40% of the Rs 5,501 crore worth of work proposed in the Ahmedabad budget remains incomplete

The Municipal Commissioner presented a draft budget of ₹10,801 crore for the year 2024-25.
The Municipal Commissioner had announced development works worth ₹5,501 crore. However, by the end of December, only ₹3,300 crore worth of work had been completed. A budget of ₹650 crore was allocated for all seven zones of the city. However, by the end of November, only ₹171.88 crore had been spent. The lack of infrastructure work at the zone level has proven true.

Considering whether the remaining 40 percent of work would be completed by 2023-24, the Municipal Commissioner had suggested a 25 percent increase in the revised budget, which would have to be reduced in 2025-26.

In 2023-24, expenditures totaled ₹9,508 crore against revenue income of ₹7,038 crore. In 2023-24, expenditures totaled ₹4,560 crore against capital income of ₹3,783 crore. However, there was a revenue surplus of ₹876 crore as of March 31, 2024. Municipal Chief Accountant Amish Shah explained that this was due to the Municipal Corporation selling various plots of land in the city.

In addition, income was received from impact fees under GUDA. Thus, non-tax revenue increased in 2023-24. The Municipal Commissioner had estimated that ₹7,650 crore would be collected as revenue revenue in the draft budget. In contrast, by the end of November, only ₹4,609 crore had been collected in the municipal coffers. This represents a revenue shortfall of ₹3,000 crore. This is unlikely to be realized within three months.

AMTS and SVP-BRTS receive ₹61 crore as gap funds each month.

The Municipal Corporation provides ₹32 crore monthly for the operation of the Ahmedabad Municipal Transport Service, ₹17 crore monthly for the operation of the SVP Hospital, and ₹12 crore monthly for the Janmarg (BRTS) as gap funds.

Challenges facing the Municipal Corporation administration against revenue targets before March

(1) The government grant in lieu of octroi is expected to be around ₹400 crore. (2) So far, revenue from property tax, commercial tax, and vehicle tax has been ₹1619 crore. This revenue is expected to increase by ₹500 to ₹600 crore in three months. (3) The Municipal Commissioner had estimated ₹2233 crore as non-tax revenue. By the end of November, ₹1015 crore had been generated.

The Project Department has received ₹100 crore. Only ₹385 crore worth of work was completed

Development works worth ₹5501 crore were announced in the Municipal Commissioner’s budget for the year 2024-25. However, by the end of November 2024, only ₹385.56 crore worth of work had been completed from the Municipal Corporation’s funds in the Project Department. While only ₹557.44 crore worth of work had been completed in the Engineering Department. Development works worth ₹1815 crore were to be completed under the Golden Jubilee Scheme, only ₹853 crore worth of work had been completed by the end of November. Under the Golden Jubilee Scheme, ₹425 crore has been disbursed to the Municipal Corporation as a grant.
