Decline in Primary School Education in Gujarat

Every year, a large number of students failed in Mathematics in the Class 10 examination. Mathematics impacted the education of many students. In three years, the number of students taking Standard decreased by 50,000.

Two options were introduced in Mathematics from 2022-23. Students who wanted to pursue Mathematics were given the option of Mathematics Standard. Students who wanted to pursue Mathematics were given the option of Mathematics Basic. After the introduction of this system, most Class 10 students were taking Mathematics Basic.

In January 2025, only 7.26 percent of students chose Mathematics Standard in the Class 10 examination. 92.74 percent chose Mathematics Basic. Of the 843,006 students registered for Mathematics in Class 10, only 61,264 students chose Mathematics as a Standard subject, while the remaining 781,742 students chose Mathematics as Basic. This year, the number of students opting for Mathematics as Standard decreased by 10,322 compared to last year.

In March 2024, 8,35,833 students were registered for Mathematics in Std. 10. Of these, 91,586, or 8.59 percent, were registered for Mathematics as Standard. Of these, 793,911 students studied Basic Mathematics, while 71,568 students opted for Standard Mathematics.

In March 2023, 8,83,648 students were registered for Mathematics in Std. 10. Of these, 81,954 students, or 9.27 percent, chose the Mathematics Standard option.

In March 2022, 110,797 students out of 7,81,152 registered for the Mathematics Standard exam. Thus, 14.18 percent of the total Mathematics students took the Mathematics Standard exam.

Standard 1
Previously, the age limit for Standard 1 was set at 5 years.
In June 2023, the age limit for admission to Standard 1 was raised to 6 years. In 2020, the Education Department issued an order informing schools about the age limit.
Only those who had completed six years of age by June 14th were admitted. Consequently, the number of students admitted to Standard 1 this year is 300,000.

Due to a decision by the Gujarat Education Department, the number of students seeking admission to Standard 1 dropped from 1 million to just 300,000.

In April 2024, the Municipal School Board had 439 schools in Gujarati-Hindi-Marathi-English. The number of children eligible for admission to Balvatika and Standard 1 was 29,000. Standard 1 had 20,130 students, of whom 9,929 were boys and 10,201 were girls.

There were 1,774 students in English medium, 2,935 in Hindi medium, and 1,585 in Urdu medium.

Dropout
The government says the school dropout rate has decreased. However, the number of students in Classes 1 to 5 has decreased from 45.67 lakh to 10.82 lakh in Classes 11-12. This means that 3.485 million students dropped out of school. Thus, 76.30% of children drop out.

At the secondary level, dropout rates were 10.9% in 2023-24, which will decrease to 8.2% in 2024-25. At the middle level, it will decrease from 5.2% to 3.5%, and at the primary level, it will decrease from 3.7% to 2.3%. Additionally, the retention rate at the primary level will increase from 85.5% to 92.4% in 2023-24.

In 2023, the Gujarat government launched a project to enroll students in Standard 6 in private social participation schools. The state government will reimburse private schools for the cost of education per student.

By April 2023, 38,550 teachers in the state were due to retire over the next five years. In return, the state government was to recruit 12,000 teachers on a contract basis in schools to be started through social partnerships.

The Swami Vivekananda Gyan Shakti Resident Schools were to identify 100,000 talented students in the state’s government schools and provide them with free education from Standard 6 to 12, along with accommodation.

The school was to provide coaching for competitive exams.

110,000 applications were received for the Jawahar Navodaya Vidyalaya entrance exam. 40,000 applications were received for the Eklavya Model Resident Schools. The Education Department allocated a budget for 50 Gyan Shakti Resident Schools.

PPP Model
400 Gyan Setu Day Schools were to be started under the PPP model.

Raksha Shakti School Project

It was decided to establish two Raksha Shakti Schools in a private partnership for 5,000 promising students. It was decided to provide education similar to that of the Sainik Schools run by the Sainik Schools Society under the Ministry of Defence, Government of India.

38,000 Teachers to Retire
38,550 teachers will retire in the state over a period of five years, from 2023 to 2027-28.
