[:gj]અમદાવાદ આસપાસની જમીનો લીઝ કે ભાડે આપી શકાશે નહીં, સરકારનો મોટો નિર્ણય

અમદાવાદને સ્પોર્ટ્સ સિટી બનાવવા માટે રાજ્ય સરકારના ઇશારે અમદાવાદ શહેરી વિકાસ સત્તામંડળે આસપાસના ગામડાની જમીનો અનામત કરી દીધી છે. હવે આ જમીનો કોઇપણ વ્યક્તિ કે સંસ્થાને વેચી શકાશે નહીં. ભાડે આપી શકાશે નહીં કે લીઝ પર આપી શકાશે નહીં.
જે જમીનો અનામત કરવામાં આવી છે તેમાં ચાંદખેડા, મોટેરા, ઝૂંડાલ, ભાટ, કોટેશ્વર, સુઘડ અને કોબા વિસ્તારનો સમાવેશ થાય છે. આ તમામ જમીનો અમદાવાદ અને ગાંધીનગરના કાર્યક્ષેત્ર હેઠળ આવે છે તેથી ગાંધીનગર શહેરી વિકાસ સત્તામંડળને પણ જાણ કરી દેવામાં આવી છે.
અમદાવાદમાં વિશ્વનું સૌથી મોટું સ્ટેડિયમ બનાવવામાં આવ્યું છે. આ સ્ટેડીયમની આસપાસ બીજા સ્પોટ્ર્સ સંકુલ બનાવવાનું સરકારનું આયોજન છે. ઓલમ્પિક અને બીજી આંતરરાષ્ટ્રીય રમતો માટે સરકાર અત્યારથી જ તૈયારી કરી રહી છે, જેના માટે સરકારને જમીનની આવશ્યકતા છે તેથી સરકારી જમીનનો ઉપયોગ કરવાનો થાય છે.
અમદાવાદ શહેરી વિકાસ સત્તામંડળ એ સ્પોર્ટ્સને ઉત્તેજન આપવા તેમજ બુનિયાદી સુવિધા ઉભી કરવા માટે નિવિદા જાહેર કરી છે અને સલાહકારોની નિયુક્તિ કરવાનું નક્કી કર્યું છે. ઔડાએ સરદાર પટેલ સ્પોટ્સ એન્કલેવની આસપાસ સાત ગામડાઓની સરકારી જમીન માટે પ્રતિબંધ મૂકતા આદેશ બહાર પાડ્યા છે. એટલે કે સરકારનો મહેસૂલ વિભાગ આ સાત ગામોની સરકારી જમીન વેચી શકશે નહીં કે લીઝ પર આપી શકશે નહીં. કોઇ સંસ્થાને ભાડે પણ આપી શકશે નહીં.
ઔડાએ ગાંધીનગર અને અમદાવાદ જિલ્લા કલેક્ટરને પત્ર લખ્યો છે અને કહ્યું છે કે આ ગામડાની તમામ સરકારી જમીનનો ઉપયોગ સ્પોર્ટ્સ એક્ટિવિટી માટે કરવાનો થતો હોવાથી તેમાં પ્રતિબંધ મૂકવામાં આવ્યો છે તેથી કોઇપણ સંસ્થાને આ જમીન આપવામાં આવે નહીં.
સ્પોર્ટ્સ એક્ટિવિટીના પ્રથમ ચરણમાં એશિયાડ અને ઓલમ્પિક ખેલોનું યજમાન પદ અમદાવાદને લેવાનું હોવાથી આ જગ્યાએ સ્પોર્ટ્સ સંકુલોનું નિર્માણ કરવામાં આવશે. આ જગ્યા એટલા માટે પસંદ કરવામાં આવી છે કે બાજુમાં નરેન્દ્ર મોદી સ્ટેડિયમ છે અને એરપોર્ટ પણ નજીક છે. સ્પોર્ટ્સ કોમ્પલેક્સ માટે ઔડા ટૂંક સમયમાં ટેન્ડરો ઇસ્યુ કરશે અને એજન્સીઓ નક્કી કરશે.
અમદાવાદને આંતરરાષ્ટ્રીય કક્ષાએ સ્પોર્ટ્સ સિટી બનાવવાની આ કવાયત છે. સલાહકારોની સલાહ પ્રમાણે કેન્દ્રીય એજન્સી અને કેન્દ્ર સરકાર ભાવિ યોજનાઓ જાહેર કરશે. જ્યાં સુધી અંતિમ યોજનાને મંજૂરી મળે નહીં ત્યાં સુધી આ સાત ગામોની કોઇપણ સરકારી જમીન જિલ્લા કલેક્ટર વેચી શકશે નહીં કે લીઝ પર આપી શકશે નહીં. જો કોઇ કાર્યવાહી ચાલતી હોય તો તેને તાત્કાલિક રોકવામાં આવે. આ જગ્યાએ ફાઇવસ્ટાર હોટલો પણ બનાવવામાં આવનાર છે.[:en]The land around Ahmedabad cannot be on lease or lease, the government’s big decision

The Ahmedabad Urban Development Authority has announced a tender and decided to appoint consultants for the promotion of sports as well as infrastructure construction. Auda has issued an order banning government land in seven villages around Sardar Patel Spots Enclave. This means that the revenue department of the government will neither be able to sell nor lease the government land of these seven villages. Cannot even give on rent to any organization.
AUDA has written to the district collectors of Gandhinagar and Ahmedabad saying that all government land in the village has been restricted for sports activities and hence no land will be given to any organisation.
Since Ahmedabad is to host the Asiad and Olympic Games in the first phase of sports activities, sports complexes will be constructed at this location. The venue has been chosen as the Narendra Modi Stadium is adjacent and the airport is also nearby. Auda will soon float the tender for the sports complex and the agencies will decide.
This is an exercise to make Ahmedabad a sports city at the international level. The future plans will be announced by the central agency and the central government as per the advice of the advisors. Till the final plan is approved, the District Collector will not be able to sell or lease any government land in these seven villages. If any action is taken it should be stopped immediately. अहमदाबाद को स्पोर्ट्स सिटी बनाने के लिए राज्य सरकार के इशारे पर अहमदाबाद शहरी विकास प्राधिकरण ने आसपास के गांवों की जमीन आरक्षित कर दी है. इन जमीनों को अब किसी व्यक्ति या संस्था को नहीं बेचा जा सकेगा। किराए पर या पट्टे पर नहीं दिया जा सकता है।
जिन जमीनों को आरक्षित किया गया है उनमें चांदखेड़ा, मोटेरा, जुंडल, भट, कोटेश्वर, सुघड़ और कोबा क्षेत्र शामिल हैं। ये सभी जमीनें अहमदाबाद और गांधीनगर के अधिकार क्षेत्र में आती हैं इसलिए गांधीनगर शहरी विकास प्राधिकरण को भी इसकी सूचना दे दी गई है.
अहमदाबाद में दुनिया का सबसे बड़ा स्टेडियम बनाया गया है। सरकार की योजना स्टेडियम के चारों ओर एक और खेल परिसर बनाने की है। सरकार पहले से ही ओलंपिक और अन्य अंतरराष्ट्रीय खेलों की तैयारी कर रही है, जिसके लिए सरकार को जमीन की जरूरत है, इसलिए उसे सरकारी जमीन का इस्तेमाल करना पड़ रहा है.
अहमदाबाद शहरी विकास प्राधिकरण ने खेलों को बढ़ावा देने के साथ-साथ बुनियादी ढांचे के निर्माण के लिए एक निविदा की घोषणा की और सलाहकारों की नियुक्ति करने का निर्णय लिया है। ऑडा ने सरदार पटेल स्पॉट्स एन्क्लेव के आसपास के सात गांवों की सरकारी जमीन पर रोक लगाने का आदेश जारी किया है. इसका मतलब यह हुआ कि सरकार का राजस्व विभाग इन सात गांवों की सरकारी जमीन को न तो बेच पाएगा और न ही पट्टे पर देगा। किसी संस्था को किराए पर भी नहीं दे सकते।
औडा ने गांधीनगर और अहमदाबाद के जिला कलेक्टरों को पत्र लिखकर कहा है कि गांव में सभी सरकारी जमीनों को खेल गतिविधियों के लिए प्रतिबंधित कर दिया गया है और इसलिए किसी भी संगठन को कोई जमीन नहीं दी जाएगी.
चूंकि खेल गतिविधियों के पहले चरण में अहमदाबाद में एशियाड और ओलंपिक खेलों की मेजबानी करनी है, इसलिए इस स्थान पर खेल परिसरों का निर्माण किया जाएगा। आयोजन स्थल इसलिए चुना गया है क्योंकि नरेंद्र मोदी स्टेडियम बगल में है और हवाई अड्डा भी पास में है। ऑडा जल्द ही स्पोर्ट्स कॉम्प्लेक्स के लिए टेंडर जारी करेगी और एजेंसियां तय करेंगी।
अहमदाबाद को अंतरराष्ट्रीय स्तर पर स्पोर्ट्स सिटी बनाने की यह कवायद है। सलाहकारों की सलाह के अनुसार केंद्रीय एजेंसी और केंद्र सरकार भविष्य की योजनाओं की घोषणा करेगी। अंतिम योजना स्वीकृत होने तक जिला कलेक्टर इन सात गांवों में किसी भी सरकारी जमीन को न तो बेच सकेंगे और न ही पट्टे पर देंगे। यदि कोई कार्रवाई की जाती है तो उसे तत्काल रोका जाना चाहिए। इस जगह पर फाइव स्टार होटल भी बनेंगे।[:]
