iCreate, AI, CoE, to be set up in Gujarat
a new policy
To position Gujarat among the top five performing states of India in LT sector in 5 years, to increase Gujarat’s annual LT exports from Rs.3,000 crore to Rs.25,000 crore. To provide more than one lakh new IT/ITES jobs in the state. To make Gujarat a national leader in emerging technologies in terms of world-class IT infrastructure, data centers and innovation centres. The policy aims to establish a strong cloud ecosystem in the state and promote research and development in new and emerging technologies such as artificial intelligence, machine learning, quantum computing, blockchain.
On 25 May 2023, it was announced that Chief Minister Bhupendra Patel’s Tech Mahindra chairman C.P. Gurnani and David E. Constable, chairman of Flour Corporation, took it to Gandhinagar.
Under the Gujarat IT / ITES Policy 2022-27, Tech Mahindra Company has launched ‘Center of Excellence on Digitization’ in association with American multinational company Floor Corporation on 23 May 2023 in Ahmedabad.
The Center of Excellence has been launched within 6 months of the signing of the MoU between the State Government and Tech Mahindra.
The government will extend all possible cooperation.
Tech Mahindra MD and CEO C.P. Gurnani said, the new IT policy of the state is out of the box. Major IT companies of the country and abroad are looking to start their operations in Gujarat.
David E Constable, Chairman and CEO, Flour Corporation, said that the state of Gujarat has fully supported the establishment of the Center of Excellence. The new IT policy has created a massive stir in the IT industry.
The government claims that the IT/ITES policy is getting a wide response. So far, 17 MoUs have been signed to provide 29 thousand new jobs.
On February 9, 2022, The Gujarat government is all set to set up an Artificial Intelligence (AI) Center of Excellence (CoE) soon. This announcement was made during the launch of IT/ITES Policy 2022-27 in Gandhinagar on Tuesday. The AI CoE will offer courses in emerging technologies in the IT sector to create a talent pool in the state.
The Center of Excellence will boost the upskilling efforts of the state government by offering courses in technology areas such as artificial intelligence, blockchain, quantum computing, big data, internet of things, data-enabled technologies, cyber security and 5G. For this, the Department of Science and Technology (DST) had to prepare a separate guideline.

Cisco signed two Memoranda of Understanding (MoU) with International Center for Entrepreneurship and Technology (iCreate) to digitally transform Gujarat. Established the Smart City Project to develop and optimize digital technologies and solutions for the Internet of Things (IoT). The innovation hub was to be set up at the Gujarat International Finance Tec-City (GIFT).
iCreate is an autonomous organization – Center of Excellence – Government of Gujarat. Narayan Murthy, Chairman of the Advisory Board of CREATE and Dr. Madhukumar Mehta as lead counsel.
On 16 December 2016, Cisco, iCreate announced the setting up of an Internet of Things (IoT) Innovation Hub at a new campus at Dev Dholera near Bavla, Ahmedabad. The innovation center will enable startups and entrepreneurs to build smart city and IoT-based solutions. The lab will help Gujarat leapfrog other states in using innovative technology solutions to enhance the competitiveness and efficiency of its industries.
Cisco and GIFT are planning to deploy Smart City applications at the GIFT City campus, including City Digital Platform with Public Wi-Fi, Smart Parking, Smart Transport, Traffic Analytics, Remote Expert Government Services (REGS), Smart Kiosks, Smart Environmental sensor included. , (CDP) and helps in establishing City Command and Control Center (C-4) to monitor and manage city applications and utilities with greater efficiency and effectiveness.
The project will leverage Cisco’s global expertise and intellectual property in the areas of IoT, mobile technology and applications, cloud computing, and data analytics. Cisco will also work with ecosystem partners to develop new applications specifically for GIFT.

The first MoU was signed on 15 February 2022 under Gujarat’s new IT/ITES policy 2022-27. An MoU was signed between QX Global Group Limited, an international company in the business process management sector, and the Science Technology Department of the state government. In which there was a possibility of getting a job in 2000. Participating in the video conference, Frank Robinson, Group CEO, QX Global, said that with his support, QX Global started in Ahmedabad in 2003-4, now works with around 2300 trained manpower from IT sector. Most of the 2300 out of 1700 professionals are working in Gujarat.

The Government of Gujarat and Tech Mahindra signed an MoU to provide state-of-the-art digital engineering services in the state. Will expand operations and provide 3,000 jobs in 5 years.
This will also lead to all-round development of the city. Businesses will look to digital engineering to enable businesses to navigate digital transformation challenges by becoming more connected and agile. The company said it will help create digital products and generate new revenue streams.
MoUs were signed with 15 IT companies till 18 October. In which companies like Rishabh Software, Signet Infotech, Integrity Private Limited, Gateway Group of Companies, QX Global Group and Analytics Business Solutions etc. have tied up with the Gujarat government. The companies will provide around 26,750 highly skilled IT jobs for the state.

An MoU was signed between the Government of Gujarat and Light Storm to build the state’s first Submarine Cable Landing Station (CLS) and 2 MW Data Center with an investment of Rs 1,000 crore. 2 thousand jobs will be available. Installation of CLS will be supported. Digital competition will increase with direct access to international Internet bandwidth and associated computing infrastructure.
16 MoUs have been signed for 28,750 jobs in the 7 months since the announcement of the IT/ITES policy.

Two MoUs were signed in Gandhinagar. An MoU was signed between the Department of Science Technology and GESIA IT Association. The 10 companies of the association are going to invest a total of Rs 2000 crore in the IT sector in the next five years. Due to which about 6750 people will get various employment opportunities. GESIA will deal in leasing, commercial office space, IT software and infrastructure, human resource, data centre, R&D, cloud in the state.

Ahmedabad-based Integrity Group, a leading outsourcing and fintech company, also signed an MoU with the Science Technology Department of the state government. Integrity Group is working in this sector since 2015-16 and has a reputation in global markets including US, UK. Also has 1250 employees with offices in five cities in India. 100 to 150 crore rupees will be invested in the MoU in 3 to 5 years. 3000 jobs will be given.

Gujarat government and L&T company will set up IT-ITES technology park in Gandhinagar near Vadodara. MoU was signed for investment of 2400 crores and 13,750 jobs. 2000 engineers and others were to get jobs in the Technology Park in a single year. Larsen & Toubro Enabled Service Technology Park in 5 years Rs. 7,000 crore investment and will provide 10,000 jobs.
Within 7 months of the announcement of the policy, the state government had signed MoUs with 16 IT companies.
