Neem coated urea has been consumed in the country for more than 10 years. The government claims that neem cannot be used in industries because it has an oil coating. But that claim has been a lie for 10 years. As soon as the neem layer is removed from the chemical and goes to the factories, a scam of Rs. 3 thousand crores takes place.

In 2023-24, 39 lakh 73 thousand tonnes of neem coated urea was produced in Gujarat. Plain urea is coated with neem oil. Gujarat is the leading state in the country in terms of production of neem coated urea. Gujarat’s share in the production of neem coated urea is 14%. Whereas in terms of consumption, Gujarat’s share is 9%.

Urea was mandatorily neem coated on 15 August 2015 to prevent its use in industrial or non-agricultural activities. Neem coated urea is manufactured by GNFC, GSFC, IFFCO and KRIBHCO.

In the year 2021-22, 37 lakh 76 thousand metric tonnes of neem coated urea was produced in Gujarat. 38 lakh 92 thousand metric tonnes in 2022-23 and 39 lakh 73 thousand metric tonnes of neem coated urea in 2023-24. 1 lakh ton has increased in 3 years.

Urea was used in industrial applications. Urea started being black marketed.

GNFC manufactures neem coated urea at an annual cost of Rs. 20 crore 68 lakhs earned. Thus in the last three years this income has been on an average Rs. An increase of Rs. 19 crore 40 lakhs per year has been recorded.

Benefits
Neem improves soil health by creating pesticide products, increasing crop yields.

Excessive use of chemical fertilizers in the fields creates a layer of nitrogen under the soil, due to which the crop is unable to absorb the nutrients present in the soil.

Neem coated urea does not create nitrogen levels. Due to which the health of the soil remains good. Neem coated urea kills the insects born in the soil. Increases soil fertility. Agricultural costs are reduced and yields increase.

Hollow claims

Even today, the scam of selling subsidized neem pad urea factories worth crores of rupees continues.

Neem coating was introduced to stop the use of urea in industries. However, it is still being used in industries. According to a report of the Ministry of Chemicals and Fertilizers, neem-coated urea is also reaching industries illegally. It is being cleaned with chemicals and used in industries. Many such cases have come to light.

Scam of 3 thousand crores
The government gives a subsidy of 2 to 3 thousand rupees on each bag of urea. So the government incurs a loss of about Rs 6,000 crore every year. Industries use 10-12 lakh tonnes of urea every year. 1.5 lakh tonnes of urea is produced for industrial use in the country. 2 lakh tonnes are imported. Only 3 to 5 lakh tonnes of urea is officially available for industries. 5 to 6 lakh tonnes of neem coated urea is used by industries.

Teams formed by the Ministry of Chemicals and Fertilizers busted urea theft worth Rs 100 crore in 2 months.

Foreign
India’s subsidized urea is sent to Myanmar, Nepal and Bangladesh. Due to which India suffers a loss of crores of rupees.

Agent practice of providing neem coated urea is going on in textile mills of Gujarat including Surat. One such mastermind was caught from Noida.

Sample of scam
Neem coated urea fertilizer is supplied to industrial units from Ahmedabad village. A truck loaded with 200 bags of urea fertilizer was caught. On 27 July 2024, the police have registered a case against six people and are investigating.

On 12 January 2023, a large quantity of neem coated urea fertilizer was seized from a factory near Kadi.

On 29 October 2023, a fake urea fertilizer scam was busted in Anand. 116 bags of fertilizer were collected. Agrofil Industries of Vidyanagar GIDC and Trumark Corporation of Ahmedabad.

On 26 March 2023, Himanshu Mukesh Chandra Bhagatwala, who does chemical business through Jiya Tech Chem, was caught with a quantity of neem-coated urea at Sachin Industrial Park in Surat. 50 filled and 541 empty bags were found.

Plywood, industry particle board neem coated urea consumption in East Kutch in 2021. Sumitra Rajkripal Group was raided near Varsana in Anjar taluka and 201 bags were seized.

300 bags of neem coated urea fertilizer from Narol, Ahmedabad to Akash Fashion Twins Pvt Ltd 5 years ago. Naresh Sharma of the company was caught from there.

On March 14, 2023, RadheRadha arrested a mill owner for using agricultural urea in a factory in Pandesara, Surat.

On October 20, 2020, a scam was exposed that illegal urea worth Rs 6.14 lakh was being used in its own production in Daskroi village of Ahmedabad district.

On December 23, two years ago, GIDC of Khambhatara Kansari village busted a scam of selling subsidized urea fertilizer from Cambay Stone Works in bags of other brands at multiple prices.

In July 2019, 600 bags of semi-coated urea were seized from a warehouse located in Piplod, Himmatnagar.

In June 2022, consumption of 8,184 bags was stopped and a total of 30 samples were taken as suspected neem coated urea and sent to the fertilizer testing laboratory.

Urea worth 40 to 50 thousand rupees is wasted per farmer. Most of the urea applied in the fields is washed away with the water in the monsoon rain without being used.

Subsidy

In 3 years, the government has spent crores of rupees on sulphur coated urea on 3 lakh 70 hectares. The central government pays Rs 21,233 to each farmer as fertilizer subsidy. Support of Rs 6 lakh 30 thousand crores annually to 12 crore farmers.

False claim of nano urea

The government is promoting nano urea. It claims that nano urea increases production, reduces consumption. But this claim is ruining the farmers of the country. Because not a single agricultural university of Gujarat has confirmed this claim. The Agricultural University of Punjab has exposed the government’s claim. They proved that the use of nano urea did not increase the yield but reduced it by 12 percent to 21 percent. A 21 percent reduction in rice production has been recorded due to nano-urea. Thus, the Modi government’s claim is not only pushing farmers towards ruin but will also take India back in food grain production.

Sulfur coated

Sulfur coated urea has come in the market. Which has been named Urea Gold. The price of a 45 kg bag of neem coated urea is Rs. 266.50. Urea is manufactured by Rashtriya Chemicals and Fertilizers Limited (RCF) company. The condition of arable land in India is deteriorating. The fertility of the soil and the yield are also decreasing due to the indiscriminate use of urea.

Field trials of sulfur coated urea have not been reported.

Advantages

There is a shortage of 5 lakh tonnes of urea in crops cultivated in Gujarat at present.

Fertilizer consumption

10 to 22 lakh tonnes of urea is used in Gujarat. Multiplying the price of a bag by 1300, farmers use urea worth Rs 3 thousand crore. The government gives a subsidy of Rs 3 thousand crore on this. Thus, farmers in Gujarat use urea worth Rs 6 thousand crore.

The all India requirement of urea during Rabi 2022-23 is 180.18 LMT.

Why was urea invented?

The use of neem seeds lemongrass has increased since 2015. 4 thousand purchase centers are working at the rural level in the state. In the initial phase, 15 thousand tonnes of lemons were collected in Gujarat. 50 thousand tonnes of lemons were collected in 2023. In three months of the year, Rs. Women are earning 60 thousand.
