Why pollution does not decrease despite Gujarat Green Budget of 6 Thousand Crores?

The Climate Change Department in Gujarat has received a green budget of Rs 5,922 crore in 2020, besides 1810 departments got Rs 4,903 crore. However, pollution of air, water or soil is increasing rather than decreasing.
A provision of Rs 912 crore has been made for the installation of solar system on three lakh residential buildings. As well as assisting for battery-powered two-wheeler vehicles next year, 10,000 students will be covered. Rs 40 thousand will be provided for battery operated e-rickshaws and 800 beneficiaries will be benefited. 243 MW solar rooftop system has been installed on 66 thousand residential buildings.
Recharge points will also be set up in the cities of the state for the system of recharging electronic vehicles and farmers will get subsidy assistance of Rs two lakhs for the purchase of battery operated and solar based tractors.
A solar water-based hot water plant of 250,000 liters per day capacity will be constructed. A solar water heater system of 1.14 million liters per day has been implemented in holy pilgrims, government hostels and ideal residential schools.
60 institutional biogas plants will be constructed and implemented at Gaushala-Panjarapol in the state.
Modified cemetery kilns will be established at the village panchayats, municipalities, municipalities in the state. There are 4 thousand modified cemetery furnaces.
18,500 LED Tubelight and 18,500 NN energy efficient fans are planned to be installed in Government schools and hostels. One lakh LEDs, Tubelites, 54 thousand energy efficient fans have been installed in government schools and hostels.
In the state, 10,400 MW power plants have been set up in the renewable energy sector to reduce carbon emissions.
