સરકારી અનાજનો અનોખો ‘વહીવટ’ કરવાનું કૌભાંડ સામે આવેલું છે. અમદાવાદ ક્રાઈમ બ્રાંચ તરફથી સરકારી અનાજ સગેવગે કરવાના કેસમાં તપાસનો રેલો છેક મહાનગર સુરત સુધી પહોંચ્યો છે. મહાનગર સુરતમાંથી 45 રાશનની દુકાન પરથી યુઝર આઈડીને બારોબર વેચી દેવાનો ઘટસ્ફોટ થયો છે. તપાસમાંથી જાણવા મળ્યું હતું કે, કુલ રૂ.52 લાખના ઘઉં અને રૂ.44 લાખની કિંમતના ચોખા રૂપાણી સરકારના અધિકારીઓ ખાઈ ગયા છે.
આવો એક અંદાજ લગાવીને તપાસ શરૂ થઈ હોવાનું જાણવા મળ્યું છે. અમદાવાદ ક્રાઈમ બ્રાંચની ટીમે રાશનની દુકાન ધરાવતા અમુક રાજસ્થાની પરવાનેદારની આશંકાના આધારે પૂછપરછ કરી હતી. આ કૌભાંડમાં સુરતની 45 જેટલી રાશનની દુકાન પરથી યુઝર આઈડીનો વહીટવટ થયો હતો. આ સચોટ જાણકારી સામે આવતા આ દિશામાં તપાસ શરૂ કરી દેવાય છે. સુરત શહેરના મહુવા તાલુકામાં 1, રાંદેર ઝોનમાં 11, કતારગામ ઝોનમાં 17, ચોકમાં 7, પુણામાં 2, વરાછા ઝોનમાં 1, કામરેજમાં 6 એમ કુલ 45 દુકાનમાંથી યુઝર આઈડી અને ડેટા ચોરાયા છે. એક અંદાજ અનુસાર ઘઉં અને ચોખા સિવાય કરોડો રૂપિયાની ખાંડ સગેવગે થઈ ચૂકી છે. પુરવઠા વિભાગનું એક મોટું કૌભાંડ સામે આવતા જિલ્લા ક્લેક્ટર આયુષ ઓકે એ સુરત જિલ્લાની રાશનની દુકાનમાં તપાસ કરવા માટે આદેશ આપ્યા છે. પુરવઠા અધિકારી તેમજ ઝોનલ અધિકારીની ટીમ તૈયાર કરી તપાસનો ધમધમાટ શરૂ કરવામાં આવ્યો છે. આ અંગે જે તે પરવાનેદારની સંડોવણી ખુલશે એની સામે કાયદેસરના પગલાં લેવાશે.
મહાનગર સુરત સહિત રાજ્યમાં સરકારી અનાજ સામગ્રી સગેવગે કરવાનું કૌભાંડ આ પહેલા પણ મોટાપાયે પકડાયું હતું. આ અંગે પુરવઠા વિભાગની ઝોનલ ઓફિસમાં મોટી અને મહત્ત્વની જવાબદારી જે તે આઉટસોર્સિંગ કર્મચારીઓને સોંપવામાં આવી રહી છે. આ કારણે કોઈ ડર વગર અનાજ પુરવઠામાં કૌભાંડ વધ્યા છે. ખાસ કરીને અનાજને બારોબાર વેચી દેવાનો વેપલો થઈ રહ્યો છે. જોકે, આ કેસમાં કામગીરી દૂધના ઊભરા જેવી ન બની રહે એવી આશા વ્યક્ત કરવામાં આવી છે. આ પહેલા અમદાવાદ શહેરમાંથી આ કૌભાંડ સામે આવતા સમગ્ર શહેરના રાશન કેન્દ્રની તપાસ કરવામાં આવી હતી. જોકે, આ કેસમાં કોઈ મોટી માછલીઓ ઝડપાય તો આખો મામલો સ્પષ્ટ થયા એવું આ ચિત્ર છે.[:en]Gandhinagar, 30 July 2021

सरकारी खाद्यान्न का अनोखा ‘प्रशासन’ घोटाले के खिलाफ है। अहमदाबाद क्राइम ब्रांच से सरकारी खाद्यान्न की तस्करी के मामले की जांच सूरत शहर तक पहुंच गई है. खुलासा हुआ है कि महानगर सूरत में 45 राशन की दुकानों से यूजर आईडी बेची गई है। जांच में सामने आया कि कुल 52 लाख रुपये का गेहूं और 44 लाख रुपये का चावल सरकारी अधिकारियों ने खा लिया.
पता चला है कि इस तरह का अनुमान लगाकर जांच शुरू कर दी गई है। अहमदाबाद क्राइम ब्रांच की एक टीम ने संदेह के आधार पर कुछ राजस्थानी लाइसेंसधारियों से पूछताछ की, जिनके पास राशन की दुकान है। इस घोटाले में सूरत की करीब 45 राशन की दुकानों से यूजर आईडी चोरी हो गई। इस सटीक जानकारी के खिलाफ इस दिशा में जांच शुरू की जा रही है। सूरत शहर के महुवा तालुका में 45 दुकानों से, रांदेर क्षेत्र में 11, कटारगाम क्षेत्र में 17, चौक में 7, पुणे में 2, वराछा क्षेत्र में 1 और कामरेज में 6 दुकानों से यूजर आईडी और डेटा चोरी हो गए हैं। एक अनुमान के मुताबिक गेहूं और चावल के अलावा करोड़ों रुपये की चीनी बर्बाद हो चुकी है. आपूर्ति विभाग में बड़े घोटाले का सामना कर रहे जिला कलेक्टर आयुष ओके ने सूरत जिले की एक राशन दुकान की जांच के आदेश दिए हैं. आपूर्ति अधिकारी के साथ ही जोनल अधिकारी की टीम गठित कर जांच शुरू कर दी गई है। इसमें शामिल किसी भी लाइसेंसधारी के खिलाफ कानूनी कार्रवाई की जाएगी।
महानगर सूरत समेत राज्य में सरकारी खाद्यान्न की बरबादी का घोटाला इससे पहले भी बड़े पैमाने पर पकड़ा जा चुका है. इस संबंध में आपूर्ति विभाग के जोनल कार्यालय में आउटसोर्सिंग स्टाफ को एक बड़ी और महत्वपूर्ण जिम्मेदारी सौंपी जा रही है। इससे बिना किसी डर के अनाज आपूर्ति में घोटाले बढ़े हैं। खासकर अनाज की मांग बढ़ रही है। हालांकि इस मामले में उम्मीद जताई जा रही है कि ऑपरेशन दूध के बुलबुले की तरह नहीं होगा। इससे पहले अहमदाबाद शहर से हुए घोटाले के सिलसिले में शहर भर के राशन केंद्रों की जांच की गई थी। हालांकि इस मामले में अगर कोई बड़ी मछली पकड़ी जाती है तो पूरा मामला साफ हो जाता है.[:]
