વિશ્વના સૌથી મોટા 30 હજાર મેગાવોટની વીજક્ષમતા ધરાવતા કચ્છ જિલ્લાના ખાવડા ખાતે સૂર્ય ઉર્જા – વિન્ડ પાર્ક બની રહ્યો છે. જે ડિસેમ્બર 2026માં પૂરો થવાનો હતો. રાજ્ય સરકારે 2022 સુધીમાં 30,000 મેગાવોટ ઉત્પાદનના લક્ષ્યને પ્રાપ્ત કરવામાં મદદ કરવા માટે સૌર ઊર્જા ઉત્પાદન ક્ષમતા પરના નિયંત્રણો દૂર કરવા માટે નવી નીતિની જાહેરાત કરી હતી. પણ આ પ્રોજેક્ટો ખોરંભેં પડી ગયા છે. તેથી સરકાર ફરી એક વખત નીતિ બદલી રહી છે.
ગુજરાતનું અર્થતંત્ર
સૂર્ય ઊર્જાની મોદી નીતિ ખોટી પડતાં ગુજરાતના વિશ્વના સૌથી મોટા સૂર્ય ઉર્જા પ્રોજેક્ટમાં વિલંબ થઈ ગયો છે. તેથી ચીનથી આયાત વધારવા માટે ભારત વેરો ઘટાડવા વિચારી રહ્યું છે. દેશની સાથે ગુજરાતમાં સૌર ઊર્જા કાર્યક્રમની ગતિ ધીમી પડી છે. તેથી ભારત ચીનથી આયાત કરવા માટે સોલાર પેનલ પર લાગતો વેરો ઘટાડવાનો વિચાર કરી રહ્યું છે. આયાત વેરો 40 થી 20 ટકા અને જીએસટીને 12 થી 5 ટકા પર લાવવા પર વિચાર કરી રહી છે.
અદાણીનો સૌથી મોટો સોલાર પ્રોજેક્ટ ગુજરાતમાં ચાલી રહ્યો છે. ફિનલેન્ડની સોલાર પાવર કંપનીની પેટાકંપની ફોર્ટમ ઇન્ડિયા દ્વારા ગુજરાતમાં બનાવવામાં આવી રહેલો સોલાર પ્રોજેક્ટ કેટલાક મહિનાઓથી વિલંબમાં છે.
1 લાખ કરોડ રૂપિયાનું રોકાણ સાથે 50 ટકા વીજળી ડિસેમ્બર-2024 સુધીમાં મળવાની હતી. ઉત્પાદન શરૂ કરી દેવાનું હતું. મોદીના મિત્ર અદાણી કંપની અને બીજી જગ્યાએ રિલાયંસને જમીનો આપી છે. સમગ્ર દેશના સોલાર રૂફટોપ વીજ ઉત્પાદનમાં 22 ટકા જેટલો હિસ્સો માત્ર ગુજરાતનો છે. એટલે કે ગુજરાત સોલાર રૂફ્ટોપ થકી વીજ ઉત્પાદનમાં પ્રથમ છે. હવે તેમાં અવરોધ ઊભા થયા છે.
રીન્યુએબલ એનર્જીથી 12267 મેગાવોટ ઉત્પાદન ગુજરાતમાં થઈ રહ્યું છે. 2022 સુધીમાં 20 હજાર મેગાવોટ કરવાનું હતું, હવે એક વર્।નો વિલંબ થયોછે. 2030 સુધીમાં 67 હજાર મેગાવોટ વીજળી પેદા કરવાની હતી. હવે નહીં થાય. જેમાંથી 20 હજાર મેગાવોટ વીજ અન્ય રાજ્યોને આપવાની હતી, હવે તે કામ અટકી પડ્યું છે.
500 કિલોવોટથી 4 મેગાવોટની ક્ષમતાના નાના સૂર્ય ઉર્જાના પ્રોજેકટ માટે રાજ્યમાં ઓક્ટોબરથી ડિસેમ્બર 2020 સુધીના 3 મહિનામાં 5192 પ્રોજેક્ટ માટે મંજૂરી માંગવામાં આવી હતી. હવે કોઈ આવી ઝડપે મંજૂરી માંગતું નથી.
ગૌતમ અદાણીની કંપની અદાણી ગ્રીન એનર્જી લિ. (AGEL) 10,000 મેગાવોટ વીજ ઉત્પાદન ક્ષમતા સ્થાપશે. તેમાં 8,000 મેગાવોટ સોલર અને 2,000 મેગાવોટ વિન્ડ પાવર જનરેશન થશે. આ માટે અદાણી જૂથ રુ. 30,000 કરોડ રોકાણ કરી રહી છે.
ખાવડા ખાતે 1 લાખ હેક્ટર જમીન પડતર પડી હતી. જેમાંથી 72,600 હેક્ટર જમીન પર સંરક્ષણ મંત્રાલયે સોલર પાર્ક બનાવવાની મંજૂરી આપી હતી.

GST
GST દર ઘટાડવા GST કાઉન્સિલને અપીલ કરવામાં આવશે. વાસ્તવમાં, એપ્રિલ 2022 માં, સરકારે સોલર પેનલની આયાત પર 40 ટકા ટેક્સ અને સોલર સેલની આયાત પર 25 ટકા ટેક્સ લગાવ્યો હતો. જેથી દેશની અંદરપેનલનું ઉત્પાદન થાય, પણ દેશના ઉત્પાદકો આ પેનલ્સ અને કોષોની માંગને પહોંચી વળવા માટે પૂરતું ઉત્પાદન કરી શક્યા નથી. મોદીની વિચારસરણી ખોટી હતી. પુનઃપ્રાપ્ય ઉર્જાનો લક્ષ્યાંક હાંસલ થઈ રહ્યો નથી.
સૌર પ્રોજેક્ટ સૌર પ્રોજેક્ટ
40 ટકા આયાત કર લાદવાથી દેશમાં સોલાર પ્રોજેક્ટની શરૂઆત પર અસર પડી હતી. જેના કારણે આ ઉત્પાદનોની અછત સર્જાઈ હતી અને સોલાર પ્રોજેક્ટનું કામ ધીમી પડી ગયું હતું. જેના કારણે ભારત સૌર ઉર્જા ઉત્પાદનના પોતાના લક્ષ્યાંકો પણ હાંસલ કરી શક્યું નથી. 2022માં 100 ગીગાવોટ સોલાર પાવર ઇન્સ્ટોલ કરવાનું લક્ષ્ય હતું, પરંતુ કેટલાક અહેવાલો અનુસાર માત્ર 63 મેગાવોટ જ હાંસલ કરી શકાયું હતું. આ પ્રોજેક્ટથી લગભગ 2,00,000 ઘરોને વીજળી મળવાની છે.

ભારતીય સોલાર કંપનીઓએ આ વર્ષના સામાન્ય બજેટ પહેલા જ સરકાર પાસે આ ટેક્સ દર ઘટાડવાની માંગ કરી હતી. કંપનીઓએ જણાવ્યું હતું કે 40 ટકા આયાત કર લાદવાને કારણે દેશમાં સોલાર પ્રોજેક્ટ્સની રજૂઆતને અસર થઈ હતી.
GST દર પણ આ સમસ્યાનો મોટો ભાગ છે. લગભગ ચાર વર્ષ પહેલા સૌર પ્રોજેક્ટ્સ પર GST માત્ર પાંચ ટકા હતો, જે પછીથી વધારીને 8.9 ટકા અને પછી 12 ટકા કરવામાં આવ્યો. કંપનીઓ તેને પાંચ ટકા પર લાવવાની માંગ કરી રહી હતી.
સોલાર માર્કેટ પર ચીનની પકડ
આખી દુનિયામાં 80 ટકા સોલર કમ્પોનન્ટ્સ માત્ર ચીનમાં જ બને છે, તેથી આજે પણ ચીન આંતરરાષ્ટ્રીય સોલાર માર્કેટ પર ઊંડી પકડ ધરાવે છે. એક રિપોર્ટ અનુસાર, 2020-21માં ભારતે ત્રણ અબજ ડોલરની કિંમતની સોલર પેનલની આયાત કરી હતી અને આમાંથી 90 ટકાથી વધુ પેનલ ચીનમાંથી આવી હતી.
ભારતે 2030 સુધીમાં રિન્યુએબલ એનર્જી સ્ત્રોતોમાંથી 500 ગીગાવોટ વીજળીનું ઉત્પાદન કરવાનો લક્ષ્યાંક રાખ્યો છે, જે હાલમાં એક અહેવાલ મુજબ 180 ગીગાવોટ છે.

Approval of 5192 projects was sought in the three months from October to December 2020 for small solar power projects of 500 kW to 4 MW capacity in the state. No one asks for approval so fast anymore.
Gautam Adani’s company Adani Green Energy Ltd. (AGEL) will set up 10,000 MW power generation capacity. It will have 8,000 MW of solar and 2,000 MW of wind power generation. Adani Group will spend Rs 500 crore for this. 30,000 crore is being invested.
One lakh hectares of land was left fallow in Khavda. Out of which 72,600 hectares of land was approved by the Ministry of Defense for setting up a solar park.

GST

Demand

GST rate is also a big part of the problem. About four years ago, the GST on solar projects was only five per cent, which was later increased to 8.9 per cent and then to 12 per cent. The companies were demanding to reduce it to five per cent.
China’s hold on the solar market
Since 80 percent of the world’s solar components are made in China alone, China still has a strong hold on the international solar market. According to a report, India imported solar panels worth three billion dollars in 2020-21 and more than 90 percent of these panels came from China.
India aims to generate 500 GW of electricity from renewable energy sources by 2030, up from 180 GW at present.

गुजरात के कच्छ जिले के खावड़ा में 30 हजार मेगावाट क्षमता का विश्व का सबसे बड़ा सौर ऊर्जा पवन पार्क बनाया जा रहा है। जिसे दिसंबर 2026 में पूरा किया जाना था। राज्य सरकार ने 2022 तक 30,000 मेगावाट उत्पादन के लक्ष्य को प्राप्त करने में मदद करने के लिए सौर ऊर्जा उत्पादन क्षमता पर प्रतिबंध हटाने के लिए एक नई नीति की घोषणा की। लेकिन ये प्रोजेक्ट ठप पड़े हैं। इसलिए सरकार एक बार फिर नीति में बदलाव कर रही है।
गुजरात की अर्थव्यवस्था
गुजरात की दुनिया की सबसे बड़ी सौर ऊर्जा परियोजना में देरी हो रही है क्योंकि मोदी की सौर ऊर्जा नीति गलत हो गई है। इसलिए चीन से आयात बढ़ाने के लिए भारत टैक्स घटाने पर विचार कर रहा है। देश के साथ-साथ गुजरात में भी सौर ऊर्जा कार्यक्रम की गति धीमी हो गई है। इसलिए भारत चीन से आयात होने वाले सोलर पैनल पर टैक्स घटाने पर विचार कर रहा है। वह आयात कर को 40 से घटाकर 20 प्रतिशत और जीएसटी को 12 से घटाकर 5 प्रतिशत करने पर विचार कर रही है।
अडाणी का सबसे बड़ा सोलर प्रोजेक्ट गुजरात में चल रहा है। फिनलैंड की सौर ऊर्जा कंपनी की सहायक कंपनी फोर्टम इंडिया द्वारा गुजरात में बनाई जा रही एक सौर परियोजना में कई महीनों की देरी हो गई है।
एक लाख करोड़ रुपये के निवेश से दिसंबर-2024 तक 50 फीसदी बिजली मुहैया करानी थी। उत्पादन शुरू होने वाला था। मोदी की दोस्त अडानी कंपनी और अन्य जगहों ने रिलायंस को जमीनें दी हैं। देश के सोलर रूफटॉप बिजली उत्पादन में केवल गुजरात का हिस्सा 22 प्रतिशत है। यानी सोलर रूफटॉप पावर जनरेशन में गुजरात अव्वल है। अब इसमें अड़चनें आ रही हैं।
गुजरात में अक्षय ऊर्जा से 12267 मेगावाट बिजली पैदा की जा रही है। 20 हजार मेगावॉट 2022 तक करना था, अब इसमें एक साल की देरी हुई है। 2030 तक 67 हजार मेगावाट बिजली पैदा करनी थी। अभी नहीं। जिसमें से 20 हजार मेगावाट बिजली दूसरे राज्यों को दी जानी थी, अब वह काम बंद हो गया है।
प्रदेश में 500 किलोवाट से 4 मेगावाट क्षमता की लघु सौर ऊर्जा परियोजनाओं के लिए अक्टूबर से दिसंबर 2020 तक तीन माह में 5192 परियोजनाओं की स्वीकृति मांगी गई थी। इतनी तेजी से अब कोई अप्रूवल नहीं मांगता।
गौतम अदानी की कंपनी अदाणी ग्रीन एनर्जी लि. (एजीईएल) 10,000 मेगावाट बिजली उत्पादन क्षमता स्थापित करेगी। इसमें 8,000 मेगावाट सौर और 2,000 मेगावाट पवन ऊर्जा उत्पादन होगा। इसके लिए अडानी ग्रुप 500 करोड़ रुपए खर्च करेगा। 30,000 करोड़ का निवेश किया जा रहा है।
खावड़ा में एक लाख हेक्टेयर जमीन परती छोड़ दी गई। जिसमें से 72,600 हेक्टेयर भूमि को रक्षा मंत्रालय ने सोलर पार्क बनाने के लिए मंजूरी दी थी।

जीएसटी
जीएसटी काउंसिल से जीएसटी रेट कम करने की अपील की जाएगी। दरअसल, अप्रैल 2022 में सरकार ने सोलर पैनल इंपोर्ट पर 40 फीसदी और सोलर सेल इंपोर्ट पर 25 फीसदी टैक्स लगाया था। ताकि देश के भीतर पैनल का उत्पादन हो, लेकिन देश के निर्माता इन पैनल और सेल की मांग को पूरा करने के लिए पर्याप्त उत्पादन नहीं कर पाए हैं। मोदी की सोच गलत थी। अक्षय ऊर्जा के लक्ष्य पूरे नहीं हो रहे हैं।
सोलर प्रोजेक्ट
40 प्रतिशत आयात कर लगाने से देश में सौर परियोजनाओं की शुरूआत प्रभावित हुई। इससे इन उत्पादों की कमी हो गई और सौर परियोजनाओं का काम धीमा हो गया। जिससे भारत सौर ऊर्जा उत्पादन के अपने लक्ष्यों को भी प्राप्त नहीं कर सका। 2022 में 100 GW सौर ऊर्जा स्थापित करने का लक्ष्य था, लेकिन कुछ रिपोर्टों के अनुसार केवल 63 MW ही प्राप्त किया जा सका। इस परियोजना से लगभग 2,00,000 घरों को बिजली मिलने की उम्मीद है।
डिमांड
इस साल के आम बजट से पहले ही भारतीय सोलर कंपनियों ने सरकार से इस टैक्स रेट को कम करने की मांग की थी। कंपनियों ने कहा कि 40 फीसदी आयात कर लगाए जाने के कारण देश में सौर परियोजनाओं की शुरूआत प्रभावित हुई है।
जीएसटी की दर भी इस समस्या का एक बड़ा हिस्सा है। करीब चार साल पहले सौर परियोजनाओं पर जीएसटी केवल पांच प्रतिशत था, जिसे बाद में बढ़ाकर 8.9 प्रतिशत और फिर 12 प्रतिशत कर दिया गया। कंपनियां इसे घटाकर पांच फीसदी करने की मांग कर रही थीं।
सौर बाजार पर चीन की पकड़
चूंकि दुनिया के 80 प्रतिशत सौर घटक अकेले चीन में बनते हैं, चीन की अभी भी अंतरराष्ट्रीय सौर बाजार पर मजबूत पकड़ है। एक रिपोर्ट के मुताबिक, भारत ने 2020-21 में तीन अरब डॉलर के सोलर पैनल का आयात किया और इनमें से 90 फीसदी से ज्यादा पैनल चीन से आए।
भारत का लक्ष्य 2030 तक अक्षय ऊर्जा स्रोतों से 500 गीगावॉट बिजली पैदा करना है, जो वर्तमान में 180 गीगावॉट है।
