ગુજરાતના 8 મહાનગરોની હદ વધારીને તેને મોટા કરવા માટે રાજ્યની શહેરી સરકારે વિચારણા શરૂં કરી છે. શહેરી વિકાસ વિભાગ ગેઝેટ નોટિફિકેશન બહાર પાડે તેવી શક્યતા છે. ગુજરાતમાં 2020માં સ્થાનિક સ્વરાજ્યની સંસ્થાઓની ચૂંટણી આવે તે પહેલાં ભાજપે શહેરોના વધું મત મળે તે માટે રાજકીય વ્યૂહ અપનાવી છે જે પછી તુરંત વિધાનસભાની 2022ની ચૂંટણીમાં ભાજપની શહેરી બેઠકો વધારીને હાલ 80 શહેરી વિધાનસભા બેઠક છે તે 100ની આસપાસ લઈ જવી.
રાજ્યના શહેરી વિકાસ વિભાગે 8 મહાનગરપાલિકાને પત્ર લખી નગરપાલિકા અને ગ્રામપંચાયતોના વિલયનો પ્રસ્તાવ ઝડપથી મોકલવાની સૂચના આપી છે. રાજ્ય સરકારનું લક્ષ્ય 2020ની સ્થાનિક ચૂંટણી જીતવાનું છે. મહાનગરમાં કેટલી ગ્રામપંચાયતો કે નગરપાલિકાઓને ભેળવી શકાય છે તેની યાદી ઝડપથી તૈયાર કરવાની રહેશે. વસતીના આધારે રાજ્ય સરકાર આ મુદ્દે તેનો અંતિમ નિર્ણય લેશે. ગામડાં અને કસ્બા તેમજ શહેરના બહારના વિસ્તારોના વિલયની તમામ દરખાસ્તો ફેબ્રુઆરી 2020 પહેલાં 12 દિવસમાં મંજૂર કરવામાં આવશે.
ગુડા, સુડા, ભાડા, વુડા, ઔડા, જૂડા, જાડા જેવા વિસ્તારોની સરહદોમાં મોટાપાયે ફેરફારો થવાની સંભાવના છે. રાજ્ય મંત્રીમંડળની બેઠકમાં નવા પ્રસ્તાવોને મંજૂરી આપ્યા પછી ગેઝેટ નોટિફિકેશન બહાર પાડવાનો સરકારનો ઇરાદો છે.
અમદાવાદ-ગાંધીનગર
ઔડામાં આવતી કેટલીક સ્થાનિક સંસ્થાઓને અમદાવાદ મ્યુનિસિપલ કોર્પોરેશન સાથે જોડવામાં આવશે. અમદાવાદમાં છેલ્લે 2007માં 30 જેટલા નવા વિસ્તારોને મ્યુનિસિપલ કોર્પોરેશન સાથે જોડવામાં આવ્યા હતા. ગાંધીનગરના બહારના વિસ્તારો જેવાં કે પેથાપુર, કુડાસણ, રાયસણ, સરગાસણ જેવા વિસ્તારોને મ્યુનિસિપલ કોર્પોરેશનના દાયરામાં લાવવામાં આવશે.
સુરત, રાજકોટ, વડોદરા, જામનગર, જૂનાગઢ અને ભાવનગરમાં બહારના વિસ્તારોને મ્યુનિસિપલ કોર્પોરેશન સાથે જોડવાની દરખાસ્ત તૈયાર કરવાની સૂચના આપી દેવામાં આવી છે. રાજ્યમાં જૂનાગઢને બાદ કરતાં તમામ મ્યુનિસિપલ કોર્પોરેશન, નગરપાલિકાઓ, જિલ્લા અને તાલુકા પંચાયતોની સામાન્ય ચૂંટણીઓ આવતા વર્ષે યોજાનારી છે. મહાનગરોની ચૂંટણીમાં વોર્ડની સંખ્યા પણ વધી શકે છે.
બીજી 8 મહાનગર પાલિકા બનાવાશે
8 મહાનગરપાલિકા છે અને બીજી 8 નગરપાલિકાને મહાનગરપાલિકા બનાવવા માટે માગણી થઇ છે. જેમાં ભરૂચ, નડીયાદ, આણંદ, અમરેલી, મહેસાણા, પોરબંદર, સુરેન્દ્રનગર, વલસાડ, નવસારી, છે. આમ કરવામાં આવતા 2022માં શહેરી વિસ્તાર હાલ 43 ટકા છે તે વધીને 50 ટકા થઈ જાય તેમ છે. તેથી ભાજપને આસપાસના ગામડાઓ વાળી વિધઆનસભા બનાવીને 100 વિધાનસભાની બેઠક થઈ જાય અને તેમાંથી 85 બેઠક તો આસાનીતી જીતી શકાય તેમ છે. 2022માં વિજય રૂપાણી ફરી એક વખત સરકાર બનાવી શકે છે. 2017માં ગ્રામ્ય વિસ્તારના ખેડૂતો અને લોકોએ ભાજપની સરકારને મત આપ્યા ન હતા તેથી આ ગેમ પ્લાન બનાવીને વિધાનસભામાં ફરી સરકાર બનાવવા યોજના તૈયાર કરી છે.
નવા મહાનગરોમાં 1 હજાર ગામો ભેળવી દેવાશે
8 નવી મહાનગરપાલિકામાં આસપાસના ગામડાઓ સમાવીને શહેરના મતદારોનું પ્રભુત્વ વધારે અને ગામડાના મતદારોનું વજન ઓછું કરવા માટે બીજા એક હજાર ગામને આ શહેરમાં ભેળવી દઇને મોટા કદના શહેરોમાં ફેરવી દેવાનું આયોજન છે.
વિધાનસભાની બેઠકોનું ગણીત, તો કોંગ્રેસ ફરી હારે
8 મહાનગરોમાં ચોક્ખી 53 અને શહેર અને ગામડા મળીને 27 બીજી બેઠક મળીને 80 બેઠકો હાલ છે. 53 શહેરી ચોખ્ખી બેઠકમાં ભાજપની સામે કોંગ્રેસના કુલ 7 ધારાસભ્યો જ છે. આમ હાલના મહાનગરો અને નવા મહાનગર મળીને 100 બેઠક થઈ શકે તેમ છે. ભાજપ શહેરી મતદારોનો મૂકીવાદી પક્ષ બની ગયો છે. 100માંથી કોંગ્રેસ કે આમ આદમી પક્ષને માંડ 20-25 બેઠકો મળી શકે તેનાથી વધું નહીં. નગરપાલિકાઓની બેઠકો પર પણ ભાજપનો જંડો લહેરાય છે.
૨૦૧૨ની વિધાનસભાની ચૂંટણીમાં આઠ મહાનગરપાલિકાની ૪૫ વિધાનસભા બેઠકોમાંથી ભાજપે ૪૦ બેઠકો જીતી હતી તો કોંગ્રેસને ફાળે માત્ર પાંચ બેઠકો આવી હતી.
રાજ્યની આઠે મ્યુનિસિપલ કોર્પોરેશનોમાં અત્યારે શાસનની ધૂરા ભાજપ સંભાળી રહ્યું છે.
રાજ્યની આઠે મહાનગરપાલિકાઓમાં અત્યારે ભાજપ પાસે ૪૪૭ બેઠકો, કોંગ્રેસ પાસે ૨૦૭ બેઠકો, બહુજન સમાજ પાર્ટી પાસે ૨ બેઠકો અને અન્ય પક્ષો પાસે ૧૨ બેઠકો છે, જ્યારે ૨ બેઠકો ઉપર અપક્ષો ચૂંટાયેલા છે. ભાજપના ૫૦.૨૭ ટકા વોટશેર કરતાં કોંગ્રેસનો વોટશેર ૮.૭૩ ટકા ઓછો છે. આ ૯ ટકાનો વોટશેરનો તફાવત રાજકીય રીતે બન્ને મુખ્ય પક્ષો માટે ઘણું મહત્ત્વ ધરાવે છે.[:en]Gandhinagar, 17 March 2020
The state’s urban government has begun to consider expanding the boundaries of the 8 metros of Gujarat. The Urban Development Department is likely to issue a gazette notification. The state government aims to win the local elections in 2020. The list of how many gram panchayats or municipalities can be merged in the metropolis has to be prepared quickly. Based on the population, the state government will take its final decision on this issue. All proposals for merger of villages and towns as well as out-of-town areas will be approved within 12 days before February 2020.
The boundaries of areas such as Guda, Suda, Bhada, Wuda, Ada, Juda and Jada are likely to change drastically. The government intends to roll out the gazette notification after approving new proposals at the state cabinet meeting.
Ahmedabad-Gandhinagar
Some of the local bodies coming to Ada will be affiliated with Ahmedabad Municipal Corporation. In Ahmedabad, in 2007, 30 new areas were added to the municipal corporation. Areas outside Gandhinagar such as Pathapur, Kudasan, Raisan, Sargasan will be brought under the purview of the municipal corporation.
In Surat, Rajkot, Vadodara, Jamnagar, Junagadh and Bhavnagar, outlying areas have been instructed to prepare a proposal for linking the municipal corporation. General elections of all municipal corporations, municipalities, districts and taluka panchayats are to be held next year, except Junagadh in the state. The number of wards in metropolitan elections may also increase.
Another 8 municipal corporations will be created
There are 8 municipalities and another 8 municipalities have been demanded to make municipal corporations. These include Bharuch, Nadiad, Anand, Amreli, Mehsana, Porbandar, Surendranagar, Valsad, Navsari. In doing so, the urban area is currently 43% in 2022, which is expected to increase to 50%. Therefore, by making BJP a assembly of the surrounding villages, 100 assembly seats can be won and 85 of them can be easily won. Vijay Rupani is likely to form a government again in 2022. 1 thousand villages will be merged in new metros
