Even today, in villages where the administration has saved costs, people are still digging mountains for water. Women and children climbing up and down the hill with water pots on their heads felt as if they were still living in the 19th century.

By January 2024, the central and state governments together have spent Rs 1 lakh crore on this scheme. In the last four years, not only the central government has increased its funding, but the state governments have also increased their funding. In 2019-20, the states contributed 40 percent of the funds for this scheme. In the year 2023-24, this figure has increased to 44 percent.

On December 7, 2021, it was announced that 89 percent of rural households have been provided tap connections under the Har Ghar Jal Yojana. 100 percent tap connections will be completed by September 2022. Tap connections have been provided to 88.63 percent of rural households. Last year, tap connections were provided to 10.94 lakh households and this year, tap connections have been completed in 6.38 lakh households against the target of 10 lakh.

Till February 2024, only 10 to 15 percent of the funds allocated by the Central Government to the Gujarat Government under this scheme during the last 3 years have been given to the Gujarat Government.

The Assembly was told that during the year 2021-22, Rs. 100 crore will be allocated for this scheme in Gujarat. Out of this, Rs. 2,557.96 crore came from Delhi. During the year 2022-23, Rs. 3,590.16 crore came. And, during the year 2023-24, Rs. 1,491.26 crore (till 31-12-2023).

The government has allocated Rs. 100 crore. A provision of Rs 100 crore has been made for this scheme in the state in the year 2021-22. Rs. 2,219.42 crore was spent and Rs. 3,385.30 crore could not be spent. Similarly, in the year 2022-23, Rs. 3,129.33 crore was spent and Rs. 460.82 crore could not be spent. Rs. 1,349.15 crore was spent in the year 2023-24 and Rs. 1,349.15 crore was spent in the year 2023-24. The remaining amount is Rs 142.26 crore.

Why was the money not spent under this scheme? In response to this question, the government said, “That amount is spent during the next year.” First, the plan is approved for the area, works are assigned and then the contractor starts the work in turn. During this time, the amount allocated during the year is not used due to land acquisition, local issues and delay in getting approvals, so the amount is carried forward to be spent in the next year.

In Hisagar district, under the VASMO scheme, the contractors in the Nal Se Jal scheme in connivance with the previous officer of the VASMO office committed a scam of crores of rupees and the recovery of work was not done from some contractors. Some contractors were unable to submit their reply despite receiving the notice, after which the government has issued a final notice to take legal action. VASMO District and Gandhinagar Office had issued notices to the contractors from time to time regarding pending works like pipeline connection, house tap connection work, pumping machinery, pipeline pump room work, pipeline testing work. The notice has asked to start the pending work immediately or pay for the incomplete work, but the image of the government is being tarnished by the contractors, who are depriving the people of the facility of drinking water through tap connection in their homes.

Some contractors have collected money by putting wrong bill numbers in the company name of pipes and other equipment. Apart from this, invoice numbers have not been entered at some places and money has been withdrawn. The previous District WASMO Office Unit Manager had committed financial fraud in connivance with the contractors. Thus, the image of the government has been tarnished, causing huge financial loss to the WASMO office and the government. On the orders of the Gandhinagar WASMO Office Officer, a thorough inspection of the site has been done by Girish Agola, Unit Manager of Mahisagar District Office and his team. Due to negligence, water has not reached the homes of the people and they are deprived of water. Notices have already been issued to all the contractors in this regard and now final notices have been given to three contractors to appear at the WASMO Office, Gandhinagar on 30 September 2024 and 15 October 2024 with the necessary supporting evidence of the work. The final notice of the government has created panic among the fraudulent contractors.

There are 97 lakh families in Gujarat. Out of these, 59 lakh are rural and 38 lakh are urban. Out of these, 36,34,486 households do not have tap water. Therefore, 3.6 million families drink drinking water from wells, canals, rivers, borewells and lakes. Thus, 36 lakh households have to be provided with tap connections in 3 years. Taps have to be installed in 12 lakh households every year. This is not an easy target. There has been a BJP government in Gujarat for 23 years. Against which Congress has been in power for 22 years. Yet both these parties have not been able to provide tap water to every household. Treated water is a distant dream.

38 percent of the population does not have access to tap water. Even among those who get this water, 50 percent do not get treated and bacteria-free water.

Gujarat Chief Minister Vijay Rupani has announced that within 3 years i.e. by 2022, drinking water will be provided to every household in Gujarat through taps. Thus, a plan has been announced to provide drinking water through taps to 36 lakh households i.e. 2 crore people. 48 percent of the families in Gujarat live in one-room houses, which makes it very difficult to provide them water under the current system.

Huge expenditure has been made on drinking water since 1950. Still water could not be provided to every household. People who are not getting water from the tap are asking how Vijay Rupani, who is weak in administration, will be able to complete the remaining 38 percent work of providing tap connections in 3 years, of which only 62 percent has been completed in 70 years.

The cost of providing taps to the homes of 38 percent of the population in just three years will be very high. It may take a lot of time to plan it.

What did the Chief Minister say?

Chief Minister Vijaybhai Rupani has announced in the budget to provide 100 percent “tap water” to every household in Gujarat by 2022. Gujarat, like other development projects, will become a model for the country in fulfilling the dream of water supply to every household. Gujarat Chief Minister Vijay Rupani also told the same thing to water supply officials on July 6, 2019.

The central government plans to provide clean, filtered water through pipelines to every household by 2024.

All states have been asked not to do so. Gujarat has already allocated funds in this year’s budget to complete the work in just 3 years, i.e. by 2022. With the plan, the water supply department has prepared an action plan and geared up.

Gujarat has now erased the image of being a water-scarce state and has become a water-rich state not only with tap water but also with modern measures like recycling, reuse of treated water and desalination plants. The plan to make water easily available even to the poorest people should not be stopped due to lack of funds.

It is our misfortune that even after 60-65 years of independence, proper arrangements for basic amenities like drinking water, roads, sewerage and electricity have not been made. He also said that he considers his party’s previous governments, Keshubhai Patel, Suresh Mehta, Narendra Modi and Anandiben Patel, as unfortunate.

By 2022, when the 75th anniversary of independence will be celebrated, all such facilities will be made available to the country.

Principal Secretary of Water Supply Department J.P. Gupta said that the government has decided to provide tap water to all the houses in Gujarat by 2022. More than 300 officials from 33 districts of the state held discussions for three days. Which included topics ranging from drinking water facilities, project design to water distribution and water reuse. He said that the state government has never worried about money to solve the water problem and will never do so.

Apart from household connections, the Mission has ensured piped water supply to 9.24 lakh (90.65%) schools and 9.57 lakh (86.63%) Anganwadi centres across the country. Tap water access in 112 Aspirational Districts has increased from 21.41 lakh (7.86%) households at the time of launch to 1.96 crore (72.08%) households today.

Over 5.29 lakh Village Water and Sanitation Committees (VWSCs)/ Jal Samitis have been formed, along with 5.17 lakh Village Action Plans (VAPs) prepared, which focus on drinking water source management, greywater treatment and regular operation and maintenance of water supply systems within the village. Over 23.55 lakh women have been trained to test water samples using Field Testing Kits (FTKs) to ensure quality. Rigorous testing of water samples from the source and distribution point is regularly done. Today, safe drinking water is available in all arsenic and fluoride affected habitations.

Safe and affordable water for all. Safe water is provided through taps in all households, schools, Anganwadis and public institutions in rural areas.

Vijay Rupani, the then Chief Minister of the BJP government, had promised the people of Gujarat on 7 March 2021 that not a single house would be left without tap water by the end of 2022 under the ‘Nal Se Jal Tak’ scheme. Every house in the slum will have a tap. We will free people from water-borne diseases. Vijay Rupani said in the Gujarat Legislative Assembly that every house in the state will have a tap by the end of 2022. There was a difference of opinion between Rupani and BJP state president CR Patil. Therefore, Rupani did not pay attention to MP Patil’s plan to provide taps to everyone in his constituency. After Rupani was removed by Patil and Modi, Bhupendra Patel’s government has now responded to Rupani by implementing two schemes simultaneously in Navsari – one for domestic water and the other for agricultural water.

As of March 20, 2021, 10.20 lakh houses in the villages of Gujarat have been provided tap connections under the Nal Se Jal scheme. In one and a half years, 17 lakh houses are yet to be provided with tap connections. Which has not been completed yet. This simply means that the BJP governments have failed. A war has been waged to provide one lakh tap connections every month.

People are falling prey to diseases like stones due to alkaline water, yellowing of teeth due to fluoride-rich water, joint problems. Therefore, he promised to provide filtered water to 100 percent of the people of the state. This work was to be completed in 17 months before the end of 2022.

It has been planned. So far about 82 percent of the work has been completed. The remaining 18 percent area is located in hilly areas. For this, water supply is being planned by implementing lift irrigation method. This work will also be completed in the next 17 months. He promised that not a single village in the state will be deprived of clean drinking water.

Rupani’s promises were broken and the proof of his failure to provide water to everyone is visible in the allocation of funds.

In the next 100 days, work will be started on 8 schemes in 905 villages, which will provide water to 27 lakh people.

Work has been started on 15 schemes in 1138 villages in 100 days. On completion of the schemes, more than 32 lakh citizens of rural areas of Ahmedabad, Kutch, Junagadh, Gandhinagar, Tapi, Mehsana, Navsari, Chhota Udaipur, Amreli and Mahisagar districts will benefit.

Due to disruption in the work of Nal Se Jal project, it is about to be handed over to the residents, but the employees are on strike.

Water Testing
79 NABL laboratories do water testing. 1 lakh 20 thousand drinking water samples were to be tested through field testing kits at the Gram Panchayat level, against the target of completing it by the 100th day, 1 lakh 92 thousand drinking water samples have been tested. 160 percent more.

Training
The target was to provide training and toolkits to 7,000 panchayat-run operators who distribute water in 100 days. 8166 operators have been prepared for this. Training was also provided to the operators at 214 taluka level ITI centers in all the districts.

Reduction in Disease
Providing clean and adequate water to everyone in Gujarat has increased the Human Development Index and reduced water-borne diseases.

Tribal

Various water supply schemes have been implemented from Ambaji to Umargam to ensure water availability in hilly and remote villages of tribal areas. Safe, adequate and quality drinking water is being provided. In 20 years, 3200 MLD drinking water has been provided to rural areas every day.

Narendra Modi

Prime Minister Narendra Modi launched Jal Jeevan Mission across the country on 15 August 2019. Water was to be delivered to every household by 2024. In the Union Budget 2022-23, under the Har Ghar Nal Se Jal Yojana, Rs. 1.5 crore has been allocated to cover 3.8 crore families in 2022-23. Rs 60 thousand crore allocated. Currently 8.7 crore families are covered under ‘Har Ghar, Nal Se Jal’, out of which 5.5 crore families have been provided tap water in the last two years. The Union Jal Shakti Ministry announced a special grant of Rs 465 crore as a special incentive to 7 states of the country for their outstanding performance in the Jal Jeevan Mission. Gujarat was also included in this. But this scheme will not be completed in 2022.

5 districts in 2021

100 percent work has been completed under the Nal Se Jal Yojana in five districts. Rupani assured that 100 percent work has been completed in five districts – Porbandar, Anand, Gandhinagar, Botad and Mehsana – and the work will be completed in the remaining areas very soon, i.e. by the end of 2022. In March 2021, the Gujarat government formulated policies to ensure that all households in the state get quality water at the rate of 100 liters per person per day. The state government had allocated a total of Rs 1,000 crore for this project. For the remaining areas, an amount of Rs 13 thousand crore has been sanctioned through the Water Supply Department under various schemes for FHTC.

The government announced that Gujarat has become a leader among the major states of the country by providing water connection to 96.50 percent of the houses in the state in 4 years i.e. 34 months. It was announced that out of a total of 91,77,459 houses in the state, 88,56,438 houses have been successfully provided tap connections under the Nal Se Jal Yojana. It was claimed that water was delivered to every house in 16 districts Anand, Bhavnagar, Botad, Dang, Devbhoomi Dwarka, Gandhinagar, Gir Somnath, Junagadh, Kutch, Kheda, Mehsana, Morbi, Patan, Porbandar, Rajkot and Vadodara.

In the year 2019-20, out of a total of 91,77,459 houses, 75,94,347 houses had tap water. It was claimed that water supply was provided to 96.50 percent houses by providing connections to 76,20,962 i.e. 83.04 percent houses in the year 2020-21, 86,73,575 i.e. 94.51 percent houses in the year 2021-22 and 88,56,438 houses by June 2022.

How much does it cost per tap?

The cost per tap was between Rs. 100 to Rs. 150. Rs. 22 thousand Rs. 70 thousand. Detailed information was given in the meeting.

In Junagadh district, 94 tap connections were provided in the year 2019 and 2067 in the year 2020. A total of Rs. 1521.55 lakh was spent on this

Corruption

The lie of Samuh Jal Yojana

In Anand district, 100% of the houses were provided with tap water. 4 lakh tap water connections were given in 351 villages of the district. Many taps had become a den of corruption as there was no water in them. The government was told that taps have been provided to everyone, but the work was done only on paper. There are 11 towns and 362 villages in this taluka. The population in 2011 was 21 lakh and in 2023 it will be 27 lakh. Joint schemes were made in 108 villages of 10 group schemes. Individual water supply was provided in 254 villages.

Anand Vasmo claimed to provide water through 4,000 hand capacity jugs. There are 4 lakh houses here. In which there is a provision of Rs 3.63 lakh for providing water through domestic tap connection. Which is 93 percent. If we count the places where water is not available, then 40 percent of the houses do not have water.

On March 23, 2023, a complaint of corruption of Rs 47 lakh was made in Vasmo Nal Se Jal Yojana in Bhoyka village of Limbdi taluka. In the investigation, the contract was not fulfilled by N.K. Since the members of the agency were not present,

the officials had returned. The water pipeline has still not reached the houses of the people of Bhoyka village. The daily wages for laying the pipeline were given to the Sarpanch and the contract was signed by the villagers and Rs 1000 per person was paid. Without doing any work, Rs 19 lakh was paid by just showing work on paper. Water pipelines were laid in the warehouse.

The Nal Se Jal Yojana and some hand pump facilities at Pandav Falia in Bhamaiya village near Godhra town have now become decorative items.

Poor quality work was done in the ‘Nal Se Jal’ scheme in Aravalli district. It was alleged that the pipeline was being buried only half a feet in the ground instead of two and a half feet.

Despite more than two years passing, the villagers of Parthampur village in Mahisagar district have not received even a drop of water.

Corruption was alleged in the survey work of WASMO under the Nal Se Jal scheme in Narmada district. The work of research and technical survey was given to Sidhu Survey Services of Jodhpur at a cost of 3.07% of the estimated cost of Rs 37 crore. But the unit manager left the office work and did the survey work himself, resulting in major corruption in the survey work.

Corruption took place in the Nal Se Jal scheme worth crores of rupees in Dediapada and Sagbara taluka. The MLA had asked the unit manager of the Wasmo project and all the officials related to this work to be present for the site visit. Bills were passed repeatedly due to collusion between contractors and officials, who did not do the work as per the estimates. Out of a total of 172 schemes in Dediapada taluka, 74 schemes were completed. While work on 94 schemes was in progress. A total of 93 schemes have been approved in Sagbara taluka, out of which 49 schemes have been completed, 43 schemes are in progress and 1 scheme is under tender approval. There were many complaints of corruption from the people in the areas where the work was completed.

The Chief Minister’s Office ordered an inquiry into complaints of irregularities in Wasmo’s Nal Se Jal Yojana in Fadvel of Chikhli taluka. Rs 62 lakh was spent on 30 schemes. Boreholes were dug under the Nal Se Jal Yojana in several areas including village Pinjara Falia of Fadvel and after showing that those boreholes have failed, other boreholes were dug on private land and they are being used in the fields. Recently the landowner had planted paddy using the water of this borewell. The depth of the boring in the tanker was also less than the provision and the pipe used was also of poor quality.

The BJP’s own taluka panchayat executive president had revealed that there is widespread corruption in Quant taluka of Chhota Udepur. The structure of the stand had collapsed. Even the cement concrete broke like mud. The underground water pipes do not have standard air circulation. The money of the drinking water works being done at a cost of 43 lakh in Gojaria village went down the drain. The tank of the old scheme was also demolished. The water supply that was available earlier was also stopped. The structure of the new line collapsed before the water reached it.

Due to corruption, about 200 leakages were found in the water line during water testing in Juni Dhiri village of Godhra taluka. There were 20 punctures in the main line of the water tank in Junidhari village. In Kailash Nagar, connections have been given from the old pipeline. Single tensioning double pipe has been installed in it. Even poor quality material was used in water tanks. Pipes and connections were made of low quality material. Due to poor quality, punctures often occur and contaminated water is served to the villagers.

MLA Mahesh Vasava convened a meeting of Vasmo in Dediapada of Narmada district and approved 172 schemes, out of which 74 were completed with massive corruption.

There has been a huge amount of irregularities and corruption in all the works in tribal areas, which has hampered the work.

Some villages in Dediapada have no water. Dediapada MLA Mahesh Vasava had a public meeting.

Allegations of corruption have been levelled in the Nal Se Jal Yojana in Raj Kherva village of Bodeli taluka in Chhota Udepur district. The Jalday Department gave a tender worth Rs 17 lakh to the agency. A case of Jalday Department officials sending a bill of Rs 7 lakh to the Jal Samiti has come to light. Boring was done one kilometer away from the village, but neither the pipe line was laid, nor the motor was installed in the boring and nor electricity connection was given. Despite the work being incomplete for one year, water bill was issued through corruption.

Surat Zone includes a total of 07 districts and 3540 villages like Surat, Tapi, Bharuch, Valsad, Dang, Navsari and Narmada. 10 lakh tap connections have been provided in the rural areas of Gujarat. By 2022, taps will be provided in all the houses. About 17 lakh tap connections are pending in the rural areas of Gujarat. One lakh tap connections are being given every month. Tap water will be available in every house in the state in 17 months.

Taps have been provided to 100 percent of the houses in five districts. These include Porbandar, Anand, Gandhinagar, Botad and Mehsana. In Junagadh district, 94 tap connections were provided in the year 2019 and 2067 in the year 2020. A total of Rs 1521.55 lakh was spent under this. Whereas in Bhavnagar district, 4894 tap connections were provided in the year 2019 and 20364 in the year 2020. A total of Rs 5730.35 lakh has been spent on this.

Out of 93.03 lakh rural families in the state, tap connections have been provided to 68.63 lakh.

It was announced that by 2022, tap facilities will be provided to 26.82 lakh families in the state who do not have tap facilities.

Everyone’s turn before elections

Tap water is to be provided to all households in 2022 before the Gujarat Assembly elections, which was earlier to be made available by 2024.

Tap in 11 lakh households in a year

It is planned to provide tap connections to 11.15 lakh households during 2020-21. Taps were provided to 3 lakh rural households in 2020. The central government has a budget of Rs 883.08 crore in 2020-21. A total of Rs 1777.56 crore will be spent on taps including the state share. 100% household taps have been provided in 12 districts of Gandhinagar, Botad, Vadodara, Porbandar and Mehsana.

Finance Commission Grants

From the Finance Commission, Rs. 3195 crore has been allocated to Gujarat. 50% of the amount is to be used for mandatory water supply and sanitation.

Piped water supply in 98 percent villages of Gujarat

Out of 18,191 villages in the state, 17,899 villages are currently getting piped water supply. Tap connections were to be provided to 100% households in another 6,000 villages by December 2020. Tap connections have been provided to all households in five districts.

The Water and Sanitation Management Organisation (WASMO) had resolved on April 13, 2016 to form a 12-member Jal Samiti in each gram panchayat, comprising 50 per cent women.

100 per cent tribals also belong to the Scheduled Castes

All 24 lakh households in tribal areas of Gujarat will be provided with clean drinking water through taps.
