Agitation against Adani in Ladakh, silence in Khavda, Gujarat!

Ahmedabad, October 14, 2024
People have reached Delhi in agitation because Modi has taken away the democratic right to give 80 square kilometers of land in Ladakh to Adani for mining. But now in Gujarat, without any auction, Adani was given land as big as Ahmedabad city in the ravines of Kutch, China grabbed land as big as the people of Delhi city, but no one opposed them, which Adani has violated. All the rules have been followed to generate electricity and allow 8 thousand people to live on the Pakistan border.

Even though 50% of the power capacity is to be installed within three years of the land allotment agreement, and 100% of the power should be generated within five years of the agreement, sources say Adani has violated these norms.

The world’s largest renewable energy project is spread over 726 square kilometers. This will generate 30 gigawatts of electricity, which will provide electricity to 18 million homes. The Indian government estimates that its cost will be at least $2.26 billion.

1 lakh hectares of land was left fallow in Khavda. Out of which the Defense Ministry had approved the construction of a solar park on 72,600 hectares of land.

Land acquisition was done to sell the large and small desert lands of Kutch to power companies. In this way, 60 thousand hectares of land was to be acquired. In which 1.48 lakh acres of land was to be given. One hectare means 10 thousand square meters of land.

Thus, 12 percent of the Kutch desert has started being given to wind and solar energy companies. This is the largest land acquisition at a single place in Gujarat.

Small and Big Desert
The Greater Rann of Kutch is an area of 30,000 square kilometers which includes the Little Rann of Kutch and the grasslands of the Banni region. There are 9 districts around the 5000 sq km area of Nana Rann. During the monsoon, about 3000 sq km area gets flooded naturally. Among which there are 75 islands ranging from 40 hectares to 4000 hectares. Prime Minister Narendra Modi has been continuously pressuring the Gujarat government regarding this project. Gujarat Chief Minister Vijay Rupani gave Modi a deadline of 2022 to complete the project. The project has been underway for more than 2 years. The cost of the energy park is about Rs. 1,350 billion investment can come. Government land The project is located in Khavda, about 160 km from Bhuj. The land in Khavda belongs to the government, which has leased this place to the Adani Group for 40 years. Khavda Renewable Energy Park is spread over 538 square kilometers. Which is the size of Ahmedabad city and about five times the size of Paris. This will generate 81 billion units of electricity, which will be enough to power entire countries like Belgium, Chile and Switzerland.

Pakistan border
The energy park is one to six km from the international border with Pakistan. The BSF is deployed on the one-km buffer. Adani has built an airstrip here. There is a restricted area.

A barren land adjoining the Pakistan border. One of the most unlikely gateways in the world. In December 2022, small aircraft were used for the first time to reach this desolate area.

A narrow runway, not even an air traffic controller to guide incoming aircraft and the only infrastructure is portable toilets

BSF land

In February 2019, the top industrial house applied to the Gujarat government for its solar and wind power project, while the Ministry of Defence had not even given the green signal for about 60.30 km of land at Khavda near Bhuj. Then in late 2019, the BSF land was freed from the Indian government.

Land has already been allotted

The state government accepted the application of this top company even before the Defence Ministry gave the green signal. It was also processed. NTPC, GIPCL were also allotted by the government so that fingers are not pointed directly at the government. The government has not published the gazette notification for the land. In which solar power developers can apply. It appears that the land has already been allotted to Anarkhan.

Saline land
The land does not grow vegetation due to saline soil. With wind speed five times faster than the plains, which has the second best solar radiation in the country after Ladakh, it was an ideal location for the renewable energy park.

Affordable rental land
The park developer will get Rs 15,000 per hectare per year. The rent will be increased at the rate of 15 per cent every three years. While other taxes have to be paid separately. A park developer can sub-lease the park after developing it.

How much power will the company generate?
Adani Green Energy Limited (AGEL) will set up 10,000 MW power generation capacity. It will have 8,000 MW solar and 2,000 MW wind power generation. For this, Adani Group has invested Rs. 30,000 crore is going to be invested. SECI (Solar Energy Corporation of India), NTPC, GIPCL, GSEC, Adani Power and Suzlon have solar and wind power generation projects of 23000 MW, 5000 MW, 2500 MW, 3500 MW and 4000 MW.

Lands given

20,000 hectares of land has been allotted to Adani Group. Solar Energy Corporation of India (SECI) has also been allotted 20,000 hectares of land.

Birds protest

Against windmill companies destroying the wild and natural resources of Kutch

There was widespread protest. Even the state government itself admitted that Kutch suffered.

Violation of policy
It was decided not to lease government land to a single windmill. On November 31, 2019, the then collector of Kutch, Remya Mohan, approved not to give any more haphazard land in Kutch.

It was recommended to give. The subsequent collector M. Nagaraj also adopted the same policy. He said that the new policy has come into force. The circular of the state revenue department banned the installation of even a single new windmill.

Wind
The work of a windmill is to convert the sun’s rays into electricity and use the wind blowing at a speed of 8 meters per second to generate electricity.

Plant
India’s largest renewable energy company, Adani Green Energy Limited, has invested Rs. 1 lakh 50 thousand crore in Khavda, Kutch, Gujarat. Its managing director is Vineet Jain.

In April 2024, 2,000 MW of power has started being generated in Khavda. 4 thousand MW of power is to be generated in March 2025. After this, the production of 5 thousand MW of power is to be increased every year. 500 GW of power will be generated by 2030.

The 30 GW will include 26 GW of solar power and 4 GW of wind capacity.

Adani currently generates power from 7,393 MW of solar, 1,401 MW of wind and 2,140 MW of wind-solar hybrid capacity.

Dust storms
Dust storms occur from March to June. Sand storms require cleaning of solar panels several times a day. Waterless robotic modules will be covered with cleaning systems.

Colony
Houses are being built for 8,000 workers in Khavda village.

Five years of investigation
Adani Green carried out investigations for five years before starting work on developing the site. Geotechnical investigations, seismic studies, centrifuge studies by Cambridge, resource assessment and land studies, environmental and social impact assessments, social due diligence and many others have been carried out in detail.

No infrastructure
No telephone or transport infrastructure. The nearest habitable area is 80 km away. Water does not seep below ground during rainy season. Groundwater is saline. Water has to be used from 700 meters below to make it portable.

Infrastructure
Construction is scheduled to begin in 2022. In which 100 km of roads, 50 km of drainage, desalination plant, 3 reverse osmosis (RO) plants with a total capacity of 70 cubic meters have been constructed.
The project has generated water supply of a capacity of 25000 Bic meters per hour to provide drinking water to the employees. Optical fiber cable up to 180 km has been laid for connectivity. A concrete batching plant has been constructed.

Opposition in Ladakh
The people of Ladakh are protesting against the Modi government which wants to snatch the land of the people of Ladakh and give it to Adani. By making Ladakh a Union Territory, the electoral rights of the Ladakhi people have been taken away. Because, they want to take the land of the local people and give 80 square kilometers of land to Adani for mining.
The saffron party wants to snatch the land of the people of Ladakh for industrialist Gautam Adani.
The Kargil Democratic Alliance has 6 demands for Ladakh.

On January 10, 2024, at the Gujarat Global Vibrant Summit, Gautam Adani said that the largest renewable energy plant of 30 GW will be set up in 5 years in 725 square kilometers in Khavda, Kutch at a cost of Rs 5 crore. An investment of 2 lakh crore will be made in Gujarat. This will provide employment to 1 lakh people.

Food dispute

50 per cent electricity has to be provided by December 2024. The construction of 30 km approach road has been completed by the road construction department.

Land has been given to Modi’s friend Adani Company and Reliance at other places.

When the land allocation policy for this park was announced on January 25, 2019, there was no mention of depositing a security deposit of Rs 2 lakh per megawatt. On September 14, 2020, the policy was amended and a security deposit rule of Rs 2 lakh per megawatt was added.

Some companies had paid this deposit even before this rule was added. The Solar Power Facilitation Company has maintained silence on the issue. Gujarat Power Corporation Limited did not respond. Chief Project Officer Raju Mistry has refused to comment to several media outlets.

Gujarat’s solar power-wind hybrid policy

In December 2020, the state government announced a new policy to remove restrictions on solar power generation capacity. Spread over about 72,600 hectares or 726 sq km, the Kutch desert is known to be home to the world’s largest hybrid solar-wind energy park.

A massive 30 GW RE park was identified at Vighokot BSF outpost near the international border in Kutch district under the land policy.

It is being built between Khavda village and Vighokot village near the India-Pakistan border. Located at a distance of 1 to 6 km from the international border.

72,400 hectares of land was allotted to 6 developer companies for 27,700 MW RE capacity.

The developers are required to develop 50% capacity within 3 years and 100% capacity within 5 years after completion of the new approach road i.e. 31.12.2021.

China

China has snatched 4 thousand square kilometers of land from India during Modi Raj. Yet Modi is silent. China is usurping Indian territory in Ladakh. In protest against this, BJP says that nationalism is paramount for us.

Scam

Gujarat government loses Rs 58 crore due to wrongful transfer of land to Adani in Kutch. Improper classification of forest land transferred to Adani Chemicals in Kutch for Mundra port and SEZ by the Forest-Environment Department has caused a loss of Rs. 58.64 crore to the company.

In-principle approval was given for allotment of 1,840 hectares and 168.42 hectares of land in Mundra and Dharab villages respectively. The land was smooth and the bay area was covered with mangroves. However, the Deputy Conservator of Forests (Kutch East) considered this land under Eco Class IV and recovered Rs. 87.97 crore from the company as NPV of 2008.42 hectares of forest land.
