Ahmedabad, December 9, 2025

A protest against narcotics was held at the main gate of Adani’s Mundra Port with slogans of “Adani and Modi are brothers, sell drugs and reap the profits!” and “Remove drugs, save Gujarat!”

To save Gujarat from the menace of drugs, the Aam Aadmi Party (AAP) protested against Mundra Port on December 6, 2025.

Political parties are repeatedly protesting and chanting slogans against Mundra Port in Kutch and Adani’s company office in Ahmedabad. Earlier, the Congress party had also chanted slogans against drugs in Mundra and in front of Adani’s Mithakhali office in Ahmedabad.

AAP state organization minister Sanjay Bapat said that drugs worth crores of rupees have been seized from this port, indicating that Gujarat is becoming “Flying Gujarat” (a reference to the drug problem) riding on the wave of drug trafficking. The future of Gujarat’s youth is at risk. The army and Border Security Force are urgently needed to stop the drug trade from the port. Besides drugs, many other objectionable items can be imported and exported through this port, which is also a major threat to national security.

AAP MLA
Former MLA Umesh Makwana had confused Home Minister Harsh Sanghavi by asking questions about drug trafficking at Adani’s Mundra Port inside and outside the assembly.
In response to one of his questions, Sanghavi had to admit that heroin and drugs worth Rs 375 crore were seized from Adani Port in two years until March 11, 2023. The government had given this answer in the assembly.
75 kg of heroin was seized. The seized quantity has not yet been destroyed. In the case of drugs seized at Adani Port, two port employees have been arrested.

In one year, the Gujarat ATS seized 184,9994 kg of drugs worth ₹925 crore from Indian waters. 40 accused were arrested. These arrested individuals included 7 Indians, 32 Pakistanis, and 1 Afghan.

On August 23, 2024, Umesh Makwana asked, “Where did the ₹35,000 crore worth of drugs seized at Adani’s Mundra Port between 2021 and 2024 go?” The Home Department did not have the details.

It is estimated that in 2021, the NIA seized ₹35,000 crore worth of drugs at Adani’s Mundra Port in Kutch. Why are the owners of Adani Port not being investigated?
Often, unclaimed drugs are seized, and no one is named. The name of a poor man living in a slum or someone who doesn’t even own a bicycle is taken. On the other hand, no investigation is being conducted against the owners of Adani Port. The Home Minister has not answered this question either. This raises a very serious question for the youth of Gujarat.

Home Minister Harsh Sanghavi accused the opposition of playing politics. The opposition is only engaging in political rhetoric instead of raising the voice of the people in the assembly. On the third day of the assembly session today, questions from the public were discussed based on 116 notices. The Home Department does not have information on where this quantity of drugs is. The government has taken action against 90 foreign drug traffickers.

Why are such large quantities of drugs repeatedly being dumped at Adani’s Mundra Port in Kutch? What action has the Home Department taken after investigating the officials, directors, and owners of the private port? How many port officials have been arrested, if any? The 2025 protest, led by Aam Aadmi Party’s state organization secretary Sanjay Bapat, saw the participation of a large number of leaders and workers, including Mundra Taluka President Vijendrasinh Jadeja, City President Bharatbhai Dheda, Scheduled Caste City President Jay Matang, Mundra Taluka Minister Prashant Rajgor, City General Secretary Jignesh Raval, Ali Mamade, and Ranabhai Maheshwari.

Court
In 2021, while granting remand, the court had expressed displeasure and commented on the port’s role. In the case of drugs seized from Mundra Port, the Bhuj NDPS court once again made a pointed remark, asking, “Is Adani Port above the law?”. Earlier, the court had asked the DRI to investigate whether the port was benefiting from this drug trafficking case. The accused, Harpreet Singh Talwar, was denied bail for the 3,000 kg of drugs.

Truth
During the five years from 2020 to 2024, Gujarat’s ports witnessed major drug seizures. The Union Home Ministry informed the Rajya Sabha that illegal drugs worth Rs. 11,300 crore were seized at ports across the country. Of this, 65 percent, or Rs. 7,400 crore, was seized from Gujarat’s ports. This includes drugs worth Rs. 6,386 crore seized from Adani Group’s Mundra Port alone. This information was recently presented in the Rajya Sabha. This is according to a report by Satya Hindi.

Drugs worth Rs. 180 crore were seized at Pipavav Port. Drugs worth Rs. 377 crore and Rs. 302 crore were seized at Mundra and Gandhidham CFS respectively.

Drugs worth Rs. 2,284 crore were seized at Jawaharlal Nehru Port in Maharashtra, Rs. 1,515 crore at V.O. Chidambaram Port (Tuticorin) in Tamil Nadu, and Rs. 78 crore at Shyama Prasad Mukherjee Port in Kolkata. Approximately 5,000 kg of illegal drugs were seized at five major ports and three container freight stations across the country.

This included heroin, cocaine, and methamphetamine.

The seized items included codeine and tramadol tablets and injections.

Notably, in 2024, Mundra & Co.

71.32 lakh tramadol tablets and 1,000 tramadol injections were seized from Lakata CFS.

17 people were arrested.

Action was taken against 3 customs brokers at APSEZ in Mundra – Pacific Industries Limited, Ahmedabad; Contrans Shipping Private Limited, New Delhi; and Sarathi Shipping Company Limited, Gandhidham.

Drug trafficking cases are continuously increasing at Mundra Port in Gujarat. Mundra Port is India’s largest private port.

Why is surveillance so weak at Adani’s port?

Although security agencies like the Narcotics Control Bureau (NCB), Indian Navy, and Gujarat ATS are present at the port.

In 2021, 3,000 kg of heroin, disguised as talcum powder, was seized at Mundra Port. Surveillance in Mundra is very poor; not all containers are checked.

Gangs use Gujarat’s ports as a hub for drug supply, from where drugs are sent to North India, especially Delhi and Punjab. Why are investigative agencies unable to take action against the drug mafia cartels? Who is protecting them?

In some cases, the money is used to finance terrorist activities. The National Investigation Agency (NIA) has revealed that the proceeds from the sale of drugs seized at Mundra Port go to groups like the Pakistani terrorist organization Lashkar-e-Taiba.

The Congress and AAP have alleged that some BJP leaders or their relatives may be involved in drug trafficking in Gujarat, which is hindering the investigation. There is no concrete evidence for the allegations. The BJP has never challenged the figures or allegations; it has remained silent.

The Adani Group has clarified that its role is limited to port operations, but the repeated drug seizures have tarnished its image. Afghanistan is the world’s largest supplier of heroin, supplying 80% of the world’s heroin. Most of the drugs seized at Mundra Port, especially in 2021, including heroin worth ₹21,000 crore, came from Afghanistan. Similarly, large quantities of drugs are also coming into India from Pakistan. Congress
In 2024, Harpal Chudasma, President of the Gujarat Pradesh Youth Congress, alleged that the government was conspiring to ruin the youth by making them addicted to drugs.
Udaybhanu Chimb Mundra, President of the All India Youth Congress, held similar protests. The slogan of the protests held in Mundra and Ahmedabad on November 29, 2024, was ‘Give jobs, not drugs’.
The work is being done at the behest of the government. Drugs worth more than ₹50,000 crore have been recovered from Adani Port in Kutch. In 2022, the number of registered unemployed people in Kutch was 95,000, but in reality, there are 2 lakh unemployed people in Kutch.
The Gujarat Youth Congress protested outside the Adani Wilmar office in the Mithakhali area of Ahmedabad. Sources said that despite the seizure of drugs worth ₹2 lakh crore from Adani Port, the government has not questioned or arrested the port owner.

The Congress alleges that there is collusion between Adani and the government, and that is why no action has been taken against Adani so far. The government is protecting Adani.

There is no investigation into where the drugs seized from the port came from, who ordered them, and where they were going.

Rahul Gandhi
Earlier, Rahul Gandhi had questioned the Gujarat Drugs Department as to why the port owner is not being questioned despite repeated drug seizures? Why have the NCB or other government agencies not been able to apprehend the drug traffickers operating in Gujarat? And who are the people in the central and Gujarat governments who are protecting the mafia ‘friends’? The Truth About the Rs. 21,000 Crore Drug Bust
It is crucial to investigate how much of the drugs entered the country and the extent of the damage caused, who is behind it, and their connections to people in positions of power. A strong business connection to this drug stock has been traced to a city in Andhra Pradesh. These drugs originated from Andhra Pradesh and were linked to Afghanistan. A firm registered in Vijayawada, near Amaravati, the capital of Andhra Pradesh, called Aashi Trading Company, was involved in this operation. This is being described as the largest heroin seizure in India to date. It is also one of the largest seizures globally.
Those involved include:
(i) A couple, Govind Raju Durga Poorna Vaishali and Machavaram Sudhakar, who are alleged to have imported the heroin concealed in semi-processed talc stones from a company in Kandahar through their Vijayawada-registered firm (Aashi Trading Company),
(ii) Four Afghan nationals, and
(iii) One Uzbek woman.
Vaishali and Sudhakar are small-time traders. They received a commission of only Rs. 10 lakh to Rs. 12 lakh for allowing their talc stone containers to be used for smuggling heroin.
Vaishali and Sudhakar were taking instructions from individuals based in Afghanistan and Iran. Kandahar is a major producer of opium poppy. There are 800 to 900 medium and high-level drug traffickers/syndicates in Afghanistan. Many even have fully developed laboratories to process opium doses into high-quality heroin.

In 2020, the estimated potential opium production in Afghanistan was 6,300 tons, with an average opium yield of 28.0 kilograms per hectare. It accounts for more than 85% of the world’s opium production.

The total area under opium cultivation in Afghanistan is unknown.

The estimate was 224,000 hectares.

After the Taliban took over Afghanistan, shipments from Kandahar to India were investigated for possible narco-terrorism links.

Several tons of cargo pass through the terminals of Mundra or any of our other ports.
Adani Ports and Logistics is one of the country’s largest commercial port operators. It has a presence at 13 domestic ports across seven Indian states – Gujarat, Maharashtra, Kerala, Tamil Nadu, and Odisha. (Google translation from Gujarati)
