On March 7, 2021, the then Chief Minister of the BJP government, Vijay Rupani, had promised the people of Gujarat that not a single house would be abandoned by the end of 2022 under the ‘Nal Se Jal Tak’ scheme. Every house in the township will have a tap. Will free people from water borne diseases. In the Gujarat Assembly, Vijay Rupani said that by the end of the year 2022, wherever there is a house in the state, there will be taps. There was a rift between Rupani and state BJP president CR Patil. So Rupani ignored MP Patil’s plan to provide taps to all in his constituency Navsari. After Rupani was ousted by Patil and Modi, now Bhupendra Patel’s government has responded to Rupani by making two schemes of Ghar Ghar Paani and Khet Ke Paani in Navsari.
By 20 March 2021, 10.20 lakh households in villages were given tap connections under Nal Se Jal Yojana in Gujarat. In a year and a half, 17 lakh families were to be given tap connections, but not all were given. The plan which has not yet been completed. It simply means that BJP governments are failing. The work of giving one lakh tap connections every month was done on a war footing, but the plan is incomplete. The proof of this is Patil’s constituency Navsari.
Salt water, yellowing of teeth due to fluoride water and problems of joints, people are coming under the grip of diseases like stones. That’s why promised to provide filtered water to 100 percent people of the state. The work was to be completed in 17 months before the end of 2022.
Rupani’s promises failed and he is failing to deliver water to all, as evidenced by the allocation of money.
In the budget of the year 2023-24, Rs 2602 crore has been allocated for the ‘Nal se Jal’ scheme in a provision of Rs 6 thousand crore for water supply.
100% work was done in rural areas of 13 districts namely Surat, Narmada, Junagadh, Bhavnagar, Amreli, Gir Somnath, Chhotaudepur, Patan, Kheda, Banasakatha, Panchmahal, Vadodara and Tapi.
Now, in the next 100 days, 27 lakh people will be given water by starting 8 schemes in 905 villages.
In 100 days, works of 15 schemes of 1138 villages have been started. After the completion of the schemes, more than 32 lakh citizens of rural areas of Ahmedabad, Kutch, Junagadh, Ganganagar, Tapi, Mehsana, Navsari, Chhotaudepur, Amreli and Mahisagar districts will be benefitted.

water test
79 NABL labs test the water. 1 lakh 92 thousand samples of drinking water have been tested at Gram Panchayat level, out of which 1 lakh 20 thousand drinking water samples were to be tested in 100 days through field testing kit. 160 percent higher.
Training
The target was to provide training-toolkit to 7000 panchayat water distribution operators within 100 days. Against this, 8166 operators have been prepared. Operators were also trained in 214 taluka level ITI centers of all the districts.

Tribal
Various water supply schemes have been implemented from Ambaji to Umargam to ensure water availability in hill and interior villages of tribal areas. Safe, sufficient and quality drinking water is being made available. 3200 MLD drinking water has been supplied daily in rural areas in 20 years.
Narendra Modi
Prime Minister Narendra Modi launched the Jal Jeevan Mission across the country on 15 August 2019. In 2024, water was to be delivered to every household. To cover 3.8 crore families in 2022-23 under the Har Ghar Nal Se Jal Yojana in the Union Budget 2022-23, Rs. 60 thousand crore rupees were allocated. Presently 8.7 crore households are covered under ‘Har Ghar, Nal Se Jal’ out of which 5.5 crore households have been provided tap water in the last two years. The Union Ministry of Jal Shakti has announced a special grant of Rs 465 crore as a special incentive to 7 states of the country for their excellent performance in the Jal Jeevan Mission. Gujarat was also there. But the plan is not completed in 2022.
5 districts in 2021
In five districts, 100 percent work has been completed under Nal Se Jal Yojana. Rupani assured that 100 per cent work has been completed in five districts namely Porbandar, Anand, Gandhinagar, Botad and Mehsana and the remaining areas would be completed very fast i.e. by the end of the year 2022. which is not completed. In March 2021, the Gujarat government has formulated policies to ensure that 100 liters of quality water per person per day is available to all households in the state. The state government had allocated a total of Rs 13,000 crore through the water supply department under various schemes for the remaining areas for FHTC.
1 July 2022
Government announced that Gujarat has become the leader among the major states of the country by providing tap connections to 96.50 percent households in the state of Gujarat in 4 years i.e. 34 months. It was announced that out of total 91,77,459 households, 88,56,438 households have been successfully connected under the Nal se Jal scheme. In 16 districts of Anand, Bhavnagar, Botad, Dang, Devbhoomi Dwarka, Gandhinagar, Gir Somnath, Junagadh, Kutch, Kheda, Mehsana, Morbi, Patan, Porbandar, Rajkot and Vadodara, water was claimed to be delivered to every household.
Total 91,77,45 in the year 2019-20 Out of 9 houses, 75,94,347 houses were getting tap water. In the year 2020-21, 76,20,962 ie 83.04 percent houses, in the year 2021-22 86,73,575 ie 94.51 percent houses and by June 2022 88,56,438 houses have been connected to 96.50 percent houses.
How much does it cost per tap?
22 thousand to 70 thousand rupees were spent per tap. The details were given in the meeting.
In Junagadh district, 94 tap connections were given in the year 2019 and 2067 in the year 2020. In which a total of Rs 1521.55 lakh was spent. 70 thousand rupees were spent per tap.
In Bhavnagar district, 4894 tap connections were given in the year 2019 and 20364 in the year 2020. A total of Rs 5730.35 lakh was spent on this. In which Rs 22,687 was spent per tap.
Corruption
On 23 March 2023, Bhoyka village of Limbadi taluka complained of corruption of 47 lakhs in the water scheme from Vasmo Nal. Annexure N in the investigation. K. As the members of the agency were not present, all the officials returned. The water pipeline has not reached the houses of the people of Bhoyka village till date. The daily work of laying the pipeline was completed by the sarpanch and 19 lakh rupees were paid only by showing the work on paper through the contract without getting the wrong signatures of the people of the village. The water pipeline was lying in the godown.
A tap water scheme and some handpump facilities have now become a decorative element in Pandava Flia of Bhamaiya village near Godhra town.
In Aravalli district, the quality performance of ‘Nal se Jal’ scheme was poor. It is alleged that instead of two and a half feet, only half a foot of the pipeline has sunk.
In Parthampur village of Mahisagar district, even after two years, the villagers did not get a single drop of water.
In Narmada district, there was an allegation of corruption in the conduct of Vasmo survey under Nal Se Jal Yojana. The work of research and technical survey was awarded to Sidhu Survey Service of Jodhpur at an estimated cost of Rs 37 crore at 3.07 per cent. But the unit manager has left the work of the office and has done the work of survey himself, there has been a lot of corruption in the survey work.
In Dadiyapada and Sagbara talukas, there was corruption in the tap water scheme worth crores. The MLA asked the Unit Manager of the WASMO project and all concerned officials to be present for the site visit. Bills were passed repeatedly with the connivance of contractors and officials who did not work as expected. In Dediapada taluka, out of total 172 schemes, 74 schemes were completed. When 94 schemes were running. A total of 93 schemes have been approved in Sagarbara Taluk, out of which 49 schemes are completed, 43 schemes are in progress and 1 scheme is under tender approval. In which the work has been completed, many complaints of corruption have been received.
An inquiry was ordered by the CM’s office on the complaint of malpractice in Vasmo’s tap water scheme at Phadvel in Chikhali taluka. Rs 62 lakh was spent on 30 schemes. Tap water scheme boreholes in villages of Phadwell, including Pinjara Palia, have failed, while other boreholes have been dug in private land and are being used in agriculture. Paddy was now planted by the landowner with the water of this bore. The depth of boring was also less as per the provision in the tanker and the pipe was also of substandard quality.
BJP’s own taluka panchayat’s working president exposed that corruption has taken place on a large scale in Chhotaudepur’s Kawant taluka. The stand structure had collapsed. Cement concrete also crumbled like soil. Water pipes in the ground do not have standard air. In Gojaria village, the money for water works at a cost of 43 lakhs went into the water. The old scheme tank was also demolished. The earlier water was also turned off. Its structures collapsed even before the new line received water.
During water testing in Juni Akshi village of Godhra taluka, around 200 leakages occurred in the line due to corruption. In Junidhari village, there were 20 punctures in the main line of the water tank. Connections have been given to the old pipeline in Kailash Nagar. Single tensioning double pipe is laid in it. Substandard material is also being used in water tanks. Pipes and connections were of poor quality. Due to poor quality, punctures are happening again and again and the villagers are being fed contaminated water.
MLA Mahesh Vasava called a WASMO meeting at Dediapada in Narmada district, in which 172 schemes were approved, of which 74 completed works were highly corrupt.
There has been rampant malpractice and corruption in all the works, and works, in the tribal areas.
In Morwa Hadaf area of Panchmahal district, tap water showed the picture of incomplete operation. Evidence was found that 45% work was done in MLA Nimishaben Suthar’s Hijri. Broken taps are also battling for water in the villages of the taluka. Water is released once to twice a month. The planning task is incomplete.
Most of the villages in Sinhawad taluk do not have a drop of water. There are decorative knots. Farmers’ lands have been degraded by digging up and laying pipes in their lands. Pipes are broken. Water comes out. The plans are on paper.
There is no water supply in some villages of Dedyapada. Dediapada MLA Mahesh Vasava called Janta Raid.
There has been an allegation of corruption in the tap water scheme in Raj Kherwa village of Bodeli taluk of Chhotaudepur district. The water supply department awarded the tender to the agency at a cost of Rs 17 lakh. The matter of sending a bill of 7 lakhs to the Water Supply Committee by the officials of the Water Supply Department has come to the fore. 1 km bore was made in every village but pipeline was not laid in it, motor in bore Not inserted, power connection not found. Despite the work being incomplete for one year, the water bill was given due to corruption.
