be driven at a speed of 100 kmph without any hindrance.

Where Prime Minister Modi inaugurated the Jamnagar-Amritsar Expressway at a cost of 80 thousand crores, the road there is incomplete. Drivers cannot board the expressway on the Nagar-Jadhpur side near the inauguration site Narangdesar. Already, five bighas of land is a matter of dispute from where the Prime Minister inaugurated this 1257 kilometer long expressway. Although an alternative route has been prepared, but as per rules NHAI cannot collect toll from this route.

Those who want to go to Nagaur, Jadhpur and Jamnagar from Jaipur Road will not be able to climb through the side lane of Amritsar-Jamnagar Expressway, as that lane has not been constructed. There is a dispute going on regarding the compensation of five bighas of land of seven prominent people. NHAI has made an alternate route if anyone wants to go from Naurandesar to Jamnagar. A temporary toll booth has also been set up from where toll will be collected.

A link road is ready for Amritsar and commuters can easily board this expressway. Surprisingly, the link road has been incomplete for two years, with no court stay on its construction. Only the matter of compensation is pending in the court, but influential people are not allowing it to be constructed.

It did not take even a few days for the SDM and the administration to acquire the land of the poor and weaker sections, while the same administration and some BJP leaders have become dwarfs in front of these people. These people are being told about the contacts of some big BJP leaders. From the administration to the BJP leaders, they are completely trying to suppress the fact that the Prime Minister should not be aware of the dispute going on near Nauragandesar.

5 crore temporary road

There is a link road to Amritsar while coming from Sridungargarh. There is no problem in coming from Jamnagar and getting down at Naurangdesar, but there should be no toll and link road in the NHAI map for going on the highway from Naurangdesar to Nagaur. NHAI has constructed an alternative temporary road at a cost of about Rs 5 to 6 crore. This is the same land where NHAI had acquired additional land. Surprisingly, there is no dispute or incomplete work on the entire expressway from Amritsar to Jamnagar, but the work where the PM inaugurated is not complete.

Military planes did not land

8 July 2023 Narendra Modi’s plane could not land on the Amritsar-Jamnagar Expressway. Because the aircraft was not found suitable for landing or touch down on the Amritsar-Jamnagar Expressway. There is no airstrip on the expressway for landing aircraft. So the plan had to be changed a lot. He would take off in a helicopter from Bikaner’s Nal airport and was scheduled to land at the Greenfield Expressway.

On the highway, 25 places have already been selected for making helipads. But the Prime Minister’s plane could not land.

His plane was about to land on the expressway itself. Narendra Modi aspires to become the first Prime Minister of the country to land on the expressway in Bikaner. There was a desire to interact with more than 1.5 lakh people for this achievement.

Convoy vehicles were also stationed at Nal airport. If there is any problem in flying by helicopter due to weather, then they will be brought to the expressway by road. Union Law Minister Arjun Ram Meghwal also indicated in this regard.

This is the second six-lane expressway in the country, where 20 to 25 places have also been selected for making helipads near the interchange or way site. There are more than 14 sites in Rajasthan, where land has been acquired for this. The work of elevating the helipad was to begin as soon as NHAI’s approval was received.

The helipad will be used in case of emergency, if needed the army can also use it. It will be used to airlift patients in accidents. Trauma centers are being set up at various places, out of which 16 are being built in Rajasthan. More heavy vehicles will ply on the economic corridor. It will connect Porbandar, Mundra and Kandla ports.

50 percent reduction in travel

The Jamnagar Amritsar Expressway is connected to the Delhi Amritsar Katra Expressway. The National Highway Authority of India claims that the journey of 26 hours is completed in 13 hours. The Amritsar-Jamnagar Expressway will cut the travel time between the two cities in half. At present it takes 26 hours to cover the distance of 1430 km. Expressway will reduce it by 1316 km and 13 hours.

Including the Urthala-Amritsar section, the time has been reduced from 26 hours to about 13 hours. The distance between Amritsar and Jamnagar has been reduced from 1,430 km to 1,316 km.

The distance between Ambala and Amritsar has also been reduced to a few minutes.

It will connect Thane with Haryana, Punjab, Gujarat and Jammu and Kashmir.

What is trajectory?

The 917 km motorway is a new section. Six-lane access controlled motorway. While the remaining 340 km is brownfield. Where existing highways are upgraded to motorway standards.

5 railway overbridges, 20 major bridges, 64 minor bridges, 55 vehicle underpasses, 126 light vehicle underpasses, 311 minor vehicle underpasses, 26 interchanges and 1057 culverts have been constructed.

It will have CCTV cameras, emergency phone booths, electricity at car charging stations and a sophisticated traffic control system. The motorway has asphalted lanes of 3.50 m wide.

There are 6 to 7 thousand CCTV cameras in the 1224 km long corridor.

It will alert the gantry if the set speed exceeds 100 kmph. A data center of the control room will be set up every 100 kilometers from where online monitoring will be done for 24 hours. With the help of police, e-challan will be issued for speeding vehicles.

There are advanced traffic management systems, electronics toll plazas.

The journey of 26 hours can be completed in just 13 hours.

The helipad has 32 side-way facilities including hotels, restaurants, petrol pumps, EV charging stations and convenience stores.

Toll will be huge

Like the Delhi-Mumbai Expressway, there will be only 2 toll plazas. From where both the expressways start. Toll will be applicable only when you get on and off at the interchange.

Big benefit to two businessmen of Gujarat

It is India’s first expressway which connects three major oil refineries of Bathinda, Barmer and Jamnagar. The northwest of India is strategically important. Because it consists of 5 refineries along with 3 major oil refineries of HMEL Bathinda, HPCL Barmer and RIL Jamnagar. It will also connect Guru Nanak Dev Thermal Plant (Bhatinda) and Suratgarh Super Thermal Power Plant (Shri Ganganagar). The Greenfield Expressway will strengthen economic activities in western India. Economic development will accelerate in the country. Two big industrialists of Gujarat will be benefited the most.

Guru Nanak Thermal Plant Bathinda and Thermal Power Plant Suratgarh will also come on the route of this expressway. This corridor will connect 7 seaports, 9 major airports and multi-modal logistics parks. The expressway connects the tourist destinations of Amritsar, Bikaner, Jodhpur, Barmer and Kutch.

Exports will increase

The road connecting West, Central and North India will increase imports and exports. The Amritsar Jamnagar Expressway is being built near the Indian and Pakistani borders, which will eventually speed up movement between military bases near the borders. The Santalpur section of NH-754A connects the state borders of Gujarat and Rajasthan. This would result in industrialization, commercial expansion and socio-economic development.

Eleven solar power plants of 27.43 MW each will be set up at six locations on the Amritsar-Bhatinda-Jamnagar Expressway section. The controlled greenfield highway project is named Amritsar Jamnagar Economic Corridor (EC-3).

915.85 km have been constructed on greenfield compliance. The rest have been built by upgrading existing national highways. Construction on the greenfield section began in 2019.

Prime Minister Narendra Modi was scheduled to fly over the Naurangdesar section of Bikaner on the Jamnagar-Amritsar Expressway in an Air Force aircraft. There is to be a big public meeting. Farmers protest in 4 states

Farmers protested on the 1257 kilometer long road. An average of 10 hectares of land per kilometer has gone to farmers or fallow land. According to an estimate, farmers of 4 states should have got 12 to 13 thousand hectares of land. No official figures have been found in this regard.

Punjab

Punjab – 155 km – This project of 3387 crores has destroyed 1100 hectares of the country’s most fertile land.

1100 hectares of land has been acquired in 27 villages of four districts. 2200 trees have been cut on this. Out of which 15 hectares of land belongs to the Forest Department. It will pass through six railway crossings.

Punjab Chief Minister Amarinder Singh demanded improvement in compensation. Nominal returns are rejected. Sadak Kisan Sangharsh Samiti said that the compensation amount should not be deposited in the accounts of the farmers against their will for a period of time.

The case covers 25,000 hectares of land in 15 districts of the state. Land acquisition is underway for the project, which has several expressways like Delhi-Jammu-Katra, Jamnagar-Amritsar, Ludhiana-Ropar, Bathinda-Dabwali, besides bypasses to Jalandhar and Ludhiana.

The Chief Minister ruled out the possibility of sending such cases for arbitration as it would lead to unnecessary delay in providing justice to the farmers.

Hundreds of farmers in Kapurthala district are upset as they allege they are not getting adequate compensation for the proposed acquisition of the under-construction Amritsar-Bhatinda-Jamnagar Expressway (NH-754).

The farmers have written to the Chief Minister of Punjab to take up their matter with NHAI officials and local land acquisition collectors, otherwise they will face huge losses. According to the plan, land is to be acquired in 12 villages of Kapurthala, Tibba, Amanipur, Masitan, Khokhar Jadid (Kalewal), Lau, Meera, Harnampur Wadel, Wadhel Khuda Baksh Wala, Randhirpur, Gillian, Deepewal and Ugrupur villages. These villages come under Bholath, Kapurthala and Sultanpur Lodhi taluks.

One acre in Khokhar Jadid village Rs. 68.61 lakh only as against Rs. 21.01 lakh compensation was to be received.

Farmers have said that after the acquisition, many of them will be left with no other source of income as a small piece of land, which was their only source of livelihood, will be taken away by the government.

Farmers also started protesting on the Amritsar-Jamnagar Expressway. The project will start from village Tibba in Sultanpur Lodhi, connecting the Delhi-Katra Expressway to Sangat Kalan in Bathida, Punjab. Regarding this, the farmers protested against the land acquisition in front of the DC office on Friday.

Farmers demonstrated at Tehsil office regarding land acquisition for Express Economic Corridor. Along with this, an application was also given to Naib Tehsildar in the name of the government. Gurmel Singh, leader of Bharatiya Kisan Union Ugran, Bhola Singh said that farmers will not be able to do farming if the road passes through the field. Pargat Singh, Jagseer Singh, Sukhwinder Singh, Lakhveer Singh, Jasveer Kaur, Manjit Singh etc were present here.

They depend only on agriculture. In such a situation, they are not ready to give the land under any circumstances.

The process of land acquisition has been started in four districts of Punjab. In the state, 17 from Sultanpur Lodhi subdivision of Kapurthala district, 13 from Shahkot subdivision of Jalandhar district, 22 from Moga subdivision, 14 from Nihal Singh Wala subdivision of Moga district and 12 from Bathida district subdivision. Land of 10 villages of Rampura Phool and 5 villages of Talwandi Sabo will be acquired. For this, a total of 1100 hectares of land will be acquired and 2200 trees will be cut in the state.

On 26 August 2021, the farmers alleged that their land was being forcibly acquired. A rally of farmers was taken out to protest against the project. Farmers of nine villages of Dabwali staged a sit-in at Shergarh village to protest against the destruction of standing crops by NHAI in Sangriya, Rajasthan. Expressing anger against the Rajasthan government and NHAI officials, the farmers stopped the work of the Bharatmala project.

NHAI is taking over the Jamnagar-Amritsar highway with the help of police administration. The standing crop of farmers is being destroyed by running JCB. Due to which the farmers are suffering a lot. The same process is being adopted by the administration in Sangriya, Rajasthan for the last 3 days. Farmers from nine villages of Dabwali reached the spot riding on tractors and started protesting. Meanwhile, the administrative officials have also issued notices to two farmer leaders of Sirsa on charges of disturbing the peace. Work was stopped at the protest site. Instead of the market rate of 15 lakh, he is being given a compensation of only three lakh rupees. Canal water ways and roads were also broken during the work. According to the farmers, neither they have received compensation nor there is any hope for the crop. The government has created a situation of starvation in front of the farmer families.

Protest in balasar

On 28 September 2018, the process of land acquisition begins in Balesar subdivision area of Jodhpur, Rajasthan.

Considering the compensation amount as insufficient, the farmers started agitation demanding an increase in it. The affected farmers staged a sit-in at the subdivision headquarters. Many villages including Chidwai, Vijayanagar, Bhangarh, Birai, Deogarh, Dhadhaniya Bhayla, Dhadhaniya Sasan, Ghudiala, Gokulnagar, Hinglaj Nagar, Jakrasar, Motalji’s residence, Mukansar, Agolai are in Basals of the subdivision area. The District Collector assured that the construction on the Delhi-Mumbai Express Highway (NH-148) will remain suspended till adequate compensation is given to the affected farmers.

On 26 November 2021, 3 farmers from Jogiwala village of Dabwali, Sirsa, Haryana climbed a 200 feet high water tank. They were demanding full compensation for the land. Earlier, to acquire land for the 60 meter wide Amritsar-Jamnagar Expressway, the administration on Tuesday drove a JCB on the standing mustard crop near Shergarh village. Two companies of CRPF were present along with the policemen to man the spot.

Capture operation was launched from Shergarh and Saktakheda villages with 15 JCBs. Farmers protested in Saktakheda village. Rakesh Fagodia, a resident of village Chautala, who came in front of the JCB, was taken into custody, but was released after protests by the farmers. Today he again climbed on the water tank with two farmers.

It is 34.08 km long from Haryana, Rajasthan border to Punjab border at Dabwali. Land grabbing action will be taken in nine villages of Dabwali, Chautala, Saktakheda, Abubshahar, Shergarh, Alikan, Dabwali, Jogewala, Sukharkheda and Asakheda.

The work has been going on for two and a half years, but the compensation has not been decided yet. There are many families who are waiting for compensation. A case has come to the fore when after fixing the compensation, it was reduced to less than half.

Tired of going round the offices of the officers and not getting justice, the woman started the movement along with the farmers’ organizations. On Friday, she sat on a dharna in front of the SDM office. Farmer’s organization Bharatiya Kisan Union (Ukraine) and National Farmer’s Organization helped and handed over the demand letter to SDM Abhay Singh Jangra.

Swarnajeet Kaur, a resident of Sakatkheda village, told that she is an Anganwadi worker. Her husband Baldev Singh is a Havaldar in Rajasthan Police. His house is built on a 24 marla plot. 80 percent of the houses are on the road. The compensation was around Rs 64 lakh. Now its price has been estimated at Rs 14 lakh.
