Under the ‘Sugam Internet Digital Gujarat’ initiative, 20 government services were fully digitized to enable citizens to access all facilities from the comfort of their homes, without the need to visit government offices.
The 20 most frequently utilized services have been digitized end-to-end. However, these services have now ground to a halt; they are currently in a state of ‘digital lockdown.’
During the 2024-25 fiscal year, a total of 10 million (1 crore) applications were submitted through various digital services.
The ‘e-Nagar’ platform recorded 1.8 million (18 lakh) transactions.
In 2024, 10,000 applications were left pending due to the shutdown of the RTO’s e-KYC and server systems.
It has been observed that approximately 65,000 to 70,000 grievances are registered annually through the ‘SWAGAT’ platform. Since its inception in 2003, the ‘SWAGAT Online’ portal has received a total of 1.584 million (15.84 lakh) online complaints. This indicates that citizens’ issues are not being resolved at the district level, compelling them to escalate their matters directly to Chief Minister Bhupendra Patel. This reflects a systemic failure, as district Collectors are failing to pay adequate attention to these matters.
The ‘Sugam Digital Gujarat’ initiative—launched in March 2026 by Gujarat Chief Minister Bhupendra Patel and Deputy Chief Minister Harsh Sanghavi with the aim of promoting digital governance—is currently failing to function effectively.

These services encompass a wide range of categories, including income certificates, caste certificates, Non-Creamy Layer certificates, ration card services, scholarships, pensions, land records, urban services, grievance redressal, and more.

The government has acknowledged complaints regarding the Digital Gujarat portal concerning server downtime, slow performance, and errors.
Services include the issuance of certificates, income proofs, and certified copies of revenue documents under the Revenue Department; new ration cards under the Food and Civil Supplies Department; and ready-made affidavit services.
All facilities listed on the website are proving to be non-functional.
Online applications remain pending. There are no status updates on the portal for extended periods, nor are satisfactory responses provided. Students are unable to obtain income proofs and caste certificates.
