Electric Vehicle Adoption Declines in Gujarat

Bhupendra Patel’s Government Grapples with ‘EV Policy Paralysis’

Despite the announcement of a policy, the government had decided to offer subsidies of up to ₹20,000 on two-wheelers and up to ₹15 lakh on four-wheelers. However, starting in 2024, the direct cash subsidy on electric two-wheelers was discontinued. Consequently, Gujarat has slipped to the very last position nationwide in terms of electric vehicle purchases. The acquisition of EVs has witnessed a decline since 2024.

India Electric Mobility Index:
Gujarat currently has barely 200,000 electric vehicles.

According to the India Electric Mobility Index, Gujarat has slipped to the 16th position nationwide in terms of electric vehicle purchases.

In terms of the number of vehicle charging points, the state ranks 22nd in the country, and it stands at the 27th position regarding the adoption of commercial electric vehicles.

Vehicles
Data from VAHAN (the transport portal) and the Gujarat government reveals that in March 2023, the total number of EVs in Gujarat stood at approximately 99,236; by the end of 2023, this figure had risen to 118,086.

Since then, these numbers have witnessed a decline. 7,240 in 2021 (Pre-EV Policy)

Following 2021—and subsequent to the new EV policy—EV registrations in Gujarat witnessed a surge; however, purchases have now begun to decline.

During the 2023–24 period, the total number of registered vehicles in Gujarat stood at 32.5 million (3.25 crore), a figure that rose to 33.6 million (3.36 crore) in 2024. An increase of approximately 1.118 million (11.18 lakh) new vehicles was recorded within a single year. Vehicle Type:

Vehicle Growth:

Over the past decade, the total number of vehicles in Gujarat has increased by approximately 70%, with two-wheelers accounting for roughly 75% of the total vehicle population.

However, electric vehicles (EVs) constitute less than 1% of this total.

In 2026, 1.2 million (12 lakh) vehicles are projected to be purchased, though 50,000 of these projected purchases are unlikely to materialize.

While the common citizen remains burdened by the unchecked rise in petrol and diesel prices, Prime Minister Narendra Modi, Chief Minister Bhupendra Patel, and Deputy Chief Minister Harsh Sanghavi (who holds charge of the Transport Department) continue to champion the adoption of electric vehicles as a means to combat pollution. Narendra Modi has a “recharge” only for his speeches; he has provided no places to charge vehicles.

A report by Narendra Modi’s own Central Government has exposed corruption within the Gujarat Government.

Gujarat’s EV Policy has now been in existence for five years.

India Electric Mobility Index:
In the India Electric Mobility Index, Gujarat ranks 16th nationwide. Gujarat scored 37 out of 100 on the Electric Vehicle Purchase and Operation Promotion Index; 46 on the Research and Development Index; 44 on the EV Charging Infrastructure Development Index; 51 on the Private Electric Vehicle Adoption Index; and a mere 5 on the Commercial Electric Vehicle Adoption Index.

Talk of Green Energy:
On the Electric Vehicle Charging Point Index, the state received a score of 24. In terms of the promotion, procurement, development, and overall progress of electric vehicles, Gujarat does not even feature among the top 10 states.

Buses:
106 electric buses were registered in 2023; 331 in 2024; 124 in 2025; and 137 by March 2026.

Students:
Over the six-year period from 2014 to 2021, subsidies for electric two-wheelers were granted to only 7,923 students in Gujarat, while just 87 students received subsidies for electric three-wheeler rickshaws.
