ગુજરાતની બધી મહાનગરપાલીકાઓમાં કોંગ્રેસમાં ટોળા શાહી, ધમાલ, તોડફોડ થઈ છે. ગુજરાતની 6 મહાનગર પાલિકાઓની ચૂંટણીમાં ફોર્મ ભરવાનો છેલ્લો દિવસ અને છેલ્લી મિનિટ સુધી નામો જાહેર કરાયા ન હતા.
ટિકીટો વહેંચીને કોંગ્રેસના નેતાઓ ગાયબ થઈ ગયા છે. અમદાવાદ અને બીજે પણ એક વોર્ડના 4 ઉમેદવારોની પેનલમાં એક ઉમેદવાર જીતે એવા રાખીને બીજી બે ટીકીટ મળતીયાઓને આપી દેવામાં આવી છે. મોટાભાગના વોર્ડમાં આવું થયું છે. ક્યાંય કોઈ ક્રાઈટેરીયા જોવા મળતા નથી. ભાજપને ફાયદો થાય એ રીતે કેટલાંક નેતાઓ વર્તતા હોય એવું જાહેરમાં દેખાય છે. બે ઉમેદવારો મારા તારા મૂકી દે છે. સ્થાનિક ભારે વિરોધ છે. તેથી કોંગ્રેસના હોદ્દેદારોએ ગાયબ થઈ જવું પડ્યું છે.
ગુજરાત કોંગ્રેસના કોઈ નેતા સાથે કોઈ કાર્યકર્તા સંપર્ક કરી શક્યા ન હતા. કારણ કે તેઓ કાંતો ફોન બંધ કરી દીધા હતા અથવા ભૂગર્ભમાં જતાં રહ્યાં હતા.
ઉમેદરાવોને વ્યક્તિગત રીતે ફોર્મ ભરવાની સૂચના આપી હતી. જ્યારે ઉમેદવારો ફોર્મ ભરવા ગયા ત્યારે તેમની પાસે કોઈ લીગલ ટીમ કે કોઈ માર્ગ દર્શન પક્ષનું મળ્યું ન હતું.
અમદાવાદના વિવાદાસ્પદ ધારાસભ્ય હિંમતસિંહ પટેલના ઘરે રાત્રે 1:30 કલાકે માઈનોરેટી સમાજે હોબાળો મચાવ્યો હતો. સરસપુર-રખિયાલ વોર્ડમાં ભાજપના ઉમેદવાર ભાસ્કર ભટ્ટને ટેકો આપવાનું એલાન કરાયું છે. ગોમતીપુરમાં પણ કોંગ્રેસનો વિરોધ નોંધાયો છે, કાર્યકરતાઓએ પોસ્ટર અને બેનરો સળગાવી વિરોધ નોંધાવ્યો છે.
ભાજપમાં કોંગ્રેસ કરતાં વધું નારાજગી છે. કોંગ્રેસમાં જાહેરમાં છે ભાજપમાં અંદર છે તે મતપેટીમાં અસર કરશે. તેથી કોંગ્રેસની વધું બેઠકો આવે તો ના નહીં. તો મશીન અને મતદારો મેનેજ ન થાય તો. ભાજપ બેઠક દીઠ રૂપિયા 25 લાખ વાપરશે તો કોંગ્રેસ માંડ રૂપિયા 2 લાખ વાપરશે. અણધાર્યા પરીણામો હશે, જો મત મશીન મેનેજ થાય તો. જેનો જશ નેતાઓ લઈ લેશે.
ગુજરાતના ઇતિહાસમાં આ પહેલી ચૂંટણી હશે કે જેમાં કોંગ્રેસ અને ભાજપના પ્રદેશ પ્રમુખો, હોદ્દેદારો, આગેવાલોનું ઓછું નિયંત્રણ કે ઓછી પકડ હશે.
કોંગ્રેસમાં ટીકીટની અંદર ગોબાચારી થઈ છે. તે તેની છૂરી રીત પરથી કહી શકાય છે. કોંગ્રેસના ઉમેદવારો સંગઠીત થઈને પ્રચાર નહીં કરી શકે. કારણ કે તેની પેનલના કોઈ મેળ નથી. પેનલ સાથે રહે તો જ ચૂંટણી જીતી શકાય. એક વોર્ડમાં 4 કોર્પોરેટરની પ્રથાથી સૌથી મોટો ફાયદો ભાજપને થાય છે. કારણ કે ત્યાં પક્ષનું મેનેજમેન્ટ હોય છે. કોંગ્રેસમાં ઉમેદવારનું મેનેજમેન્ટ હોય છે. ભાજપનું 3 મહિનાથી નેટવર્ક કામ કરતું થતું હતું. ભાજપની ઓફિસથી પ્રચાર સાહિત્ય પણ તૈયાર હતું. કોંગ્રેસમાં આવું નથી થયું.
કોંગ્રેસના કોઈ નેતા કયા વોર્ડમાં કેટલી બેઠક આવી શકે તેમ છે તે છાતી ઠોકીને કહી શકે તેમ નથી.
ભાજપ નરેન્દ્ર મોદીની બ્રાન્ડ પર ચૂંટણી જીતતું આવ્યું છે. કોંગ્રેસમાં પ્રજા જીતાડે છે. પક્ષ નહીં. પણ આ વખતે જો મોદી મેદાનમાં નહીં આવે તો ભાજપની પકડ ઢીલી થઈ શકે છે. પાટીલને દિલ્હીથી સૂચના હતી કે નેતાઓના જૂથ થયા છે તે દૂર કરવા 80 ટકા નવા લોકોને ટીકીટ આપો. તેનો ફાયદો કોંગ્રેસ આ વખતે ટિકીટ ફાણવણીમાં લઈ શકી નથી.
પ્રજાને આ વખતે ભારે મુશ્કેલીનો સામનો કરવો પડ્યો છે. તેનો ફાયદો કોંગ્રેસના નેતાઓની મીલી ભગતથી તો મળે તેમ નથી. પ્રજા સામે ચાલીને જીતાડે તો જ જીતે તેમ છે. અમદાવાદના પૂર્વ વિસ્તારમાં મજૂર અને મધ્યમવર્ગના મતોની ઉથલ પાથલ થઈ શકે છે કાંતો મત ખરીદવા પડે કે મશીન મેનેજ કરવા પડે તેમ છે.
કોંગ્રેસને પંચાયતોમાં અમથી અમથી પણ સત્તા આવી શકે છે. કારણ કે ખેડૂત એટલો બધો નારાજ છે, કે તે રૂપાણીના પ્રલોભનો હવે સ્વિકારી શકે તેમ નથી. આમેય મોટું મેળવીને નાનું કોંગ્રેસને આપવું એવી નીતિ નરેન્દ્ર મોદીની રહી છે. કેટલાંક રાજ્યો જે રીતે કોંગ્રેસને આપીને તેમનો વહિવટ નિષ્ફળ કરવા અને પક્ષાંતરથી તેને બદનામ કરવાની નીતિ મોદીની રહી છે. આવું જ ગુજરાતમાં 6 શહેરોમાંથી 5 જીતીને કે જિલ્લા પંચાયતો અને તાલુકા પંચાયતોમાં મોટો હિસ્સો કોંગ્રેસને જીતાડીને પ્રજામાં ખેલ પાડી શકે છે.
સત્તા કોંગ્રેસને મળે તો નાણાંનું નિયમન સરકાર કરશે, વહિવટમાં ઉલજાવી નાંખે છે. પ્રજાના કામના પૈસા બીજે વાળી શકે છે. તેથી કોંગ્રેસનું શાસન બદનામ કરી શકાય અને વિધાનસભામાં પ્રજા મત ભાજપ તરફે રહે.
મોદીએ ચાણક્ય નીતિ વાપરી છે. મોટો વિરોધ થયો નથી. 2022 જીતવી છે.
આ ચૂંટણી 2022ની વિધાનસભાની ચૂંટમીનો એસિક ટેસ્ટ છે.
જૂના નેતાઓને ટીકીટ ન આપીને પક્ષના મજબૂત જૂથને ખતમ કરી દીધા છે. આ કામ 2022ને ધ્યાનમાં રાખીને મોદીએ ભાજપના તગડા નેતાઓને સાઈડલાઈન કરી દીધા છે. કટ ટુ સાઈઝ ભાજપે કરી લીધા છે. જેમનો હોલ્ટ હતો તેમનું વરચસ્વ ખતમ થઈ ગયું. જેનો ફાયદો આ ચૂંટણીમાં કોંગ્રેસના નેતાઓ ટીકીટ આપવામાં લઈ શક્યા નથી.
કોંગ્રેસ જ્યાં ચૂંટાશે ત્યાં કાંતો રમખાણ સામેનો પક્ષ કરાવશે. અથવા તો તેને વહીવટીય અને પક્ષાંતર કરાવીને બદનામ કરાવશે. તેથી 2022ની વિધાનસભાની ચૂંટણીમાં બદનામ કરી શકાય. લોકોને ત્રાહીમામ કરીને 2022માં સરકાર બનાવવા આધારે બનાવશે. કોંગ્રેસ આ સિદ્ધાંતને ધ્યાનમાં રાખીને ટીકીટો આપી નથી.
2014માં જે સ્ટેટેજી કરી તે રીતે કોંગ્રેસ માટે અહીં તાલુકા પંચાયતો કોંગ્રેસને આપી દે અને ત્યાં કોંગ્રેસને બદનામ કરી શકે. 2017ની ચૂંટણી એ રીતે જીતી શકાઈ હતી. મતના મશીનનો ક્યાં કેવી રીતે ઉપયોગ કરવો તેનું ગણીત દિલ્હી પાસે છે. જે રીતે કેટલાંક રાજ્યો હાલ કોંગ્રેસ પાસે છે તે રીતે જિલ્લા કે તાલુકા કોંગ્રેસને આપી શકાય છે. શહેરો ભાજપ પોતાની પાસે રાખી શકે.
ફોન કરીને ઉમેદવારોને જાણ કરવાનો નબળો રસ્તો કોંગ્રેસે અપનાવ્યો છે. યાદી જાહેર કરવાને બદલે ઉમેદવારોને ફોનથી જાણ કરાઈ હતી.
NSUI સહિત યૂથ કોંગ્રેસના 400 આગેવાન અને કાર્યકરોએ રાજીનામા ધરી દીધા છે. કોંગ્રેસ ઓફિસે વિરોધ પ્રદર્શન કર્યા હતા.
ચૂંટણી પહેલા જ સુરતના કેટલાક વોર્ડમાં કોંગ્રેસની હાર નક્કી થઈ છે. ધાર્મિક માલવિયા કોંગ્રેસમાંથી ચૂંટણી નહિ લડે તેવી તેમણે જાહેરાત કરી દીધી હતી. અનેક ઉમેદવારોએ ફોર્મ ન ભરતા ચૂંટણી પહેલા જ સુરતના કેટલાક વોર્ડમાં કોંગ્રેસની હાર દેખાઈ રહી છે. સુરતમાં 10થી વધુ ઉમેદવારોએ ફોર્મ નથી ભર્યા. વોર્ડ નંબર 2, 3 અને 5 નાં ઉમેદવારોએ ફોર્મ ન ભર્યા.
અમદાવાદમાં એક શખ્સ કોંગ્રેસના 3 ઉમેદવારોના ફોર્મ લઈને રફુચક્કર થયો હતો.
કાર્યકરોમાં વિરોધને જોતાં કોંગ્રેસના પાલડી રાજીવ ગાંધી ભવન પર પોલીસ અને 8 બાઉનસરો મુકવામાં આવ્યા છે. કોંગ્રેસ ભવનના દરવાજા બંધ કરી દેવામાં આવ્યાં હતાં. લોકોએ રોડ પર જ વિરોધ કરવાનું શરૂ કરી દીધું હતું.
મહાનગરપાલિકા માટે ઉમેદવારોને ખાનગીમાં મેન્ડેટ આપવામાં આવ્યા હતા.
કોંગ્રેસ ઉમેદવારોના નામ જાહેર કરે તે પહેલાં જ વિરોધ શરૂ થઈ ગયો છે.
સુરત કોંગ્રેસ કાર્યાલય પર ટિકિટ ફાળવણી બાદ તોડફોડ, બેનરો ફાડવાનો પ્રયાસ કરાયો હતો. મક્કાઈપુલ ખાતે આવેલા કોંગ્રેસના મુખ્ય કાર્યાલયમાં ખુરશીઓ ફેંકી તોડફોડ કરાઈ હતી.
સુરત શહેરમાં કોંગ્રેસ પક્ષ દ્વારા ટિકિટ ફાળવણીમાં વર્ષોથી વફાદાર અને નિષ્ઠાપૂર્વક કામ કરનાર કાર્યકર્તાઓને બાકાત રાખ્યા છે. રાતોરાત બીજા પક્ષમાંથી આવેલા લોકોને ટિકિટ આપી છે.
સુરત શહેર કોંગ્રેસ સમિતિના માજી પ્રમુખ શંભુભાઈ પ્રજાપતિેએ કોંગ્રેસ કાર્યાલય પર ધરણાં કરવાની જાહેરાત કરી હતી. ભાઠેના 80 ફૂટ રોડ પર આવેલી કોંગ્રેસ કચેરીએ તાળાં મારી દેવામાં આવ્યા.

विवादास्पद विधायक

पहेला चुनाव
गुजरात के इतिहास में यह पहला चुनाव होगा जिसमें कांग्रेस और भाजपा के प्रदेश अध्यक्ष, पदाधिकारी, नेताओं का कम नियंत्रण या कम पकड़ होगी।
बवाल
कांग्रेस में टिकट को लेकर बवाल मचा हुआ है। यह उनके चाकू के तरीके से कहा जा सकता है। कांग्रेस उम्मीदवार संगठित तरीके से प्रचार नहीं कर सकते। क्योंकि इसके पैनल का कोई मुकाबला नहीं है। यदि पैनल साथ रहता है तो ही चुनाव जीते जा सकते हैं। एक वार्ड में 4 नगरसेवकों नियम से भाजपा को सबसे अधिक लाभ होता है। क्योंकि पार्टी प्रबंध करती न है। कांग्रेस के पास उम्मीदवार प्रबंधन है। बीजेपी का नेटवर्क 3 महीने से काम कर रहा था। प्रचार सामग्री भाजपा कार्यालय से भी तैयार थी। कांग्रेस में ऐसा नहीं हुआ है।
कोई भी कांग्रेस नेता छाती ठोक कर यह नहीं कह सकता कि किस वार्ड में कितनी सीटें आने की संभावना है।
मोदी ब्रांड
बीजेपी नरेंद्र मोदी के ब्रांड पर चुनाव जीतती रही है। कांग्रेस में जनता जीतती है, पार्टी नही। लेकिन इस बार अगर मोदी सामने नहीं आए तो बीजेपी की पकड़ ढीली हो सकती है। पाटिल को दिल्ली से निर्देश दिया गया था कि वे नेताओं के समूह को हटाने के लिए 80 प्रतिशत नए लोगों को टिकट दें। कांग्रेस इस बार टिकट देने में इसका फायदा नहीं उठा सकी।
सरकार के सामने विरोध
केन्द्र और राज्य सरकारोनी विफलता सें लोगों को इस समय काफी मुश्किलों का सामना करना पड़ रहा है। इसका कांग्रेस से कोई फायदा नहीं है। अहमदाबाद के पूर्वी हिस्से में, श्रमिकों और मध्यम वर्ग के वोट परेशान हो सकते हैं, चाहे उन्हें वोट खरीदना हो या मशीन का प्रबंधन करना हो।
कांग्रेस पंचायतों में सत्ता हासिल कर सकती है। क्योंकि किसान इतना नाराज है, वह अब रूपानी के प्रलोभनों को स्वीकार नहीं कर सकता। नरेंद्र मोदी की नीति कांग्रेस को बदनाम करने की रही है। मोदी की नीति कुछ राज्यों को कांग्रेस को सौंपकर उन्हें बदनाम करने की रही है। इसी तरह, भाजपा, गुजरात के 6 में से 5 शहरों को जीतकर और पंचायतों में बड़े हिस्से को कोंग्रेस को जीताकर लोगों के साथ खेल खेल सकती है। इसलिए, कांग्रेस के स्थानिय शासन को बदनाम किया जा सकता है और विधानसभा में लोगों का वोट भाजपा के पक्ष में होना चाहिए।
मोदी ने चाणक्य नीति का इस्तेमाल किया है। कोई बड़ा विरोध नहीं हुआ, 2022 की विधानसबा में जीता जाये।
एसिड टेस्ट

भाजपा की स्ट्रेरेजी
यहां की तालुका पंचायतें कांग्रेस को उसी तरह से कांग्रेस को सौंप सकती हैं जैसे उन्होंने 2014 में किया था और वहां कांग्रेस को बदनाम किया था। 2017 का चुनाव इस तरह से जीता गया। दिल्ली के पास वोटिंग मशीन का उपयोग कहां और कैसे करना है, इसका गणित है। जिले या तालुका कांग्रेस को उसी तरह दिए जा सकते हैं जैसे कि कुछ राज्यों के पास वर्तमान में हैं। भाजपा शहरों को अपने पास रख सकती है। पंचाय तो कोंग्रेस को सोंप सकते है।
इस्तीफा
एनएसयूआई सहित लगभग 400 युवा कांग्रेस नेताओं और कार्यकर्ताओं ने इस्तीफा दे दिया है। कांग्रेस कार्यालय ने विरोध प्रदर्शन किया। अहमदाबाद में, कांग्रेस के 3 उम्मीदवारों के फॉर्म लेने से एक व्यक्ति भाग गया था।
सुरत में तनाव
भाजपा अध्यक्ष सी आर पाटील के शहर सुरत में कोंग्रेस में सबसे ज्यादा विरोध हुंआ है। जीस में दिल्ही कोंग्रेस के नेताओने जांच करने की जरूरत है। कुछ तो गरबडी हुंई है।
चुनाव से पहले ही सूरत के कुछ वार्डों में कांग्रेस की हार तय हो गई है। उन्होंने घोषणा की कि वे धार्मिक मालवीय कांग्रेस से चुनाव नहीं लड़ेंगे था। सुरत के कई वार्डों में कांग्रेस चुनाव से पहले ही हार दिखा रही है क्योंकि कई उम्मीदवारों ने पर्चा नहीं भरा है। सूरत में 10 से अधिक उम्मीदवारों ने पर्चा नहीं भरा है। वार्ड नंबर 2, 3 और 5 के उम्मीदवारों ने पर्चा नहीं भरा।[:]
