24-year-old Kalpana Chauhan is the Sarpanch of Dumad village in Vadodara. While pursuing post-graduation in social work, she became the Sarpanch at the age of 22. After this, she became the youngest Sarpanch of Gujarat. She reformed the entire village but due to politicians, the IT investment of about Rs 1200 crore which was to come did not come due to corruption.
Completed B.Com or graduated from college or contested elections immediately. She has passed two semesters of MSW with distinction, in first division in college, school as well.
Her father Kantibhai Chauhan himself has been a member of the Gram Panchayat for 25 years. Inspired by that, she decided to become the Sarpanch. Got father’s support. Got the support of the people of the village.
In the December-2022 elections, she won by one thousand votes. Took over as Sarpanch of Dumad village on 17 January 2023. After becoming Sarpanch, he decided to make the village clean.
Income
It was decided to increase the income of the Panchayat. Trade tax has been strengthened as a source of revenue. Currently Rs. 75 lakhs have been spent as self fund. Rs. 14 crores worth of work has been done. This includes construction of roads, beautification of village pond, construction of Anganwadi, primary school.
Women-run village
There are 1326 houses in Dumad village. The population of the village is 5244. The village’s Talati Minister is Mita Chaudhary and Deputy Sarpanch is Usha Parmar. The command of the village is in the hands of women. With the collective efforts of the villagers and panchayat members, Dumad has become an ideal village. This Dalit daughter of the village is working hard for the development and cleanliness of Dumad.
Social work
The Panchayat office has been made a center of public service. Helped 260 widowed women in getting monthly financial assistance. Helped in providing relief food grains to 50 families.
Cleanliness of Dumad village

Waste management
Waste is collected from every house in Dumad village. The waste is segregated. This operation was started in the village by CSR and ‘Kachre se Azadi Foundation’ from 1 April 2019. It is being done by the Gram Panchayat from April-2021. Green and dry waste is kept separately. Green and dry waste is collected from 1,380 families of the village.
Soap in exchange of garbage
Families who separate plastic waste from homes are given soap and vegetables in exchange of plastic waste. Proper disposal of solid waste is being done in Dumad Gram Panchayat for the last 8 years.
The price of one kg of plastic is Rs. 10
A person bringing one kg of plastic is paid Rs 10 per kg.
Employees
6 labourers are employed in this work. 22 Safai Karmacharis have been appointed for cleaning public roads and public places. They are remunerated by the Dumad Gram Panchayat.
Plastic
The plastic waste is divided into seven categories, put into baling machines, reduced in volume and sent to companies based in Anand and Ahmedabad, where the company manufactures tiles and bricks. The benches installed around the village pond are made of plastic.
Fertilizer
This waste is brought to a waste processing unit, where the green waste is put into a rocket composter in which bacterial culture is added and then filled in a compost pit for 30 days. Composting produces liquid and dry manure. Organic solid and liquid fertilizers are distributed to the farmers.
Pride
Dumad has been honored from district level to national level for storing rice. Kalpanaben was the only woman from Gujarat to participate in the Swachh Bharat Diwas program in Delhi in the presence of the President and the Prime Minister on 2 October 2024.
Ideal Village
Two villages of Vadodara, Dumad and Alva, were selected as sample villages. Karanjit Sangh, Director, Ministry of Drinking Water and Sanitation, visited Dumad village. Ishita Thete
Martial art-karate champion Ishita Thete came to Dumad for Swachhata Hi Seva work along with District Development Officer Mamta Hirpara. There should be cleanliness and hygiene in nature. Bridge
The traffic of Dumad, Savli, Vadodara city, National Highway No. 8 and Expressway used to converge near Dumad Chowk. Due to which a driver was wasting an average of 35 minutes along with long queues of vehicles and wastage of fuel. In September-2021, Union Minister Gadkari announced the completion of work on the Vadodara-Savli junction on National Highway-48 and Expressway at Dumad Chowk near Vadodara and opening it in 2023.

Corruption
This village comes under VUDA. Shalini Agarwal was currently the chairperson of VUDA. There were widespread complaints that many files of VUDA’s development permission for the TP scheme of the village were being delayed for a long time.
