16 thousand 349 road accidents occurred in Gujarat in the year 2023. Out of these, 7 thousand 854 people died. Ahmedabad Traffic Police has fined 50 thousand drivers in Ahmedabad city for not having the necessary documents in the 6 months of 2025. It is believed that 1 lakh drivers have been fined in a year. The fine of Rs 10 crore is not being imposed on them through e-challan.

They have been caught driving vehicles without driving license, RC book, insurance and PUC.

The police have imposed a fine of 2.50 crores on drivers without documents. Out of which 10 thousand people have been fined 2 crore 11 lakhs because their vehicles are not insured.

The city’s traffic police has caught 50 thousand such drivers in the 6 months of this year who were driving vehicles without driving license, RC book, insurance and PUC. The police have imposed a fine of Rs 5 crore.
The fine for not having a driving license ranges from Rs 2,000 to Rs 3,000.
If the vehicle is not insured, a fine of Rs 2,000 is imposed for the first time. A fine of up to Rs 2,000 may have to be paid for the first time and a fine of up to Rs 4,000 for the second time. The vehicle can also be confiscated.

In 6 months, 20 thousand people have been caught violating traffic signals while driving. A fine of Rs 500 can be imposed for the first time and Rs 1,000 for the second time.

A fine of Rs 68 lakh has been imposed on 12 thousand people for keeping dark film in their vehicles.

10 thousand drivers have been caught using mobile phones while driving and fined Rs 50 lakh.

In the first 6 months of 2025, 14 lakh people have been caught for not wearing helmets and fined Rs 73 crore. A fine of Rs 500 is imposed for not wearing a helmet.

20 thousand people have been caught violating traffic signals, red lights and zebra stop lines and fined Rs 13 crore.

A fine of Rs 1,500 to Rs 4,000 is imposed for overspeeding. The license can also be suspended for repeated violations. Breaking signals can attract a fine of Rs 1,000 to Rs 5,000 and sometimes even jail.

14 thousand people have been caught for not having a vehicle number plate. A fine of Rs 1 crore 97 lakh has been imposed on 40 thousand people for driving a car without wearing a seat belt. For not wearing a seat belt, both the passengers sitting in the front seat are fined Rs 100. 500.

The fine for three riders on a bike ranges from Rs 100 to Rs 1,000, if there is no PUC (Pollution Control Certificate), the fine ranges from Rs 1,000 to Rs 3,000.

If a minor drives a car, the fine is Rs 25,000, 3 years imprisonment and the RC of the vehicle is canceled.

Dangerous driving / racing: The fine ranges from Rs 5,000 to Rs 10,000, license can be confiscated, if you do not give way to an ambulance or fire brigade, the fine is Rs 1,000.

Wrong direction in Ahmedabad

Injury
Knee injury and shoulder dislocation are more common in the age group of 15-45 years, while shoulder muscle and soft tissue injuries are more common in people aged 35-65 years.

18 – Under 199, now the parents / owner will be held guilty in cases of crimes committed by minors. In which there is a provision of punishment up to 3 years. A case will be registered against the minor under the Juvenile Act. The registration of the vehicle is also cancelled.

19 – The officer has the right to suspend the driving licence under sections 183, 184, 185, 189, 190, 194C, 194D and 194E.

Accidents

From 2019 to 2023, 78 thousand 330 road accidents occurred in Gujarat. Out of these, 36 thousand 484 people died. In 2023, 22 people will die every day. Of the fatal road accidents in Gujarat, 2119 occurred in urban and 5106 in rural areas.

Pollution Certificate
As per the rules of 2019, a law has been made to control air pollution caused by the use of motor vehicles in India. As per the Central Motor Rules, 1989, to prevent pollution caused by vehicles in the country, all vehicles (including Euro-1/Euro-2/Euro-3/Euro-4, including CNG and LPG vehicles) are required to obtain a valid PUC certificate after completion of one year from the date of RTO registration.

What is a Certificate?
As per Rule No. 115 of the Central Motor Vehicles Rules, 1989, a certificate of smoke or gas emission from a vehicle, called a PUC certificate, is issued. In short, PUC (Pollution Control Certificate) means that the vehicle emits smoke only as per the rules prescribed by the government.

Who issues the PUC certificate?
This certificate is issued by the vehicle manufacturer or the testing agency appointed by the state government. It can be obtained from many petrol pumps or workshops. Gujarat had 410 centres for petrol/CNG vehicles and 231 centres for diesel vehicles.
If vehicles violate the rules, it is necessary to get the necessary repairs done to the vehicles.

Who can ask for your PUC?

As per Motor Vehicles Rule 116(1), a police sub-inspector of the police department or an inspector level officer of the RTO can ask for a PUC from the driver while on duty. If the vehicle does not have a PUC certificate, he can also order it to be obtained and submitted within seven days. Similarly, if it is prima facie found that the vehicle is emitting excessive smoke, he can force it to obtain a PUC certificate by sending it to a testing agency. Also, if the vehicle is emitting more pollution due to a technical fault in the engine, the PUC can order it to be repaired and submitted before use.

2025 Budget
