Kutch Collector Arora’s controversial decision to take Gauchar land

Kutch Collector Arora’s order to seize Gauchar

Ahmedabad, 1 July 2024 (Gujarati to Gulag translation)

Mandvi has 1800 hectares of Gauchar land. Out of this, 350 hectares of land of Kathda and Mandvi villages was taken on 13 February 2024. 587 acres of Gauchar land of Mandvi and Kathda villages of Kutch has been snatched and given by the collector against the rules.

It is alleged that the collector violated 7 laws in giving Gauchar land. Therefore action has been taken against him.

The collector has ordered the seizure of land survey number 357/2 for the expansion of the airstrip in Kathda village of Mandvi taluka. So the controversy has started all over Gujarat. Due to which earlier 3 collectors were suspended, Kutch Collector Amit Arora can also be suspended, he has worked against the law and rules.

Collector Amit Arora has taken a decision against the rules and regulations. So like Surat Collector, action can be taken against Arora as well. He was earlier Rajkot Municipal Commissioner. TRP had become a game zone during Arora’s time itself. But he did not take action. And ultimately 30 people died.

What is the order?

The Civil Aviation Department had sought this land in 2021-22. The BJP government of Gujarat approved the land on 8 January 2024. This decision was taken when a meeting was held at Mandvi airstrip in 2021. For which two plans were presented. In which it was decided to acquire 542 acres of land for Phase-1 and 227 acres of land for Phase-2. A total of 769 acres of land was to be acquired in both the phases.

On 13 February 2024, orders have been given to allot 85 hectares of survey number 357 of village Kathda and 150 hectares of survey number 370 of Mandvi, a total of 235 hectares of land. Which is 23 lakh 52 thousand square meters of land.

In which a total of 307 hectares of land is of Gauchar. Which is 30 lakh 73 thousand meters of land in meters.

Against which Kathda Gram Panchayat had lodged a complaint for giving Gauchar in August 2022. Protested many times. Collector Amit has allotted the land of Nana Laija survey number 200,93,94 as Kathda Gauchar. But this is against the rules. The Gauchar of Kathla will remain only in the record and it will not be saved for grazing.

Decision against the village

Behind taking the land, the collector has argued that it creates public interest and employment. The collector has said in his order that no objection has been raised by the Gram Panchayat. The collector asked the village panchayat for permission 3 times but refused 3 times.

Pressure
The collector called the sarpanch of Kathala village and urged him to give permission in any way. The sarpanch refused to give the consent letter. Then the collector threatened that if they do not agree, I will approve the plan using my powers. We will take the Gauchar. The sarpanch has told the collector that if you snatch our right, we villagers will fight against you.

The collector had ordered to take the land without consent on 13 February 2024. In which the question of animals of Sirwa Gram Panchayat is there.
